Nobles! After the smoke has been blown away, we are left uncertain. Our Enlightened Realm was betrayed by our own family, which tried to put my older brother on the throne, no doubt to make him a pawn of Tapferite-Elwynnese interests. In response to this, we must create a law for Walstadt that reinforces order in our society. Our citizens must have rights, but not so many that foreigners can abuse them to wreak chaos.

Our main concern is that our citizens have food and safety, in the warmer parts of the empire they often speak about "freedom of speech and expression" but that is nonsense. I have never heard our citizens demand that.

Presumably our citizens would not waste their time demanding what they already have, but would instead demand what they yet have not?
