  • Expedient Measures & Tabernacle - 07.V.1670

    The following measures are introduced by the decision of the Permanent Standing Committee of the Synkletos and enacted by its own authority:
    1. The Public Administration (Expedient Measures) Act of 1670 shall be immediately implemented.
    2. All laws, codes, regulations, and procedures, hitherto established are to be taken and placed in a silver casket upon a gilded altar orientated so as to face towards hallowed Vey and covered by a silken skēnē or tabernacle screened from the unrighteous and wherein only the pure of spirit may enter and dwell for the purpose of consulting with these sacred texts.
    3. A priesthood, answerable to the Permanent Standing Committee, shall be appointed as keepers of the tabernacle.
    4. The priesthood of the tabernacle shall make available to petitioners rescripts on points of law, based upon their consultation of the veiled texts. The fee for this service shall be one hundred-thousand Imperial Staters.
    5. Regulations for the priesthood of the tabernacle shall be established by the Committee for Governance on behalf of the Permanent Standing Committee.
  • Communes - 07.V.1670

    The following measures are introduced by the decision of the Permanent Standing Committee of the Synkletos and enacted by its own authority:
    1. All rural (non-urban) households in the provinces of Aqaba, Mitra, Nivardom, and Varaz, shall be organised into communes of ten households under the authority of a Headman.
    2. Each commune must provide one Home Guardsman, aged between 18 and 40, and contribute towards the cost of his maintenance.
    3. Each commune must provide four corvée labourers, aged between 15 and 50, and contribute towards the cost of their maintenance.
    4. In each province commissioners shall be appointed to apportion households, delineate communal boundaries, and conduct annual conscription assemblies, to be attended by all commune inhabitants.
    5. The penalty for any person failing to attend a conscription assembly shall be automatic enrolment into the labour corvée.
    6. For any offence committed by the member of a commune, the Headman shall be held accountable.
    7. Penalties for individual infractions by members of a commune may, at the discretion of a magistrate, be visited upon all members of a commune collectively.
    8. A member of a commune who reports to the authority, whether the magistrate, the gendarmerie, or the servants of the governor, an infraction or crime that has either been committed or is in commission by one or more of his fellow commune members shall receive a community trust reward, exemption from conscription, and immunity from the consequences of collective punishment if his accusations are borne out by subsequent investigation. If the accusation is determined to be false the accuser shall be automatically enrolled into the labour corvée.

  • Provision of Foundation Education - 23.XIV.1670

    The following measures are introduced by the decision of the Permanent Standing Committee of the Synkletos and enacted by its own authority:
    1. Within the Ministry of Education, a Bureau of Education Services shall be established whose purpose shall be to supervise the education of the children of citizens and subjects.
    2. To all provincial governors of the Imperial State of Constancia, excepting the provinces of Mitra, Raspur, and Varaz, this order is given that for each community of more than one thousand persons, a Foundation School to impart the rudiments of writing, numeracy, and loyalty and obedience to the Highest Divinity, to children between the ages of five and ten years of age, shall be established.
    3. Each district of the provinces, may enforce a poll tax of 4% of net worth upon adult subjects over fifteen years of age in their jurisdiction, for the purpose of paying for the establishment and maintenance of Foundation Schools.
    4. A system of examination must be established by the Bureau Chief of Education Services for the Imperial State of Constancia. Certification based upon the results of these exams, endorsed by the Bureau of Education Services, must be awarded to children at the conclusion of their foundational education by the Foundation Schools into which they have been enrolled.
    5. The Bureau Chief of Education Services shall report to the Minister for Education and the Permanent Standing Committee, and will ensure that all Foundation Schools in the Imperial State of Constancia teach a curriculum consistent with the system of examination that he will mandate.
    6. The Bureau of Education Services will implement a regime of routine inspections and performance monitoring to ensure that standards in education and examination are consistently and rigorously applied across all Foundation Schools in the Imperial State of Constancia.
    7. The budget of the Bureau of Education Services will be set by the Minister for Education in agreement with the Minister for Budget and Management.
    8. The Bureau Chief of Education Services shall present an annual report to the Permanent Standing Committee at the commencement of the administrative year.
    9. This Measure shall come into effect from the date of its publication.
