2. Elections and Imperial Yuan

The Imperial Yuan acts as parliament of the Union. It will represent all people with voting privileges (storywise I would keep this limited to ethnic Jingdaoese).

How should voting work?
Every Zhou is worth a certain number of seats in the Yuan. Every real citizen has 1000 votes to distribute in each Zhou. In the Zhou where you're registered as inhabitant, you receive a higher number of votes (2000 for example). We, of course, ask our voters to distribute votes a little bit.

Depending on the number of votes a party receives, the seats are distributed. Afterwards, the Seanad (the nobility) gathers to discuss the outcome of the election and to advise the Kaiser on appointing a Diwang, who forms the new administration with support of the Yuan.


According to the current plan, we have 14 Zhou. Let's say that each Zhou at least has 10 seats, and the largest (based on fictional population) receives 20 seats. I will work something out to distribute votes. :wink:
