By the Hand of the One and Only Divine Leader of the Wechua Nation
MANCO CÁPAC
King of the Wechua;
Sovereign Lord of the Four Regions;
Son of Inti;
Lord and Governor of the Wechua Realms
To all of these whose these Presents shall come, GREETING : -


WHEREAS Our Trusted Inkap Ratin, accompanied by members of Our Trusted Council of the Wechua Nation, has advised Us to call a general election to allow a new session of the Council to meet in the Year of Inti 1678 and to abide by Our Constitutional Duties;

LET IT THEREFORE BE ORDAINED AND DECLARED, BY OUR WILL AND PLEASURE that, by and with the advice of OUR INKAP RATIN, We have ordered a new COUNCIL OF THE WECHUA NATION to be held in the city of Parap in the year 1678 AN;

WE COMMAND that a general election be made according to Our Constitution and laws for all Royal Councillors for the new Council of the Wechua Nation, to be organized and conducted by the Wechua National Council for Elections;

THUS IS THE WILL OF THE SON OF INTI, THE KING OF THE WECHUA, MADE KNOWN BEFORE THE GOVERNMENT AND THE PEOPLE AT CHINCHERO PALACE IN THE CITY OF PARAP, IN THE 3RD DAY OF THE EIGHTH MONTH OF THE YEAR OF OUR NORTON 1677.
