To His Imperial Magnificence the Kaiser of the Imperial Republic of Shireroth and to his Serene Steward, his Illustrious Minister of the Exterior and the august incumbents of his Imperial Advisory Council, the Council of Perfecti of the Garden of Kalgachia extends greeting.

The Garden of Kalgachia notes with interest the state of limited concord recently established between the Imperial Republic and the Jingdaoese Empire, with regard to the managed stasis of outstanding hostilities inspired by what would appear to be an exponential trajectory of mutual disinterest.

The Garden of Kalgachia is all too cognisant that in the absence of one designated enemy, the pre-eminent military-industrial class of Shireroth must soon heed the imperative of locating or inventing another foreign peril in order to preserve its accumulated privileges and indeed its very survival within the Shirerithian political and economic leadership - and that this consequently risks certain hasty misunderstandings with regard to the viability of a mountain campaign in central Benacia which, while undoubtedly disruptive to the Garden of Kalgachia, would also have consequences for the legitimacy of His Magnificence's Imperial Government in the eyes of certain Imperial States, in a manner not necessarily to the advantage of His Magnificence the Kaiser nor of his ancient and exalted House of Ayreon-Kalirion.

In order to prevent such a tragic strategic blunder from occurring to the detriment of both our nations, it is the position of the Council of Perfecti that the time has arrived for a normalisation of Sxiro-Kalgachi relations which, while halting well short of such concepts as 'standardisation', 'integration' or 'faith and credit' in the insidious Storish manner, nonetheless establishes between our nations certain codified assurances with regard to observation of territorial integrity, respectful conduct toward reputable persons and other rudiments of intercourse between civilised nations.

To this end, the Garden of Kalgachia enquires of Shireroth whether it would be interested in a treaty between our nations with the following features:

- Mutual recognition of present territorial holdings and any uncontested territorial acquisitions.
- Mutual renunciation of claims to legal or spiritual sovereignty over the other party's citizenry by virtue of blood inheritance, 'human rights status' or similar pretexts of universal jurisdiction.
- Mutual abstinence from military aggression, or military support to powers hostile to the other party.
- Arrangements regarding the transit of commodities over the common border.
- Arrangements for the mutual reception and lodgement of diplomatic staff.

Such other elements as the Imperial Republic may wish to incorporate within the spirit of this proposal shall, if forthcoming, be perused by the Directorate of the Tumultuous Wastes with all due consideration.

On a Treaty between the Imperial Republic and the Garden of Kalgachia


To the Council of Perfect of the Garden of Kalgachia, through the esteemed Chief Emissary of the Garden of Kalgachia, Konstantin Ruffin, His Imperial Magnificence Ayreon the Fourth, Kaiser of Shireroth, being OUR LORD THE RADIANT SUN, sends a thousand salaams through Armin Jamal-Arminzadeh, Count of Suthergold, Imperial Minister of the Exterior:

The Imperial Government takes pleasure in the Garden’s desires to normalize relations between our two governments.

Having said that, the Imperial Government objects to the characterization in the Garden’s letter of the nobility in Shireroth. Shireroth has never, and will never, invent any enemies. Shireroth’s enemies are real, and with the grace of the current government, enemies scatter in fear, and thus, making our shared continent ever more stable and ever more peaceful.

The Imperial Government is amenable to the proposed outline of a treaty between the two countries. Shireroth would like to see mutual cooperation on monitoring over the Highbloom and Stonetree corridors as well as the Novodolorsk Highlands. Without cooperation on monitoring, both countries would face a heightened risk of criminal gangs entering either border. The Imperial Government would also encourage the Garden to seek out opportunities to make the corridors smaller or, if possible, nonexistent.

The Imperial Government looks forward to the Directorate’s response.

Illustrious Lord Suthergold,

Regarding the objection of His Magnificence's Imperial Shirerithian Government toward the less flattering of Kalgachia's observations, allow me to clarify that such expressions are made in the productive spirit of Batavian nuchterheid as inherited by certain subordinates of mine by way of their Ashkenatzi/Siyachi/Bergburger heritage. Allow me to express regret that in this instance such regional customs appear not to have travelled well, and I ask that you accept my apologies for any offence caused. The subordinates responsible will be promoted reassigned.

The Garden of Kalgachia agrees with Shireroth's assessment of the need to maintain a vigilant eye upon the post-Minarborian Green, replete as it is with all manner of brigands and fugitives, not to mention the array of rampaging biological abominations which have long since lost the wise cultivating hand of their Deep Singer creators and strayed far from their appointed niches in the Greater Garden. As the Imperial Republic is no doubt aware, the cossack and special purpose units of the Kalgachi Defence Force regularly conduct reconnaissance and selective police actions throughout the ungoverned territory, and have observed the forces of the Imperial Republic engaged in similar operations. Building upon existing contacts and deconfliction protocols, such co-ordination of forces as may further reduce the risk of kinetic misunderstandings and advance those interests mutual to Shireroth and Kalgachia in the post-Minarborian theatre would naturally be welcomed.

In the longer term the elimination of the Highbloom and Stonetree corridors would, in the opinion of the Perfecti, fall entirely under Shirerithian responsibility; the Garden of Kalgachia presently holds no interest in the expansion of its territory beyond its current borders, the agricultural bounty of its lowland limitrophes being considered too militarily indefensible to be worth exploiting. While the Garden of Kalgachia will continue to deploy assets to these areas for as long as they remain without governance, the Directorate of the Tumultuous Wastes projects those swathes of the post-Minarborian Green falling North of the 50th parallel or East of the 150th meridian coming under Shirerithian administration at some point, and is resolved to refrain from opposition to such an eventuality if/when it comes to pass.

On these matters and the others hitherto raised, a treaty draft shall be forthcoming from the Directorate presently.

Be pleased to peruse the following treaty draft prepared by the Directorate of the Tumultuous Wastes. It is named for the Sxiro-Kalgachi border town of Slavegate, which I am assured is an ancient name of Ashkenatzi origin and entirely unconnected to the weekly droves of Froyalanish Community Service Workers who are processed through its checkpoints.

I hope it is to the Imperial Republic's liking.

Article I
Each Party recognises the sovereign right of the Other Party to occupy and administer the full extent of those territories credited to the Other Party's name on the register of the Micronational Cartography Society (MCS) at the time of this document's signature, and subsequent to this recognises the sovereign right of the Other Party to occupy and administer the full extent of those additional territories it claims, conditional upon the absence of opposition from any other MCS member state in which case recognition shall be discretionary.

Article II
Each Party recognises the exclusive right of the Other Party to decree and enact laws and executive actions upon the Other Party's territory, and refrains from the assertion of any jurisdiction over the citizenry of the Other Party while they reside on the territory of the Other Party.

Article III
Each Party refrains from the threat or projection of armed force outside its own territory against the territory, citizenry or assets of the Other Party whether upon or within land, sea, sky, plasma, exoplanetary vacuum or alternate dimension. Each Party commits itself to address differences with the Other Party by the medium of non-violent dialogue or economic sanction.

Article IV
Each Party refrains from direct support of any Third Party in a state of armed conflict with the Other Party, such that the armed capabilities of the Third Party against the Other Party are in any way enhanced or likely to be enhanced.

Article V
Each Party commits to establish, maintain and populate a Military Coordination Council composed of its senior military staff, for the purposes of coordination, deconfliction and if necessary cooperation in the military sphere with the Other Party. Each Party commits to establish, maintain and staff a Benacian Hot Line of telephone communication between its general staff and that of the Other Party, for the purposes of flash priority dialogue.

Article VI
Each Party commits to establish, maintain and populate a Trade Commission for the purposes of establishing an agreed mode of economic interaction with the Other Party, including but not limited to such aspects as currency exchange rates, customs arrangements, duties and tariffs.

Article VII
Each Party permits within its territory a resident Accredited Diplomatic Staff of up to one hundred persons in the service of the Other Party and up to 6400 square metres of floor space in which to accomodate the entirety of said staff. Land for the accomodation of the Accredited Diplomatic Staff of Each Party is allotted at the discretion of the Other Party and is subsequently inviolable by the Other Party. Communication between the Accredited Diplomatic Staff of Each Party and their home government is inviolable by the Other Party. Direct travel by the Accredited Diplomatic Staff of Each Party between their designated accomodation and their home state is inviolable by the Other Party. Accredited Diplomatic Staff of Each Party enjoy full immunity from the laws and executive orders of the Other Party, excepting that of expulsion from the territory of the Host Party which may be ordered without reason and with a minimum of forty-eight hours allotted for compliance.

Article VIII
Persons falling outside the category of full citizenship in the territories of both Parties are exempted from the rights afforded by this document.

Article IX
This document enters force upon the exchange of ratifications which shall occur in the Sxiro-Kalgachi border town of Slavegate. Ratification shall be done in accordance with the respective proper legal processes of Each Party.

Article X
Provision exists for this document to be amended by the mutual agreement of both Parties.

Article XI
Each Party is obliged, in the event of experiencing a revolution, recovery from extended hiatus or similar profound break in continuity of governance, to provide the Other Party with confirmation of this document's continued efficacy upon request.

Article XII
The supreme executive of Each Party is responsible and accountable for adherence to the provisions of Articles I, II, III and IV this document by all of its subject subdivisions and federated polities.

Article XIII
This document becomes void in its entirety upon the formal renunciation of any of its terms by either Party.

I am pleased to inform you that the Imperial Republic has today ratified the Treaty between our governments.

The Shirerithian instrument of ratification has been dispatched by protected courier to Slavegate where it will be handed over to Kalgachia's officials. I look forward to receiving Kalgachia's instrument from the same courier when he haplessly, happily and loyally returns to me, his master.

The Kalgachi Directorate of the Tumultuous Wastes confirms the receipt of Shireroth's instrument of ratification for the Slavegate Treaty of Peace and Civility, obtained at the Slavegate border crossing a short time ago. It being found in good order, the equivalent Kalgachi instrument of ratification - recently signed by the purified hands of the Council of Perfecti themselves - has been released into the custody of your appointed courier and will be making its way to you presently.

The Garden of Kalgachia now considers the treaty in effect. Your Illustrious Lordship will doubtless join me in the desire that for Benacia's collective sake, the provisions of the treaty and the spirit in which they are agreed might stand for eternity.
