Decree concerning the Grand Secretariat

The Celestial Clans, gathered together in the Jingbuist Soviet, representing the will of the People and Heavens honourably beg their Heavenly Light to consider following Decree:

Article 1
The executive powers of the Jingdaoese government lie in the hands of the Grand Secretariat, which acts in the best interest and in the name of of the Heavenly Light.


Article 2
The Grand Secretariat is directed by the Diwang, who is appointed by the Heavenly Light after careful advice from the Imperial Household and Jingbuist Soviet.


Article 3
The Grand Secretariat consists of Three Ministries and Nine Secretaries. The Censorate and Imperial Household are part of the Ministries but act independently from it.

1. Ministry of Truth:
- Secretariat of Rites: responsible for ceremonies and the protection of the national culture.
- Secretariat of Propaganda: responsible for controlling the media and bring the Truth to the People.
- Secretariat of Educating the Greater Good: responsible for educating the masses. The re-education programs do not fall under this Secretariat.
- Censorate: responsible for censorship and re-education of delinquents.

2. Ministry of Purity:
- Imperial Household: responsible for the Imperial Family. The Tegong and Kaiser Gaelen IV's Apollonian Guard also falls under this office.
- Secretariat of Revenue: responsible for the economical and financial affairs.
- Secretariat of Immigration: responsible for immigration.
- Secretariat of Appointments: responsible for the appointment of military and civil personnel.

3. Ministry of World Peace:
- Secretariat of War: responsible for the armed troops within the Empire.
- Secretariat of Punishments: responsible for bringing swift justice.
- Secretariat of Peace: responsible for diplomatic affairs.


Article 4
a) A Minister is appointed by the Heavenly Light on advice by the Imperial Household and Diwang.
b) Every Minister has the right to appoint and/or dismiss Secretaries.
c) Exception on above article: the Censor and members of the Household are solely appointed by the Heavenly Light.


Article 5
Every decree written by the Grand Secretariat is only valid if it has gone through the Imperial Household, which needs to have the Emperor sign it.

Article 2
The Grand Secretariat is directed by the Diwang, who is appointed by the Heavenly Light, the Jingbuist Soviet shall advice the Heavenly Light if she desires this.


Article 3

The Grand Secretariat consists of Three Ministries.

1. Ministry of Truth:
- Secretariat of Rites: responsible for ceremonies and the protection of the national culture.
- Secretariat of Propaganda: responsible for controlling the media and bring the Truth to the People.
- Secretariat of Education: responsible for educating the masses.
- Secretariat of Censor: responsible for censorship and re-education of delinquents.

2. Ministry of Purity:
- Secretariat of Revenue: responsible for the economical and financial affairs.
- Secretariat of Immigration: responsible for immigration.

- Secretariat of Slaying: responsible for the armed troops within the Empire.
- Secretariat of Sinking: responsible for the fleet.
- Secretariat of Hanging: responsible for the judicial system.
- Secretariat of Talking: responsible for diplomatic affairs.

Article 4
a) A Minister is appointed by the Heavenly Light on advice by the Diwang.
b) Ministers have the privilege to appoint and/or dismiss Secretaries.

Article 5
All meetings of the Grand Secretariat shall be supervised by the Tègøng in order to prevent the people abusing this generous offer of responsibility.

Another issue, I have heard from those nearer to her Divine Majesty that they take issue with referring to the clans as "celestial". It sounds too much like these clans claim to be equal, or at least similar to the Heavenly Light. Perhaps "exalted" could be a better term?

In no way I had that thought in mind. As a simple servant of Her Enlightened Majesty such a thing would be equal to treason and unforgivable!
As always, Her Enlightened Majesty showed us the the solution we need. In Her Light we truly thrive!
