PROVISIONAL CONSTITUTION OF TALENORE

- Issued by the Board of Directors of Talcorp -

A. BODY POLITIC
1. The legal personality of the body politic remains the State of Talenore, an independent and sovereign republican state under international law.

2. The State of Talenore is in all instances governed by the Talenore Public Corporation. The State maintains a separate sovereign personality.

3. The Talenore Public Corporation accepts no responsibility for any liabilities accrued by the State.

B. EXECUTIVE POWER
1. The executive power of the State is vested in the CEO of Talcorp as President of the State. The power is only limited by this constitution.

2. The executive power is exercised by the President via decree.

3. The President shall appoint a cabinet consisting of heads of various government departments. The departments, their areas of responsibility shall be created and defined by decree.

4. The President of the State shall sign all bills for them to become law. The President shall do so within one week of a bill being submitted to them. The President may veto any bill by returning it to the Consultative Assembly. If the President refuses to sign a bill they have vetoed and then passed again by the Consultative Assembly, the Speaker shall sign the bill.

C. LEGISLATIVE POWER
1. The legislative power of the State is vested in the Consultative Assembly and the President of the State.

2. The Consultative Assembly passes bills by majority vote. A passed bill shall be submitted to the President of the State. A vetoed bill is passed into law by a three-fourths majority vote.

3. The Consultative Assembly consists of 200 members. Half the members are appointed by the President of the State, half the members are elected by the citizens of the State.

4. The Consultative Assembly serves for a term of two years. Elections are held the second Sunday in November. The term starts January 1 the following year.

D. JUDICIAL POWER
1. The judicial power is vested in the Board of Directors of the Talenore Public Corporation. The Board of Directors may annul any act by the President of the State, Consultative Assembly and any other organ of State.

2. The judicial system is organised in accordance with the previous constitution. The Supreme Court is replaced by the Board of Directors.

E. RIGHTS AND LIBERTIES OF TALENORIAN CITIZENS
1. The rights and liberties as defined in the previous constitution are guaranteed.

2. The rights and liberties may be limited at any time by act of the President of the State.

3. At the announcement of this constitution, the rights and liberties of citizens are suspended.

F. AMENDMENT
1. This constitution can be amended by the President of the State with the advice of the Consultative Assembly.
