To Administer the Dynastic Incarnation


The Conceptual Framework for Document Standardization, being a system for better organization and administration, a symbol of unity among the organized and active Demesnes of the Empire, is hereby adopted and ratified by the Dynastic Incarnation of the Lands of Flaventia and is to be used in all cases throughout the Kingdom of Ziegeland and the Rajastan of Tas Neemia.

The text of the Framework may be found in the Appendix of this Mandate, which has been formatted to fit the standards of the Framework itself. Flaventia shall use the code "SDF-XXX" to verify official documents from now on. This document, a Mandate of the Faro, issued by the lawful Guardian of Flaventia, is therefore verified and numbered "SDF-001"

Let this mandate issued by the Custodian of Flaventia be heard and obeyed by all dukes, nawabs, and subjects in the Inner and Outer Lands of Flaventia:

Appendix
The Conceptual Framework for Document Standardisation
By this Statues and Membership Regulation, the Signatory Demesnes establish among themselves a Conceptual Framework for Document Standardisation, hereinafter called ‘the Conceptual Framework’.

Section 1. The Conceptual Framework sets itself the following objectives:
a) To establish a set of standards, rules and guidelines for official documents issued by or in Signatory Demesnes.
b) To establish a common Document Verification and Acceptance Policy, which shall regulate the verification and acceptance of documents of one Signatory Demesne by another.

Section 2. Document Standards and Standardisation
a) Document Standards are the set of standards, rules and guidelines applicable to official documents issued by or in Signatory Demesnes. Such standards are for each document to:
o Be written on a headed sheet of paper, or on another material used in a Signatory Demesne.
o Be written in an official language of the Signatory Demesne of issue.
o Be human readable, that is the representation of data or information can be naturally read by humans.
o Be dated and, if applicable, signed and/or sealed by the body of issue.
o Be descriptive of its purpose, goals, implications and/or nature.
o Be impossible, or nearly impossible, to falsify, improperly replicate or in any other way be imitated.
b) The Document Standards are applicable to all institutional or other legal entities of the Signatory Demesnes and each is obliged to assert the proper adherence to these standards.
c) Failure to assert the proper adherence to these Document Standards by a Signatory Demesne may be subject to financial and other sanctions, or if repeated, to expulsion from this Conceptual Framework.

Section 3. Document Verification and Acceptance Policy
a) The Document Verification and Acceptance Policy regulates the verification and acceptance of documents of one Signatory Demesne by another, as well as within a Signatory Demesne.
b) Verification of a Standardised Document is the process of asserting the originality, accuracy and validity of such document.
o Verification shall be served by a database populated and maintained by each Signatory Demesne. This database shall be populated with up-to-date data about each Standardised Document issued within a Signatory demesne, and shall be accessed by all Signatory Demesnes.
o Each Signatory Demesne shall be responsible for maintaining the accuracy of the data in its database.
o Access to data in the database by certain institutional and other legal entities may be restricted by the Signatory Demesne owning the database. Data shall always be accessible by all the Demesnal governments of the Signatory Demesnes.
c) Acceptance of a Standardised Document is the act of successful verification of a Standardised Document.
o No institutional or other legal entity of a Signatory Demesne can refuse to accept a Standardised Document if that Standardised Document has successfully passed the verification process.

Section 4. This Conceptual Framework comes into effect upon its ratification by at least one Signatory Demesne of the Common Inter-Demesnial Policy Framework.
