We need to deal with infrastructure in Normark. The borders there have changed. We need to build roads and railways and build schools and harbours and airports. We need to protect the end of the Haifa Strait by supporting Signe and Hagbard. This is very important. I want you to look at this.
I move that we defer until pacification operations are complete.
We also have to deal with the diminishing penguin population in the Two Martyrs. This is very serious. Penguins are important animals. We need an investigation to why this is happening.
It is because rats from the whaling boats are feasting on the penguins eggs. I recommend paying the unemployed of the Two Martyrs to go out onto the ice-shelves to conduct a cull.
We need to support the establishment of bases on Leng. I understand this is very sensitive but if we cannot defend Leng, there will nothing sacred left there. That's why I ask the Lengois to consider fortifying the island even more. We need to be safe. The people need to be safe. The holy places have to be safe, too.
By all rights Leng should be uninhabited and uninhabitable. I understand that there are mining operations out there but if we want ensure the safety of those facilities the first thing we need to do is to execute the Pallisicans who have been unwisely deposited there by the Emperor as captive labour. A small garrison of 120 men drawn from the Natopian Constabulary would be sufficient for all other matters considering the insanely inhospitable climate of the place.
Transegale needs a government. It's your job to deal with this.
I am in favour of the communities self-organising. Let us deal with whoever rises to prominence there.
The Imperial Conference has been set up. We are the biggest bloc. It's your job to figure out how the Elian Union should be represented there. I recommend that the People's Assembly elect our representatives there in proportion to parties' share of the Assembly. We are a democratic candle that lights up the world. This is very important to remember. Our government is a success. Humanists and safir work together. This is beautiful. It's a system that the whole world should have. It brings love and hope and kindness to my heart.
Time marches on and our delegates have already arrived. I salute the civic minded members of our community who volunteered to represent the union in distant Lindstrom.
We also need to reform the constitution so that the Executive Power of the Union is better explained. While I hold all power, when I am not here, it is delegated to the Steward, and the Steward appoints the Prime Minister (with the support of the People's Assembly). The Prime Minister appoints the cabinet. The cabinet exercises the executive power.
We should be able to specify who does what so that there will be no question if an order is right or wrong. This is very important. SO I want you to look at this.
I am sure that we all agree on the importance of this matter.
We thank His Majesty for gracing our distant shores with his presence in these trying times.
