To His Excellency the Ambassador,

I, on behalf of the Government of the Bovic Empire of the Natopian Nation, wish to convey to you my compliments and beseech you to convey further complements to Her Serenity, the Count Palatine of Kezan, along with the following message.

The Bovic Empire of the Natopian Nation apologises unreservedly for the treatment accorded to His Magnificence the Kaiser, Ayreon IV, whilst acting in his capacity as Regent of the Empire. The actions of the King of Uppland, undertaken in his capacity as Lord Chamberlain of the Imperial Court, were of his own volition and in no way reflect the policies or intent of the Natopian Government.

The office of Lord Chamberlain of the Imperial Court, created by the Regent as a "consolation prize" for the holder's removal from this office, has no prerogatives or powers associated with it. It is an empty title that derives authority from neither the decree that marked its creation nor from any provision of the Caprine Code. Any authority the Lord Chamberlain may be permitted to exercise rests solely and entirely upon relaying or performing, precisely and exactly, the instructions of the Emperor or the Regent.

By removing the Regent from the Vista de Nada Palace, without formally being in receipt from the Regent of any instruction to do so, instead acting in response to a letter from the Count of Suthergold, a foreign official who is now himself a wanted fugitive, the King of Uppland, in his capacity as Lord Chamberlain, has caused harm and dishonour to a Prince of Natopia, and taken action to threaten the sovereignty and authority of the government of the Empire by removing the Regent from the seat of government without his knowledge or consent.

These both constitute crimes against the Bovic Empire for which only the ease with which the Regent prudently countermanded the illegal orders and regained his liberty serve as mitigation. The Vista de Nada Palace shall henceforth enjoy comprehensive protection provided by specialist officers of the Imperial Constabulary, supported by Natopian Security Forces. The Regent's Shirerithian close protection detail of Sentinels will continue to have full and unrestricted access to all portions of the Palace. We further request the assistance of a specialist regimental task force from the Palatini Corps to advise and support our local law enforcement and security officials on the protocols and procedures to avoid any further repetition of this deplorable incident, for which we again humbly apologise.
