ACT (1614:1) ON STANDING ORDERS

An Act to Pass Standing Orders to Provide Rules for the Workings of Parliament

Be it enacted by the Parliament of Talenore, as follows:

Election of the Speaker
1. In the beginning of each session of the Parliament, the members of the Parliament shall elect a Speaker, to preside over the Parliament. Nominations shall be submitted during 24 hours, and voting shall take place during an additional 24 hours. The candidate with the most number of votes after 24 hours shall be elected Speaker.

Deputy Speaker
2.(1) In the event of the absence or incapacity of the Speaker, the Parliament shall elect a Deputy Speaker using the same procedure as in Section 1. The eldest member of the Parliament shall preside at the election, if the Speaker is unavailable.

(2) Whenever these Standing Orders refer to the Speaker, those provisions also apply to the Deputy Speaker and the eldest member of the Parliament, when they are acting as Speaker.

Elections
3. The candidate that receives a plurality of votes in an election shall be declared the winner.

Acts of Parliament
4.(1) All laws passed by the Parliament shall be in the form of Acts of Parliament. Before an Act is passed by the Parliament, it is known as a Bill.

(2) All Acts of Parliament shall concern only one issue, or several closely related issues.

(3) Amendments to Acts shall also be in the form of an Act. When such an Act is passed, the text of the Act being amended shall be adjusted accordingly, and the Act number of the amending Act shall be affixed to that provision. Example: "3. The candidate that receives a plurality of votes in an election shall be declared the winner. [1610:1]".

(4) Acts of the Legislature are divided into Sections and Sub-sections, numbered in the following order: 1.(1)(a)(i).

(5) When a Bill is finished, no further amendments may be proposed. A Bill is finished at the motion of a member, with the consent of the Speaker.

Acts of the Legislature
5.(1) All Acts of Parliament shall be presented to the President within 24 hours, for consent and promulgation. They then become Acts of the Legislature. All Acts of the Legislature come into effect upon their publication in the State Gazette, unless otherwise provided for in the Act.

(2) All Acts of the Legislature shall be given a number when publicated in the State Gazette, consisting of the year of passage, a colon, and a sequential number. Example: The first Act of the Legislature in 1610 is numbered "1610:1". No act shall have the same number as another act.

Voting
6.(1) The Speaker shall open voting on a Bill no later than 24 hours after it is finished.

(2) Voting shall last for no longer than 48 hours.

(3) Members may vote Support, Oppose or Present.

(4) There may only be two final options when voting on a finished Bill. Either passage of the Bill (Support), or rejection of the Bill (Oppose). During the process before the Bill is finished, the Speaker may call for additional preparatory votes on amendments and other issues.

(5) A measure is passed when it receives a plurality of Support votes, votes of Present and non voting members not counted, unless otherwise provided for by the Constitution.

Debate
7. Any member may debate any portion of any Bill. Debate on a Bill closes when the Speaker calls for a vote. No debate of any kind may take place during a vote on a Bill. Matters of procedure may be raised.

Treaties
8. Treaties that need to be ratified by the Legislature shall be in the form of an Act to ratify the treaty.

Resolutions
9. The Parliament may pass resolutions, which are opinions of the Parliament on a certain issue. They do not carry the force of law.

Special Acts
10. The Parliament may pass Acts of Parliament which carry the full weight of law, without the consent of the President, in the following cases: Standing Orders of the Parliament, and Acts concerning the internal organisation or workings of the Parliament. Such Acts shall have the enacting formula "Be it enacted by the Parliament of Talenore, as follows:".

Amendments
11. Amendments to these Standing Orders shall be made by Act of Parliament in accordance with Section 10.

List of Members
12. The Speaker shall, at minimum, maintain a current list of the party break-down of Parliament.
