I formally protest the redeployment of the Naval Phalanx away from Athlon. We are an isolated island, and Natopia has guaranteed our protection. The Most Holy Order of the Armored Goat, of which the Naval Phalanx is a part, is distinct from the Natopian Defense Force. And while the Naval Phalanx is perfectly willing and able to serve the Empire that protects her, I'd be interested in closing the loophole that allowed the NDF to deputize the Armored Goats' ships and the personal flotilla of the King of Ziegeland and instead authorizing the purchase or construction of an enlarged navy. Besides, the vessels of the Armored Goats and those vessels now owned by the House of Waffel-Paine were outdated when originally given away years ago and will be little use in a modern navy.

Their venerability is moot when they are removed from their home ports. These are ceremonial units and cannot fulfill their ceremonial duties when they are relocated. We will build more ships to complete this much-needed restructuring. In the meantime, the Waffel-Paine Flotilla and the Naval Phalanx are instructed, by order of the NDF Grand Commander, to remain at their home ports.

Chancellor, His Holiness has pointed out that Athlon is an isolated island and that the Empire guarantees its protection, while simultaneously noting that the very vessels that were undertaking those duties were outdated and of little use in a modern navy. Consequently His Holiness is now enjoying the enhanced protection of more recent vessels, while the redeployed ones are undergoing a final refurbishment program at one of our finest naval facilities, where the crews are also enjoying a new tour of duty closer to home.

The Royal Yacht Group is based at its new home port of Andiopolis, and is thus now more conveniently located for the use of His Majesty. The port of Andiopolis' future was also secured by this redeployment, following the creation of a new base for the Bay Patrol Group in Borders City to enhance the defensive capabilities of our western home territories, in conjunction with the creation of the 2nd Home Group based in West Bay. The cost of this has been offset by selling the life-expired base at Port Trias for redevelopment, as coverage is now provided by the 1st Carrier Group at the recently opened Fort Ferien.

The NDF has done remarkably well to effect these improvements to the Empire's defences with careful management of its existing budget. If the Empire wishes to expand its naval presence then it must increase the defence budget to fund such an expansion, but that may be hard to justify given our notable lack of credible enemies.

In the meantime, the 3rd Exploratory Group has completed its initial period of induction at Hergon, and His Holiness has arranged for its inauguration into the Most Holy Order of the Armored Goat next Wednesday as the new Bovic Naval Vanguard. Invitations will be dispatched this weekend.

Minister Erion, did you disobey a direct order and allow those units to continue to the ports that I refused? I'm the superior commander when it comes to the military, as defined in the Caprine Code. If you can't follow my orders I'll remove you as Minister of State.

Chancellor Eucalyptos, not at all. As may be observed, the relevant redeployments were completed significantly before your posted order, following which I only clarified the status of those earlier redeployments. Now that your more recent executive order has most prudently clarified the operational control and ownership of restricted vessels, the next redeployment schedules to be published will deal with the newly-refurbished Naval Phalanx, and the excluded Imperial Yacht Urania. The remaining Royal Yacht Group will remain in its home port as previously ordered, albeit a new home port, but nevertheless still its home port.
