The Rural Dentists and Rural Dispensaries Act 1686

An Act to provide for rural dentists and rural dispensaries

Be it enacted by the Βασιλεύς’s πλέον Βασιλεύς Μεγαλειότατε, by and with the advice and consent of the Δικαστής, in this present Σύνκλητος assembled, and by the authority of the same, as follows:—



Article I - Declaration of Policy

Section 1) It is the policy of the Imperial State to ensure the delivery of primary healthcare services and to promote preventive dental healthcare, particularly in the rural areas.

Article II - Rural dentists and rural dispensaries

Section 1) A rural dental unit shall be composed of a dentist, a dental aide, and a receptionist, at the bare minimum.

Section 2) The Imperial Constancian Government shall endeavor to ensure that by the end of 1695, all communes shall have a rural dental unit.

Section 3) A rural dispensary shall be composed of a registered physician or a registered nurse, 4 nursing aides, and a pharmacist

Section 4) The Imperial Constancian Government shall endeavor to ensure that by the end of 1695, all communes shall have a rural dental unit.

Section 5) There is created a position of Deputy Minister for Rural Health within the Ministry of Health to oversee the implementation of this program, with such staffing pattern as the Deputy Minister for Rural Health shall require. The Deputy Minister for Rural Health shall be appointed by the Minister of Health and shall serve a term of three years from appointment, provided that Imperial Prerogative to dismiss may be exercised at any time.

Section 6) There is created a position of Assistant Deputy Minister for Rural Dentistry who shall report to the Deputy Minister for Rural Health within the Ministry of Health to oversee the recruitment, training, standards, and deployment of dentists, dental aides, and receptionists for this program. The Assistant Deputy Minister for Rural Dentistry shall be appointed by the Minister of Health and shall serve a term of three years from appointment, provided that Imperial Prerogative to dismiss may be exercised at any time.

Section 7) There is created a position of Assistant Deputy Minister for Rural Dispensaries who shall report to the Deputy Minister for Rural Health within the Ministry of Health to oversee the recruitment, training, standards, and deployment of registered physicians or registered nurses, nursing aides, and pharmacists for this program. The Assistant Deputy Minister for Rural Dispensaries shall be appointed by the Minister of Health and shall serve a term of three years from appointment, provided that Imperial Prerogative to dismiss may be exercised at any time.

Section 8) There is created a position of Deputy Minister for Procurement and Supply who shall report to the Minister of Health within the Ministry of Health to oversee the proper procurement of supplies and pharmaceuticals for this program, as well as for the Ministry of Health as a whole. The Deputy Minister for Procurement and Supply shall be appointed by the Minister of Health and shall serve a term of three years from appointment, provided that Imperial Prerogative to dismiss may be exercised at any time.

Section 9) The Minister of Health shall provide an annual report on the implementation of this Act to the Mesazon and the Imperial Synkletos.

Section 10) The amount necessary for the purposes of this Act shall be funded from the current fiscal year appropriation for the Ministry of Health. Thereafter, such amount as may be necessary for the implementation of this Act shall be included in the annual appropriations.

Article III - Repeal, Extent, Commencement and Short Title

Section 1) This Act extends to the entire Imperial State of Constancia

Section 2) This Act shall be amendable by the consent of the Synklētos and upon enactment by the Basileus

Section 3) This Act comes into force upon receipt of Vasilikí Singatáthesi

Section 4) This Act may be cited as the Rural Dentists and Rural Dispensaries Act 1686
