Your Excellency,

I am the Ambassador Plenipotentiary from Alduria to Jingdao, Manuela Cobre. I have been appointed by the President of the Republic of Alduria to bring you tribute to the Heavenly Light, as a mark of respect and honor from Alduria.
  • We offer you the deed to a building for the establishment of a Jingdaoese diplomatic mission in the capital of Alduria, Punta Santiago.
  • We bring you gifts from the Aldurian rum makers of Punta Santiago, 200 barrels of the Aldurian rum La Nueva Jueza.
  • We bring your gifts from the merchants of Alduria, among them a chest of gold full with pearls and diamonds from Haifa and the old Caputian mines of the Keltian interior, fine silks, and fine porcelain.
The Government of Alduria wishes to establish a friendship with the Jingdaoese Empire based on the values of mutual respect, cooperation, and respect for each other's national sovereignty.

I offer the following draft, approved by President Campos, of a Treaty of Amity and Commerce between our countries, should it please the Heavenly Light:
The President of the Republic of Alduria and His Most Imperial Majesty, the Heavenly Light, the Chidao Emperor, desiring to establish on a firm and lasting foundation, the relations of peace and friendship now happily existing between their two countries, and to secure the best interests of their respective citizens and subjects by encouraging, facilitating, and regulating their industry and trade, have resolved to conclude a TREATY OF AMITY AND COMMERCE for this purpose, and have, therefore named as their plenipotentiaries, that is to say:

- Ambassador Plenipotentiary from Alduria to Jingdao, Her Excellency Manuela Cobre;
- Diwang of the Grand Secretariat, His Excellency Zhang San;

Who, after having communicated with each other their respective full powers, and found them to be in good and due form, have agreed upon and concluded the following articles:

ARTICLE I.
There shall henceforward be a perpetual peace and friendship between the Republic of Alduria and the Celestial Empire of the Pure Path, known as the Jingdaoese Empire, jointly known as the High Contracting Parties in this Treaty.

ARTICLE II.
1. The President of Alduria may appoint a diplomatic agent to reside at the city of Daocheng, and consuls or consular agents to reside at those ports in Jingdao which are open to Aldurian commerce by this Treaty.
2. The Chidao Emperor may appoint a diplomatic agent to reside at the city of Punta Santiago, and consuls or consular agents to reside at those ports in Alduria which are open to Jingdaoese commerce by this Treaty.
3. No merchants shall be permitted to exercise the duties of the office of diplomatic agent or consul, nor shall diplomatic agents or consular officers be allowed to engage in trade.

ARTICLE III.
1. The following Jingdaoese ports will be opened to Aldurian commerce: Cangshan and Jasoniacheng within the Gangdiguo Special Economic Zone.
2. In the foregoing ports open to Aldurian commerce, Aldurian citizens may permanently reside; shall have right to lease ground, purchase the buildings thereon, and may erect dwellings and warehouses. No fortification or place of military strength shall be built by Aldurians under any pretense, and Jingdaoese authorities shall enforce this provision and inspect, from time to time, any buildings which are being erected, altered, or repaired.
3. Duties shall be paid to the government of Jingdao on all goods landed in these ports, and on all articles of production that are exported as cargo, as prescribed by the law of Jingdao.
4. Aldurians in Jingdao shall be afforded the same protections as Jingdaoese citizens, except the participation of Aldurians in elections, practices, or other civic duties that should only be reserved to Jingdaoese citizens under Jingdaoese law.
5. Aldurians in Jingdao shall not be able to leave the designated ports, except with the proper transit permissions and authorizations from Jingdaoese government officials.

ARTICLE IV.
1. The following Aldurian ports will be opened to Jingdaoese commerce: the city of Punta Santiago, ACD; and the city of Amol, CO.
2. In the foregoing ports open to Jingdaoese commerce, Jingdaoese citizens may permanently reside; shall have right to lease ground, purchase the buildings thereon, and may erect dwellings and warehouses. No fortification or place of military strength shall be built by Jingdaoese under any pretense, and Aldurian authorities shall enforce this provision and inspect, from time to time, any buildings which are being erected, altered, or repaired.
3. Duties shall be paid to the government of Alduria on all goods landed in these ports, and on all articles of production that are exported as cargo, as prescribed by the law of Alduria.
Jingdaoese in Alduria shall be afforded the same protections as Aldurian citizens, except the participation of Jingdaoese in elections, practices, or other civic duties that should only be reserved to Aldurian citizens under Aldurian law.
4. Jingdaoese in Alduria shall not be able to leave the designated ports, except with the proper transit permissions and authorizations from Aldurian government officials.

ARTICLE V.
1. Companies constituted under the applicable laws and regulations of either High Contracting Party shall have their juridical status recognized within the territories of the other High Contracting Party. It is understood, however, that recognition of juridical status does not of itself confer rights upon companies to engage in the activities for which they are organized. As used in the present Treaty, "companies" means corporations, partnerships, companies and other associations, whether or not with limited liability and whether or not for profit.
2. Each High Contracting Party shall accord sympathetic consideration to, and shall afford adequate opportunity for consultation on any subject as the other High Contracting Party may determine or set with respect to any matter affecting the operation of the present Treaty.

ARTICLE VI.
1. The present Treaty shall be ratified, and the ratifications thereof shall be exchanged at Punta Santiago and Daocheng as soon as possible.
2. The present Treaty shall enter into force one month after the day of exchange of ratifications. It shall remain in force and shall continue in force as long as the High Contracting Parties wish.
Either High Contracting Party may, by giving written notice to the other High Contracting Party, terminate the present Treaty at any time.

"I am certain that those gifts will be viewed very positively at the Heavenly Court, honourable zhu. I welcome you and am glad to say that our Ministry has already received the approval of the Grand Secretariat and the Heavenly Light to approve this treaty. We are certain that it will be beneficial to both our people, who will prosper under these new trade ventures.

That being told, the honourable zhu of Sokoku Industries has already contacted us to confirm that it will invest and export its cars to the Aldurian customers. Several businessmen have also proposed opening the Huzuo Bank, which will lend funds to Aldurians wishing to live or work in the treaty ports.

If you're ready, we would like to sign this treaty."

Thank you for the warm reception. We hope that our humble gifts are pleasing to the Heavenly Light and that they convey clearly our desire to keep friendly relations with the Jingdaoese Empire.

I have been granted powers by the President of Alduria to sign this Treaty. Please find a signed copy below, along with an additional gift to celebrate this Treaty signing - a deed to land in the city of Amol for the construction and establishment of the necessary facilities for the care and prosperity of the Jingdaoese people and the practice of their faith.
TREATY OF AMITY AND COMMERCE
between the
Jingdaoese Empire
and the
Republic of Alduria


The President of the Republic of Alduria and His Most Imperial Majesty, the Heavenly Light, the Chidao Emperor, desiring to establish on a firm and lasting foundation, the relations of peace and friendship now happily existing between their two countries, and to secure the best interests of their respective citizens and subjects by encouraging, facilitating, and regulating their industry and trade, have resolved to conclude a TREATY OF AMITY AND COMMERCE for this purpose, and have, therefore named as their plenipotentiaries, that is to say:

2. The present Treaty shall enter into force one month after the day of exchange of ratifications. It shall remain in force and shall continue in force as long as the High Contracting Parties wish.
Either High Contracting Party may, by giving written notice to the other High Contracting Party, terminate the present Treaty at any time.
