This is an unfortunate decision by the Kingdom of Constancia. The relative peace which Eura has enjoyed since Constancia's triumph in the Euran War is now threatened by a misguided hostility which Constancia is either too shy, or too arrogant, to resolve by diplomatic means. Passio-Corum has long happily honored the treaty which has defined our relationship from the outset, and it is deeply regretful that Constancia has adopted such measures as this, and others, which serve only to endanger regional stability. By adopting this legislation you undermine the very peace which you preach in favor of.

Let it be known that Constancia is now regarded by the Bassarid Empire, as a result of this legislation and legislation condoning the violent expulsion of free religious practitioners of the Haifan religion, as being an active adversary of regional peace and co-prosperity in Eura. The Bassarid Empire shall prepare to adopt measures aimed at responding to Constancia's new, hostile foreign policy.
