The Garden of Kalgachia regrets to observe that His Imperial Magnificence's Ministry of the Exterior has once again fallen under the control of an individual whose thoughtless and unsubstantiated slander against the Garden of Kalgachia, informed as it seems to be by blind contempt rather than any factual analysis, has once again rendered The MiniEx and its devoted staff untenable as a functioning diplomatic entity. As a result the Garden has seen fit to make adjustments to its existing diplomatic arrangements with Shireroth, such that the entire civilian component of the latter nation's diplomatic corps shall now be collectively considered persona non grata for the remainder of the present Minister's biological life. The Garden re-affirms its commitment to the Sxiro-Kalgachi Military Coordination Council and invites the Shirerithian component of that council to replace those civilian staff of the MiniEx who are presently making their way out of Kalgachia.

The Garden's Chief Resident in Shirekeep shall be seeking leave to attend upon His Serenity the Prince of Modan as a resident guest until further notice.

The Imperial Ministry of the Exterior presents its compliments to the Embassy of the Garden of Kalgachia and has the honour to inform the Embassy that it is in receipt of the note verbale of Harvesthigh 24th, 195 AL.

The Imperial Ministry of the Exterior has taken the note into consideration and is acting upon the instructions in it with regard to the Shirerithian embassy in Oktavyan in a manner consistent with the norms of the law of nations.

The Imperial Ministry of the Exterior avails itself of this opportunity to renew to the Embassy of the Garden of Kalgachia the assurances of its highest consideration.

The Imperial Ministry of the Exterior presents its compliments to the Embassy of the Garden of Kalgachia and has the honour to refer to the question of the accession of the Tellian Confederation to the Micras Treaty Organization.

In the debate in the General Assembly of the Micras Treaty Organization regarding the question of the accession of the Tellian Confederation to the Micras Treaty Organization, the Kalgachian representative made thinly veiled remarks amounting to a Kalgachian design desiring a smaller Shirerithian state on the Benacian continent. This is an unfortunate statement. The Shirerithian government respects the territorial integrity and sovereignty of Kalgachia, but is only able to do so for as long as Kalgachia respects the sovereignty and territorial integrity of the Imperial Republic. It is, however, almost certain that given the benevolence the Imperial Republic has shown Kalgachia after the deportation of Shirerithian diplomats from Kalgachia by allowing the ambassador of Kalgachia to remain in good standing in Shireroth, allowing him to dine and feast with the upper echelons of Shirerithian society, and by continuing to abide by all agreements with Kalgachia, that Shirerithian actions are not at fault here. The Kaiser's government views its ties with Kalgachia with great passion, fervour and love. Kalgachia is an important partner to Shireroth in the cause of the erradication of Vanicism from the Benacian continent, in establishing peace, order, and good governance all over Benacia.

The Imperial Ministry of the Exterior avails itself of this opportunity to restate that there is no nation in the world more committed to peace and neighbourly good will than the Imperial Republic. It is perhaps the sublime workings of the highest divinity therefore which can be attributed as the cause of the Golden Mango Throne attaining paramountcy over the Benacian Continent, if it is not impious and immodest to thus observe. Under the benevolent gaze of Our Lord the Radiant Sun a multiplicity of sovereigns reign over Benacian lands. Many, in Goldshire Hamlet, Modan Hamlet, Musica, and Wolfraven, rejoice in looking to Shirekeep for their salvation, while others, in Kasterburg, Kingsworth, Octavyan, and Romero, presently do not. Some, such as our brothers in Stonetree, have accepted the fraternal assistance of the Imperial Republic so as to stand tall as equals in the concert of nations. All however are true sons of the Benacian fatherland. We have no quarrel with them and we look forward to the day when all of Benacia is ruled by Benacians for Benacians, with the last foreign taint expelled from our shores. For that goal to be attained, and the horrors of Vanic colonisation to be forever put behind us, the Imperial Republic desires to see all of the Benacian continent under indigenous rule. As such, the Imperial Ministry of the Exterior looks forward to the full restoration of diplomatic relations.

The Kalgachi military liaison in Shirekeep has referred the recent MiniEx communique to Oktavyan, from which the following observations have been forthcoming.

Whilst the Garden considers its recognition of Shirerithian territorial holdings under the Slavegate Treaty to override in all material instances its broader rhetorical observations with regard to the optimal welfare of the Benacian peoples, this recognition - and ultimately the continued viability of the Slavegate Treaty itself - can only continue if the Imperial Republic accepts the legitimacy of the Northbloom Protectorate in line with its obligations under that same treaty. The Garden is in agreement with the Shirerithian analysis that the protectorate, as a lowland territory with a distinct body of people and traditions, should never be incorporated into Kalgachia proper and would note that the relation of the protectorate administration within the broader Kalgachi constitutional framework reflects this. Were the Imperial Republic to continue its wholesale rejection of any Kalgachi-led administration in the area, however, it is the position of the Garden that the Imperial Republic shall be in a state of formal renunciation with regard to Article I of the Slavegate Treaty, precipitating the treaty's full invalidation under Article XIII. Oktavyan has confided to us with some emphasis that this is not an outcome desired by the Garden, but will be considered to have occurred if the Imperial Republic maintains its present position with regard to Northbloom.

The Imperial Republic has not and will not change its policy on Northbloom, notwithstanding any threats from Kalgachia to repudiate any treaties with Shireroth, which is a recognition of Kalgachian administration until such time that the local authorities can establish a sovereign government.

To the Ministry -

Our sovereign Perfecti interpret the MiniEx's most recently articulated position on Northbloom as a suspended treaty renunciation which, while less than optimal, is acknowledged and can be revisited at a more appropriate juncture.

The Garden declines to indulge the MiniEx with comment upon the latter's accompanying eructations of unsubstantiated libel, nor any other matter outside those essential to the sustenance of Benacian peace such as the immediate status of Northbloom. Established communication channels with other elements of Shirerithian government and nobility will, however, remain fully open at the leisure of His Imperial Magnificence's government whose discretion in the matter is also acknowledged.
