The plan would happen in several phases over a relative long term, to allow the war industry to adapt to the necessary changes. The Navy already looked eastward, to its Passican allies who had extensive know-how but lacked the labour pools Jingdao had. If an agreement of expanding the war industry in joint cooperation could reached, the Xindao Program would make the Navy into one - or even the strongest - fleets of the world.
