NATIONAL SECURITY ACT 1665

An Act to Provide for the Security of the State of Talenore, and the Cooperation with Shireroth in National Security Matters, and Related Issues

Be it enacted by the Governor General with the advice and consent of the National Assembly, as follows:

Chapter I - Basic Provisions
Section 1. The meaning of specific provisions in this Act, as well as additional national security regulations not inconsistent with this Act, shall be specified by decree.

Section 2. National security issues are regulated by the constitution, the Treaty and this Act. Ultimate responsibility for the national security of Talenore rests with Shireroth.

Section 3. “Imperial forces” are those armed forces that Shireroth may from time to time base in Talenore. “State forces” are those armed forces that are under the command of Talenore.

Section 4. The Kaiser has the authority to call up State forces for imperial service in the event of war or a grave threat of war. Such a decision shall be communicated to the Governor General and shall specify the State forces concerned as well as the start and end date for the call up. The Kaiser acts as Commander-in-Chief of called up State forces.

Chapter II - Establishment
Section 1. The Talenore Defense Force (TDF) is established as the sole body of armed forces that may use military force in the name of the Talenore government.

Section 2. The TDF shall consist of
A. The Talenore Army, responsible for land warfare.
B. The Talenore Navy, responsible for naval warfare.
C. The Talenore Air Force, responsible for air warfare.
D. The Talenore Gendarmerie, responsible for policing the TDF, as well as such civilian responsibilities as may be assigned to it by law or decree.
E. The Talenore Coast Guard, responsible for policing territorial waters and the exclusive economic zone.

Section 3. The Governor General is the Commander-in-Chief of the TDF. The Governor General appoints a Chancellor of National Security to delegate the control of the day-to-day operations and management of the TDF.

Section 4. Upon appointment, the Chancellor of National Security assumes supreme command of the TDF, subject to the Governor General in their role as Commander-in-Chief. The Chancellor of National Security shall also act as primary adviser to the Governor General in national security and military matters.

Section 5. There shall be a Department of National Security that regulates the TDF and other agencies tasked with national security matters.

Section 6. The Department of National Security shall maintain the orders of battle for the TDF.

Section 7. The Talenore Navy shall act as the primary organization for the conduct of naval warfare, and shall maintain forces for the conduct of amphibious land operations and naval aviation.

Section 8. The Talenore Air Force shall act as the primary organization for the conduct of air warfare.

Section 9. The Talenore Army shall act as the primary organization for the conduct of land warfare.

Section 10. The Department of National Security shall set the number of men, equipment and other matters related to an order of battle.

Section 11. The ranks, professions, uniforms, insignia and other regulatory matters of the TDF shall be defined by decree.

Chapter III - National Security Council
Section 1. In order to coordinate and promote national security, a national security council shall be created consisting of the Governor General, the Chancellor of National Security, the Director of Intelligence and three members of the National Assembly appointed by the Governor General. Two members shall be appointed from the National Assembly majority and one from the minority.

Section 2. The Governor General shall also appoint other members to the National Security Council, as they may deem necessary.

Section 3. The NSC shall advise the Governor General on matters of military preparedness, military threats and other national security and intelligence matters.

Section 4. A Secretariat shall assist the National Security Council, headed by a Secretary General.

Section 5. The Kaiser shall be informed about any and all threats to the security of the State.

Chapter IV - The Talenore Army
Section 1. The personnel of the Talenore Army are organized into Corps:
A. Infantry Corps
B. Cavalry Corps
C. Artillery Corps
D. Air Defense Corps
E. Corps of Engineers
F. Signal Corps
G. Adjutant General’s Corps
H. Quartermaster Corps
I. Army Medical Corps
J. Special Forces Corps
K. Army Aviation Corps
L. Army Music Corps

Section 2. Each corps shall at its apex have an officer in charge, supported by staff. The officer in charge is responsible for training, doctrine and professional development. The officer in charge does not command the corps.

Section 3. The Talenore Army is organized into divisions, brigades, battalions, companies, platoons and squads. Within the Artillery Corps, the company is named battery. Within the Cavalry Corps, the brigade is named regiment, the company named squadron, and the platoon named troop.

Section 4. The Talenore Army shall provide the TDF with capabilities in land warfare, anti-air defense, invasion deterrent, and offensive assault.

Section 5. The Talenore Army shall maintain schools for training purposes. The schools and their areas of responsibility shall be defined by decree.

Section 6. The Talenore Army shall be commanded by a Chief of the Army, supported by staff.

Chapter V - The Talenore Navy
Section 1. The staff bureaus of the Navy are responsible for staff management, doctrine and training within their areas of responsibility. The bureaus are:
A. Bureau of Naval Personnel (BUPERS)
B. Bureau of Naval Medicine (BUMED)

Section 2. The systems bureaus are responsible for the design, construction and maintenance of military systems for the Navy. The bureaus are:
A. Bureau of Naval Sea Systems (BUSHIPS)
B. Bureau of Naval Air Systems (BUAIR)
C. Bureau of Naval Facilities Engineering (BUBASE)
D. Bureau of Naval Supply Systems (BUSUP)

Section 3. The Navy comprises four branches:
A. Surface Warfare
B. Submarine Warfare
C. Amphibious Assault
D. Naval Aviation

Section 4. The Talenore Navy is organized into fleets, divisions, squadrons and flotillas. The amphibious assault force is organized into amphibious task forces, battalions, squadrons, troops and squads.

Section 5. The Talenore Navy shall provide the TDF with capabilities in the following areas:
A. Surface warfare
B. Submarine warfare
C. Anti-submarine warfare
D. Limited amphibious assault
E. Aerial reconnaissance and rescue
F. Territorial waters patrol and defense in support of the Coast Guard

Section 6. The Talenore Navy shall be commanded by a Chief of the Navy, supported by staff.

Section 7. The Talenore Navy shall maintain schools for training purposes. The schools and their areas of responsibility shall be defined by decree.

Chapter VI - The Talenore Air Force
Section 1. The staff sections of the Air Force are responsible for staff management, doctrine and training within their areas of responsibility. The sections are:
A. Air Force Personnel Section
B. Air Force Medical Section

Section 2. The systems sections of the Air Force are responsible for the design, construction and maintenance of military systems for the Air Force. The sections are:
A. Air Combat Systems Section
B. Air Force Facilities Section
C. Air Force Supply Section

Section 3. The Talenore Air Force is organized into wings, squadrons, groups and flights.

Section 4. The Talenore Air Force shall provide the TDF with capabilities in the following areas:
A. Air superiority
B. Land and sea surface attack
C. Early warning and air surveillance
D. Ballistic missile defense

Section 5. The Talenore Air Force shall be commanded by a Chief of the Air Force, supported by staff.

Section 6. The Talenore Air Force shall maintain schools for training purposes. The schools and their areas of responsibility shall be defined by decree.

Chapter VII - The Talenore Gendarmerie
Section 1. The Talenore Gendarmerie shall provide the TDF with capabilities in the following areas:
A. Military base security
B. Personal security for military staff
C. Military intelligence
D. Force protection
E. Military police services across all branches of the TDF, both domestic and abroad
F. Ceremonial duties

Section 2. The Talenore Gendarmerie shall provide the Department of the Interior with capabilities in the following areas, within all areas of Talenore not served by the Metropolitan Police:
A. Upholding public order
B. Safety checks and traffic controls
C. Assistance to people in imminent danger
D. Penal law enforcement
E. Investigation of crimes and felonies

Section 3. The Talenore Gendarmerie shall provide the Departments of National Security and the Interior with capabilities in the following areas for the entire State:
A. Investigation and prosecution of crimes under Sections 16-22 of the Criminal Code
B. Highway police
C. Personal protection duties for state dignitaries
D. Police at sea
E. Security of airports and state facilities
F. National security and intelligence
G. Counter-terrorism
H. Cyber security
I. Border protection, control and passport checks

Section 4. The Talenore Gendarmerie consists of five services:
A. Military Provost Service (MPS)
B. Public Safety Service (PSS)
C. National Security Service (NSS)
D. Border Protection Service (BPS)
E. Talenorian Guard (TG)

Section 5. The Talenore Gendarmerie shall be commanded by a Chief of the Gendarmerie, supported by staff. Each service shall be headed by separate chiefs, also supported by staff. The National Security Service shall be commanded by the Director of Intelligence.

Section 6. The Talenore Gendarmerie is organized into regiments, squadrons, troops and sections.

Section 7. The Talenore Gendarmerie shall maintain the Talenore Police Academy, as well as other schools that may from time to time be deemed necessary.

Chapter VIII - The Talenore Coast Guard
Section 1. The Talenore Coast Guard shall provide the TDF with capabilities in sea surveillance, customs checks, border checks and law enforcement within territorial waters, and search and rescue within Talenorian waters and adjacent areas, if needed.

Section 2. The commands of the Talenore Coast Guard responsible for staff management, doctrine and training within their areas of responsibility. The commands are:
A. Coast Guard Staff Command
B. Coast Guard Ships Command
C. Coast Guard Operations Command

Section 3. The Talenore Coast Guard shall, when possible, cooperate closely with the Talenore Navy and Air Force.

Section 4. The Talenore Coast Guard shall be commanded by a Chief of the Coast Guard, supported by staff.

Section 5. The Talenore Coast Guard shall maintain a school for training its personnel.

Chapter IX - Final Provisions
Section 1. The TDF shall take no military action outside the territory of Talenore without authorization from the Kaiser.

Section 2. Final strategic command shall be reserved for the Governor General.

Section 3. The Governor General shall issue decrees to promote national security and the implementation of this Act. The Governor General shall delegate such issues as they may deem necessary to the Chancellor of National Security.

Section 4. No declaration of war shall be made, or peace agreement signed, by any authority in Talenore, save for as authorized by the proper Shirerithian authority.
