REPORT

on the

Political power in Natopia (Research)

The purpose of this research is to examine the use and access to political power in the Empire of the Natopians, the level of decision-making power available to citizens, the influence of small groups located at the top of society and the impact of this system on Natopian culture and way of life. In order to examine these, the political structure of the Empire should be identified correctly. With the relatively recent amendments to the Caprine Code, the basic code of law, there are three levels, or sources, of law which also share the political power exercised. The lowest level is the Union of Demesnes, its sub-category being a particular demesne in specific cases, followed by the Frenzy and then the Imperial Government.

The Imperial Government is led by His Most Bovic Majesty the Emperor and consists of the Viceroy (Vicereine), the Foreign Minister, the Chancellor and the other ministers. Citizens of the Empire do not have direct access to those officials and those officials are rarely, if ever, accountable to the Frenzy for their action. As a result, the political power held by the Imperial Government is hardly representative of the people's views. If one goes into the detail, it will be noted that virtually all of them derive from various Imperial or Royal Houses. The Vicereine is herself the Emperor's daughter, the Foreign Minister derives from another Imperial House and is also the former wife of a deceased Natopian Emperor. Last but not least, Lord Erion is also a member of the Waffel-Paine dynasty. So, in fact, the top four positions are all held by members of the same Imperial and Royal House. Each of them is in their own right ruling a demesne and, as a matter of fact, none of their united demesnes have democratic principles established.

The Frenzy is designed as the most powerful and sovereign body in the Empire, charged with the duty of legislating and providing the legal basis on which the Empire rests. Unlike other legislatures, such as the Landsraad, the Frenzy rarely, if ever, keeps ministers to account. At the heart of membership in this body stays the demesne - each one having one representative. In effect, however, none of those representatives are democratically chosen to fulfil this function. Alrodey, Arboria, Flaventia, the Crown Duchy, Leng, The Most Serene Union, Uppland and Walstadt are all sending their rulers, or sometimes a close relative, to take their seat in the Frenzy. The willingness, therefore, of the Frenzy to legislate in the name of all, not just those so privileged, is entirely dependent of each representative's good will.

At the demesnal level virtually every demesne is non-democratic in terms that their Head, or Demesnal Leader, is a hereditary ruler. In all but two cases, Alrodey and Egale, those rulers are supreme and their power unlimited. Alrodey and Egale are the only organisational units within the Empire who have some form of democratic element, although the election systems used are far from the most accurate when it comes to public opinion. In neither case, however, those democratic bodies have power to decide over who is sent to the Frenzy or on issues other than local administration and services.

The research concludes that the Natiopian society is highly diverse with access to political power mainly restricted to a chosen few. This report makes no claims as regards the quality of functioning of Natopian administrations, nor implies an opinion towards a more or less democratic system. It is, and should be taken as, purely scientific piece of paper examining the current system of government on all lands Natopian.
