An EXECUTIVE ORDER of the MINISTER OF SECURITY of the BOVIC EMPIRE of the NATOPIAN NATION

Concerning the Bureau of Assurance.
[Executive Order Number Two (2)]


  1. The society organized herein is named The Bureau of Assurors, hereafter addressed as the Bureau.
  2. The purpose of the Bureau is to ensure regularity and efficiency in all matters pertaining to immigration, maintaining the List of Protected Persons, civil defence and emergency services, and the administration of protected Demesnes. Members of the Bureau shall serve this purpose throught the promotion of moral rectitude amongst employees of the Imperial Government and the populace at large.
  3. The Bureau is granted jurisdiction of operation throughout the whole of the Bovic Empire. Demesne authorities shall be forbidden from interfering with the lawful operations of the Bureau.
  4. All degrees and ranks of membership in the Bureau shall be open to all members of the community in good standing by following the prescribed pathway of initiation and obeying the rules and tradition of the Bureau.
  5. The Bureau shall be organized into Offices with defined jurisdictions corresponding to the demesnes defined within the Caprine Code. The First Office shall serve as the headquarters for the Bureau.
  6. There shall be two degrees within the Bureau:
    1. Membership of the First-Degree shall be named Assuror;
    2. Membership of the Second-Degree shall be named Probationary-Assesser.
  7. There shall be three ranks within the First-Degree:
    1. Assuror in Ordinary, performing the general duties of an Assuror;
    2. Officer of Assurance, possessing the accreditation and mastery of skill and leadership necessary to preside over a Office or serve in high office within the First Office;
    3. Director of Assurance, held by a single member at at time to serve as leader of the Bureau.
  8. Any applicant wishing to join the Bureau must present themselves to the Officer of Assurance for their local office. The Officer shall examine the applicant to ensure that they act in good faith, that they are in good standing with the law, and that they do not hold unfulfilled debts that contract the vows of the Bureau. Having examined an applicant and determined that they are qualified, the Officer shall invite the applicant into the office so that they may make their Vows of the Second Degree and be initiated into the Bureau to receive instruction in the Arts of Assurance.
  9. Having fulfilled the period of probation and demonstrated proficiency in the Arts of Assurance, a Probationary-Assesser shall be invited to take the Vows of the First Degree.
  10. During their period of initiation, a Probationary-Assesser shall wear the white tunic and the black hat. A Probationary-Assesser may choose to dissolve their vows and return to their household. A Probationary-Assesser may never hold a position of authority within the Bureau.
  11. When ordained into the First Degree, Assurors shall receive the black tunic, the violet mantle, and the violet hat. They shall wear this in public society to identify themselves as a member of authority within the Bureau. An Assuror may dispense with their habit when the call of investigation requires discretion. An Assuror shall bear at all times Instruments of Record and Instruments of Defence.
  12. An Assuror may appeal to the First Office if they wish to be released from their vows. Their request will be examined and the First Office will respond according to the merits of the request.
  13. The high offices of the Bureau shall reside within the First Office:
    1. The Director of Assurance
    2. The Vice-Director of Finance
    3. The Vice-Director of Probity
    4. The Vice-Director of Instruments
    5. The Vice-Director of Records
    6. The Vice-Director of Defences
    7. The Vice-Director of Instruction
  14. The Director of Assurance shall preside over the First Office and the high offices therein.
  15. The Director of Assurance shall be chosen from the Officers of Assurance by the Minister of Security.
  16. The Director of Assurance shall have the authority to elevate an Assuror to become an Officer of Assurance and assign them to preside over an Office of the Bureau of to serve in high office.
  17. The Officer of Assurance shall wear the habit of an Assuror with the Carmine mantle and the carmine hat. The Director of Assurance shall wear the habit of an Officer of Assurance with the collar of office.
  18. The Director of Assurance may issue operating directives to the Offices of the Bureau as necessary to maintain its proper and effecient operation.
