Her Most Bovic Majesty,
The Grand Commander of the Natopian Defense Force

Hereby requests Her Highness, Secretary Kalirion, to ready the 1st Exploratory Group of the Navy in anticipation of possible anti-pirate maneuvers within the Sea of Storms. The Court of the Verdant Gardens is also tasked with cooperating with its Shirerithian counterpart, the Ministry of Military Affairs, to provide safe and unfettered transit for Shirerithian merchant vessels passing though the international waterways of the Sea of Storms by any means necessary within the limitations of international maritime law. Secretary Kalirion is given command authority to ensure the safety and satisfactory completion of this mission, hereafter referred to as Operation Butterstorm.

Just to be clear, Natopia is now officially supporting a genocide and system of slavery perpetrated by Shireroth against the people of Hamland, a nation which is a member of the MTO.

If we are to believe the reports, all parties in the civil war will need to examine their consciences, and we pray for a swift end to this conflict that may bring a lasting and just political settlement to Hamland. We do not see evidence of genocide, or slavery, and we hope that we never shall.

However, what the Court of the Verdant Garden has been asked to undertake here, is to provide assistance to an allied government in upholding the freedom of navigation for its vessels on the Sea of Storms.

Natopia should not be misled to believe that its ships have ever been targetted. The Tax Guild of the Sea of Storms is transparent enough, and it has been since its inception:

We are aware that we are not the targets of the Tax Guild, we are providing assistance to our allies.

We are concerned with the authorization of the Tax Guild to "impose a moderate tax upon any vessel carrying upon the Sea of Storms." No nation has jurisdiction over the international waters of the Sea of Storms. You cannot prevent or deter Hammish or Shirerithian ships from their free transit across the Sea of Storms.

If the Tax Guild's authority is limited to taxing Hammish and Shirerithian vessels docked in Passian port cities, or passing through Passio-Corum's territorial waters, then the Decree of 34.98 is ambiguous and has been interpreted that Passio-Corum is attempting to police the entire Sea of Storms, hunting for Shirerithian and Hammish vessels traversing it, and exacting payment from those vessels.
