Provisional Contract of Governance

The administration of Brookshire shall be carried out in accordance with the following Contract of Governance until Lord Amarr returns:
Noble Contract of Governance for Brookshire

The Honourable Count Krumsson of Amarr,

Her Illustrious Highness the Lichgravine of Caverden,

and

The Honourable Count of Lakhesis

having met in the Sun Palace of Brookshire Hamlet in order to provide for good governance and order over all of Brookshire, have concluded that they shall combine their wills in one ducal voice, and have therefore accordingly agreed to the following: ---

1. The Duchy of Brookshire remains a duchy, equal to all other subdivisions, ruled by the Duke.

2. The Duke of Brookshire is the Kaiser's vassal and, aside from the Kaiser, the only power to make laws for Brookshire.

3. The Duke of Brookshire is the body of governance whose limbs are the Hon. Count Amarr and HIH the Lichgravine of Caverden. Should one of the limbs be absent without notice for a period greater than one week, then the Hon. Count of Lakhesis shall act as a limb for the duration of zir absence.

4. The Duke of Brookshire is represented by the Emissary. The office of Emissary is alternated on a weekly basis between the limbs of the Duke.

5. The Emissary is awarded the title, ex officio, of "Marquess of Modan-Lach", if he is a man, and of "Marchioness of Modan-Lach" if she is a woman. If the sex is undecided, the Duke shall make a ruling that is appropriate.

6. The Emissary shall represent the Duke and follow the Duke's command in the Adelsraad and any other matter to which the Duke shall direct zir.

7. In the event that the Emissary is unavailable to perform his or her functions, the Duke's representation will be carried out by the other limb, having the title ex officio of "Baron of Hamlet" or "Baroness of Hamlet" as their gender may imply.

8. When the Duke makes a decision, it is required that both of the limbs shall support the proposed decision for it to be valid.

9. Should the two limbs be in disagreement, then the Count of Lakhesis shall have the casting vote.

10. It is confirmed that Hon. Count Amarr may appoint his successor in accordance with tradition, providing that the successor shall be awarded all the rights and obligations under this Contract that the Hon. Count Amarr has before succession.

11. It is confirmed that HIH the Lichgravine of Caverden may appoint her successor in accordance with tradition, providing that the successor shall be awarded all the rights and obligations under this Contract that HIH the Lichgravine of Caverden has before succession.

12. It is confirmed that the Hon. Count of Lakhesis may appoint his successor in accordance with tradition, providing that the successor shall be awarded all the rights and obligations under this Contract that the Hon. Count of Lakhesis has before succession.

13. The Duke shall not interfere in the internal governance of Amarr, Caverden and Lakhesis.

14. Disputes between the limbs over this Contract shall be settled by the Imperial Judex, providing that the two limbs have at least some confidence in the sanity of the Arbiter and providing further that the matter of the Judex may, if the Kaiser so wishes, be appealed to the Kaiser for the Kaiser to render judgment.

15. Notwithstanding any provision of this Contract, it is required that all three do not reject a proposed amendment to this Contract, within a week from proposal, for the said proposed amendment to be enforced by the Contract.

16. This Contract shall cease to take effect if the Hon. Count Amarr does not accede to it within one week of his return. This provision may not be removed, amended or otherwise altered without the express consent of the Hon. Count Amarr.


Accordingly, We, the Noble Limbs of the Duke of Brookshire, Nobles of Brookshire, do hereby attest, with our sacred Blood Honour (or in the Lichgravine's case, her sacred Mortal Honour) this Contract to be valid and true and have therefore signed this Contract with our own hands.

It's official!

Some of the details might be changed when Spraki returns, but unless he has a complete change of heart, Brookshire has a government.
