Mario San Nicolás, an Aldurian working in the Secretariat of the MTO, had arrived in Jingdao on special assignment. He had been instructed by the Secretary General, Marco Lungo, to open negotiations for Jingdao to re-enter the MTO. San Nicolas had his letter of credence ready to present as requested:
To The Chidao Emperor


The Secretary-General of the Micras Treaty Organization humbly requests that the bearer of this letter, namely Mario San Nicolás, be afforded the protections and guarantees of an international diplomat as an Envoy of the Secretariat of the Micras Treaty Organization. Furthermore, Mr. San Nicolas is authorized to negotiate on any terms or conditions on the re-admission of the Holy Grand Jingdaoese Empire onto the membership rolls of the MTO.

Mr. San Nicolas is instructed to present to You, the Chidao Emperor, or your representatives, a gift of 100 tons of Artisan Sea Salts, ten tons from each the 10 Seas of Micras, as a token of our esteem. And as a token of the long history between Jingdao and the MTO, a faithful reproduction of the original application of the Apollonian Republic and the General Assembly voting transcripts hand-etched on golden plates.

Head steward Shen Chidao rushed in to the entrance hall of the Daocheng Palace and urged the MTO envoy to come further, the emperor was waiting already and he should not stay in sight of normal servants of the empire, they might recognize him and unfortunate things could happen. The sight of the Aldurian confused him though, the way he dressed seemed "locker" as they would call it in his native South-Cibolan-Saxon, there wasn't a word for it in Jingdaoese, as it wasn't a Jingdaoese thing to be. Still, this was a rare situation anyway as the emperor himself had sent an envoy to the MTO who was to signal that negotiations would be welcome and the normally respected opinion of the head steward, would only irritate the emperor.

The field marshal of the Tegong stood before the door that lead to the long corridors that in the end would lead to the emperor's throne hall, he demanded to read the letter but Shen pushed him to the side and he and Mister Mario San Nicolaś briskly walked the few hundred meters through the corridors.

Fu Chidao stood ready for the last door, after which they would enter the throne hall of the Chidao Emperor. "There are two representatives of the navy present, others will be called when necessary." Shen nodded and Fu opened the door to him. Shen crawled into the room and addressed the emperor.

"Zhu, Chidao Emperor, True Holder of the Heavenly Mandate, Bringer of Harmony, Descendant of Cato and Germania, Living Reincarnation of Sisera, Heavenly Light of the Holy Grand Jingdaoese Empire, Pater Familias of the Great Jing Dynasty, Caudillo of the Armed Forces of the Empire, Preserver of Aracigrad, Dutch of Kildare, Prince of Aryasht, Lord Protector of the River Warriors, I, a servant who does not remember his life before he was appointed to serve you, bring here a hostile agent, as any official from his organization is considered to be according to your letter on the departure from the MTO, which we have received from you in the Feixing month of 1670. May I invite him in?"

The emperor nodded, and the stewards motioned the envoy in.

Mario San Nicolas walked into the throne hall, bowing an appropriate number of times and at the proper spots as was whispered to him by a protocol aide.

"Your Majesty, I am here as a representative of the Micras Treaty Organization. We hope to hear the voice of the Empire of Jingdao in our halls once again. The MTO is only an effective organization when all nations on Micras use it. I point to the MTO's response to the water crisis in my home nation, Alduria, as proof of its good nature.

There are situations in this world that are most efficiently solved by talking among the sovereign nations of Micras. When the nations agree to something, it is much easier to enforce it. I am speaking of the MTO Convention on the Laws of the Seas. The MTOCLOS is merely a recognition of the right of a sovereign state to control its territorial waters, exploit natural resources in its economic zone, and to protect the neutrality of international waters, and to prevent one or more states from interfering in the rights of other states to use our shared oceans.

Your Majesty, I won't try to convince you that re-joining the MTO and ratifying the CLOS will benefit Jingdao, because Jingdao's Navy is more than capable of securing and protecting its own waters. Rejoining the MTO will allow Jingdao to guide its mission, suggest new goals, and transform the organization back into the global discussion forum it was during your Empire's membership tenure. The MTO can only transcend the tangled network of alliances on our planet if everyone participates. We hope Jingdao will participate.

Marco Lungo acknowledges his previous service as Defense Secretary of Natopia during a time of war between Natopia and Jingdao. Although he resigned from that post to serve as Secretary-General he has authorized me to say two things in response to Your Majesty's concerns over his past service affecting his ability to serve the MTO impartially. Mr Lungo loves and served his country, just as you, Your Majesty, protects your Empire. And as Secretary-General he sees himself as merely the top bureaucrat and usher of the MTO, not its policy director, and has endeavored to keep his personal politics out of his job there.

I would be honored to hear your suggestions for how we may proceed."

The Chidao Emperor nodded a few times as Mario San Nicolás was speaking, and scribbled a few things on a piece of paper, which he handed to Fu Chidao.

"The emperor thanks you for coming to visit us. We hope you find enlightenment here, you are welcome to throw off the shackles of impurity and become a servant of the light. We will not ask you to make this decision right now, as it would put an unnecessary strain on this conversation.

It is the matter of liberty of the seas which lies most to the heart of the emperor, we have been at the heart of this discussion since history was first written. Jingdao is without doubt the most free and righteous nation in the world, as we have never tried to prevent others from sailing into international waters. However, many other nations do not follow our example. There are too many to remember, the Elwynnese, the Losliberadons, the Caradians... And the reaction of the MTO? Was there even any reaction? The whole discussion surrounding the MTOCLOS was first instigated when Jingdao defended its territorial waters, new research concerning the possible curvature of Micras even suggests we had wider territorial waters in that region than we claimed! While the Jingdaoese Empire fully supports what is written in the laws of the MTO, we were signatory to more of them than any other nation at the time, the MTO seems to side with the pirates. The emperor regrets this, as he sees the good in everything, believes everything is salvageable and can be purified. Our question is, is the MTO ready for this?"

"I respect the Emperor's insight and opinion on the situation and agree with the idea that the members of the MTO must enforce and ensure their rights as sovereign nations. No member has recently presented the MTO with any grievances regarding the MTOCLOS, and if those grievances are brought up they will be decided by the current membership according the benefits of the current members. The MTO is a vehicle for its partners, it is not designed to act on its own behalf or set its own agenda. That is to say, the MTO can only serve Jingdao's interests if Jingdao makes its interests known to the MTO and participates in the General Assembly. The MTO is primarily a forum for international discussion and conflict resolution.

The MTO sides with its member nations and their collective decisions. The MTO of today is not the MTO of years past."
