Greetings to the most illustrious Ralgon Empire, and may much pleasure find you.

I am Speaker Avingar Holstadt of the Ciric Confederacy, and I write to you in the interest of establishing a positive diplomatic relationship.

Our nation, which is located in the frozen antarctic waters, is a nation founded on the ideas of progress and science; in accordance with this, we are quite interested in developing a cooperative diplomatic atmosphere so that we may continue the evolution and development of our nation. In particular, our biologists have shown a quite large amount of interest in studying the unique ecology you appear to be burdened with on your island for possible domestic uses, which we would, of course, be happy to share with you upon discovery.

Enclosed with the letter, you will find a sword forged of Ferris Fortis and a shield constructed of the same, as well as a rendition of the Ralgonese coat of arms gilded with Ferris Ordis. We hope these gifts find you well, and would also like to note that, should you be interested, we would be delighted to engage in formal trade of these materials.

To the Ciric Confederacy and its Representatives:

We send Greetings from Glacier City, and from all the nations and peoples of the Holy Ralgon Empire. We are pleased you have reached to us to establish trade, and we would heartily engage in it. We accept this gift in the spirit of friendship in which it was offered, and wish to reciprocate by allowing your nation to send an ambassador to our Court, which resides for the most part in the city of Valeria.

We understand your native metals and alloys are used for construction purposes, among other things. We use a largely non-metal conglomerate material that, when melted, treated, and combined with the correct ingredients (rare earth minerals found here among them), come together to form the best protective coating we have ever encountered. Perhaps with some research, we could take our mutual technologies and create equally effective materials that are less expensive to produce and benefit all peoples of this world. Our work with the Erazm Bridge Consortium showcases a taste of our prowess in this area.

Due to the very troubles you mention of the fauna enedmic to our homeland, we cannot permit any samples to leave our borders under any circumstances. Those same creatures are a deep scourge to the world, and it would be no less than the gravest of sins to permit any of them -- nay, not even any piece of them -- to find a way to reach any shores before finding extinction at our hands first. They still live after several heavy nuclear bombardments on a small island. Imagine what they would do to others once they reach a larger habitat. We cannot unleash these monsters upon the world nor can we allow any means for it to leave these borders, for it is our sacred duty to protect it from the same at any costs necessary.

We understand that dragons inhabit your country as well. Beware of those creatures. Those that lose intelligence are dangerous to behold, and it is these same monsters that compelled us to lend so much of our resources and efforts towards the development of both our construction technology and our otherwise pointlessly strong Navy and Army. We pray to the Gods that such a scourge as ours never befalls you in any similar manner. Should your peoples require assistance in dealing with these menaces, do let us know and we will see what we can do to help.

We are happy to have new friends who would aid us to the preservation of peace and justice in this world. It pleases us to see you among them. We are certain that our allies in the USSO are also keen to hear from you as well. We welcome good friends with open arms and embrace any opportunity to make our world a stronger place.

To the Ralgon Empire,

We thank you very much for your positive response, and are glad to initiate trade. In accordance with this, and the newfound interaction between our nations, we would be happy to send an ambassador to your venerable Court, and wish to offer a reciprocal position for any ambassador or envoy your government may wish to send to reside in our city of Mourn. Just as well, our joint military with Caradia will allow ships under the Ralgonese flag exception to the restrictions of the Southern Control Zone that was recently established, and will not toll or deny any ships of your banner in southern waters.

As to your request regarding further research into the construction materials of our nations, I completely agree that research should be done to continue the progress of advanced construction. If you would allow, we would wish to send a delegation of our finest scientists and researchers along with our ambassadorial delegation to work with your own researchers to produce better and less expensive materials for construction use. It is refreshing to encounter a nation as dedicated to the betterment of society as we like to believe that we are.

Your concerns regarding the dangers of your local fauna are heard and acknowledged. We agree that, while it is regrettable that anyone in this world was burdened with the responsibility to deal with these creatures, all precautions should be taken to prevent other nations from being defiled with their presence. However, our intention was not to bring these dangerous beings to our own soil, but rather to, as noted above, send a delegation of scientists to your nation to help with research into more effective ways to cull the beasts, as they appear to have no other function than to cause mayhem among the ordered societies of our world.

On your notes of dragons, we do share the belief that dragons that are feral pose little, if any, benefit to ordered and civilised society, and wish to contain them so that they may not harass our citizens within what should be the safety of our city walls. The beasts appear to have a similar detrimental impact upon any ground where they spawn. Perhaps we could trade techniques to deal with the monsters alongside our material goods?

We are pleased by your positive response, and will continue to strive towards peaceful and beneficial relationships with you and your allies. We have done preliminary research on the policies and practices of the other nations of the USSO you speak of, and find them to be excellent nations that we will surely attempt to have diplomatic contact with in the future.

To the Honorable Avingar Holstadt:

The Emperor shall be immediately notified of your presence in his august royal and imperial Court in Valeria. Standard procedure and decrees by his illustrious hand authorize us to permit merchant traffic to and from the Cities of Drag'nor and Glacier City. Additionally, should your merchants have reach, the Principality of Adrestia holds their own domestic trade policy that allows for the passage of goods through their waters as part of this agreement.

Trade with the City of Valeria and other locations on the Island of Drag'os will happen on a case-by-case basis. Permits will be needed to trade elsewhere; holders of these permits are allowed to reside and trade on a business visa outside of Glacier City, SAR. Visas are not required within a thirty day period to visit Glacier City (outside of restricted areas).

Regrettably, we must ask all foreigners to avoid the northern reaches of Glacier City's Semi-Autonmous Region, as those contain numerous locations sacred to our people. It is wise to avoid the area entirely to prevent angering the locals. Furthermore, no persons are authorized in the Badlands (western or eastern) without a permit by the relevant authorities, due to the dangers posed by the endemic fauna as well as the treacherous terrain. Finally, no visitors are allowed without proper authorization from the Base Commander to visit the Island of Zathara or its environs. This is a facility for prisoner rehabilitation as well as a dedicated military outpost protecting our trade with our Bassarid ally's holdings in Corum.

One grave concern exists for us before we sign off on any further agreements: this Southern Control Zone you speak of. Like most of our allies, we deem ourselves already well-protected, and see Ciric military vessels plying our waters as a grave breach of sovereignty. Until the issue is addressed, Ralgon ship commanders will follow usual protocol in turning away unauthorized vessels that enter our waters.

We ask that the Ciric authorities clearly define this zone to avoid further breaches of protocol between us and our respective allies. We have previously assumed that your zone of control lies entirely south of the year-round pack ice; if this be the case, we have no quarrel with you but do advise extreme care in the future when pressing the matter on those who you would otherwise have as friends.

We await your response to this most pressing matter.

To the Ralgon Empire,

Your terms regarding trade are heard and considered reasonable. Ciric traders and businessmen will be informed.

On the matter of the Southern Control Zone, it is not our intention to bring mistrust or harm upon any nation that may make use of southern waters. As the premier nations within the southern pack ice, which you have been correct to identify as the limits of the control zone, ourselves and our ally Caradia have determined that it is our responsibility to both protect ships and nations that have recognised and legitimate claims in the antarctic zones, and to keep our own territorial waters secure. If you do not wish our ships within your waters, that is a perfectly understandable and legitimate concern. Our ships are not to patrol the territorial waters of other nations, merely our own territorial waters and the international waters in between nations. Ships entering other nations' waters are in breach of protocol, and will be reprimanded. The zone exists to toll unauthorised merchant ships entering the antarctic, and deny military ships entering, for our own security. What we mean to say when we say that Ralgon will be exempted from the restrictions of the zone, we mean to say that Ralgonese ships passing through the international waters that are patrolled by the personnel of the zone will not be tolled or denied. Your ships and all those under the Ralgonese banner will not be stopped at all when passing through antarctic waters, and, only if you request, will be protected by our ships from piracy.

I hope this clears your concerns. We wish no ill will towards you or your sovereign territory or ships, merely to assure our own security.

To the Honorable Avingar Holstadt:

We find those terms acceptable. So long as all ships are allowed to ply international waters under peaceful auspices, the Holy Ralgon Empire will field no objections to this defined zone.

Furthermore, we request you take note of our current allies (which seems to have been done already) and refrain from accosting them as well in international waters. This will serve to rapidly advance your standing in the Court, and undoubtedly with our allies' governments as well. Additionally, it will preserve the delicate balance of peace that currently exists between the various nations in this region of the world.

The Court has been notified in advance by our most illustrious King and Emperor to accept such terms that are mutually favorable. This is the case, and therefore he shall be notified that this agreement has immediately entered force. The Court has also been given instructions to exlicitly assure the Ciric delegation that all free-thinking citizens visiting our nation shall be treated equally and with all due dignity under our laws, regardless of race.

We will make all efforts to ensure your delegation has a wholesome and enjoyable stay in our executive capital city of Valeria. Until then, we pray that we may all be honored with a personal visit from our gracious Emperor regarding this matter. Until then, we bid you good day and look forward to your delegation's arrival.
