May the Illustrious Minister Jahanbani accept the congratulations of the Garden of Kalgachia upon his assumption of office.

Pursuant to said appointment, enquiry has been forthcoming from the Kalgachi Directorate of the Tumultuous Wastes concerning the possibility of our nations' mutual return to a state of full compliance with Article VII of the Slavegate Treaty - specifically the admission of new staff to the vacated Kalgachi Residency in Shirekeep and its Shirerithian counterpart in Oktavyan - and the sentiments of the Illustrious Minister thereto.

I am directed to convey the position of the Garden that such actions, permitted simultaneously and without condition, would be the optimal means for our nations to move beyond recent unpleasantness and realign Sxiro-Kalgachi relations with the geographically-determined and immutable state of Benacian fraternity in which they exist. It is the hope of the DTW that the Illustrious Minister shares this outlook.

    His Illustriousness, the Minister of the Exterior, expressing gratitude for your missive and the kind regards contained therein, has bade me to respond to your missive dated 22.V.1663 and, in obedience to authority, I do hereby comply with the sublime command.

    It is the opinion of the Minister that no obstacle to the fulfilment of our mutual obligations under Article VII of the Slavegate Treaty exists and that the appointment of new residential in our respective capitals will be welcomed as a timely and prudent measure for restoring trust and amity in the Benacian community of nations.

    We would request, as a courtesy, a brief biography of the proposed appointee to the Residency in Shirekeep, upon receipt of which we shall supply the same concerning the proposed representative of the Imperial Republic in Oktavyan.

The advancement of Dr. Pezaknik's candidacy for Chief Resident in Shirekeep is a manifestation of the Garden's present position, following certain purgpersonnel changes at the DTW, that it is no longer practicable for Sxiro-Kalgachi relations to proceed on an ideological foundation under the misguided notion that the prevailing worldviews of either power can ever be brought to reconciliation with, or final victory against the other - rather that the interactions of Shireroth with Kalgachia must assume a purely technocratic nature if they are ever to move beyond a mutually unfruitful cycle of confrontation.

Dr. Pezaknik's manner is articulate and direct in the finest traditions of the DTW, but his scientific and military experience has led him to limit the tenor of his communication to the most essential rudiments of any given matter for the sake of clarity and efficiency, without recourse to rhetorical indulgences. It is thus hoped that Dr. Pezaknik may represent a more approachable Kalgachi face to the Imperial Shirerithian Government, as much for the sake of his personal security as the success of Sxiro-Kalgachi relations. He has been noted within the DTW as something of a rarity in that his transfer to the Directorate was made upon his positive merits, rather than consolation for low ability or enforced penance for misconduct elsewhere in the Kalgachi government. According to all references, Dr. Pezaknik's character is quietly affable and ostensibly incorruptible, albeit initially aloof - it is posited that this gentle reticence in the face of unfamiliar correspondents, hosts and guests may be somewhat refreshing to the Imperial Shirerithian Government at this juncture.

Dear Permanent Secretary,

The candidate details submitted by your office for the restaffed Imperial Mission to Kalgachia have been reviewed by a multi-organ adjunct of the Council of Perfecti and found to be in entirely acceptable order. Particularly laudable is the provenance of His Excellency Frainan Uihmanzis Kolbe from the same noble estate as Fleurette the Thoughtseeker, Salvator of the Ketherist faith, she who carried the light of the Blessed Shrub Minarbor to the masses and was devoured by disco for their sins - this will doubtless stand His Excellency well in his dealings with the established Kalgachi church. The Imperial Republic's choices for trade and cultural representatives have the potential to be similarly agreeable. Diplomatic visas for all three individuals have been approved.

In the absence of any Shirerithian objection to Dr. Pezaknik's assumption of post, he will be taking charge of the Kalgachi residency in Shirekeep subsequent to this missive.

    We are pleased to learn that the names proposed have met with the satisfaction of the Garden. It is indeed a most fortuitous coincidence that the Imperial Resident-Designate and the late Salvator have the fine estate of the Gaudin family in common. If it may serve to reassure their subterranean lordships however, I have it on good authority that the Lord Kolbe abhors disco.

    Letters patent from the Regent confirming the appointment of the Residency staff to Oktavyan are due imminently. The Regent also expresses his desire to receive Doctor Pezaknik at the earliest opportunity so as to formally accept his credentials, subject to whatever guarantees as to his safety that he may deem fit to seek.
