I present a Bill to the Greater Frenzy, for the purpose of authorizing the Princess of Arboria and the Arborian Government to directly negotiate with the Senyan government with respect to a long-planned railway line linking Arboria with Senya.

Senator Diana Dale Reynolds (I-Arboria) introduced the following bill; which was referred by the Chancellor for consideration in the Committee for Foreign Affairs

A BILL
To authorize direct negotiations and agreements between the Senyan Government and the Principality of Arboria with respect to the Senya-Arboria Railway
Whereas, Chapter XI, Section 2 (1) of the Caprine Code provides that, "Where individually permitted by the Caprine Code, the head of the local government of a Demesne may conduct foreign affairs with another sovereign state, provided that: permission to do so has been granted in advance by the Emperor; there is no conflict with any foreign policy of the Empire; and any resultant treaty or other agreement does not conflict with any of the Empire's existing treaties or other agreements," and
Whereas Chapter XI, Section 2 (2) of the Caprine Code provides that,"Such treaties and agreements must be capable of being adopted solely as a local law in the Demesne and may be subject to final approval of the Frenzy,"
Be it enacted by the Senators and Representatives of the Bovic Empire of the Natopian Nation in Frenzy assembled, That the following changes are made to the laws of the Bovic Empire, namely:
Section 1
This Bill may be referred to as the Senyan-Arborian Railway Act.
Section 2
Her Serene and Eminent Imperial Highness The Princess of Arboria, and the Arborian Government, are authorized, within the meaning of Chapter XI, Section 2 of the Caprine Code, to directly negotiate and conclude an agreement with the Senyan Government with respect to the Senya-Arboria Railway, provided that the Secretary of Foreign Affairs, the Frenzy, and the Emperor shall provide prior assent to any agreements through a new law or further amendment to the Caprine Code, as applicable.
Section 3
Chapter IX of the Caprine Code is amended accordingly, by the inclusion of a new Section 5 thereof, with the provisions of Section 2 of this Act as the contents thereof.
Section 4
This Act shall take effect on its approval.
