ROYAL DECREE of the Royal Family of the The Marches and the Princely Isle of NATOPIA

Sending greetings to the people of The Royal Tsardom

Whereas I firmly believe that certain essential services should be regulated by the government, and that the government has responsibility to assert that they are accessible to the public, I do hereby decree that:

1. An essential service is a service that the Royal Court, and local government, must ensure that it is accessible, both in in purely legal and practical terms, to each and every resident of the Royal Tsardom.
2. Essential services are: heating; electricity; broadband; access to food and water; healthcare; education;
3. It shall be the responsibility of the Development Authority to provide strategic and governing rules, guidelines and procedures to ensure that these services are delivered in an efficient and accessible way, and that they adhere to certain standards of quality.
4. The Development Authority shall set a maximum price that may be charged for a meaningful unit of each delivered service.
5. Funding for the delivery of these services shall be partially made by the Royal Court and partially by local government, donations, and/or local tax.
6. To fund those services, the Royal Court shall collect a so-called "Essential Services Contribution Charge" that shall consist of 10% of a person's income for those individuals earning above the national average, or 5% of a person's property value, whichever is the higher.
7. Failure to pay the Essential Services Contribution Charge shall be a civil offence. Upon conviction, the convicted person's assets, or a portion of them, may be confiscated.
