IMPERIAL DECREE 1027: Free Froyalanish Cities

MIRA, Steward of the Imperial Republic, Count Palatine of Kezan and Khanum of Cabbagefall, gives praise to the Gods in the name of:

AYREON IV, by the Kharenah of Zurvan, Qaisar-e Sathratiye, who, by this Imperial Decree, gives unto his subjects and retainers, greetings, and unto the gods of Shireroth, undying and unthinking obsequience.

IMPERIAL DECREE 1027: Free Froyalanish Cities

WHEREAS the Froyalanish People are victims of vigilantism throughout the Imperial Republic,

AND WHEREAS Froyalanish Community Servants have already been relocated to worker colonies for their protection;

• § 1. -
  • (a) Designated conurbations shall be constructed within the Froyalan National Reservation for the habitation of persons who qualify as Froyalaner, Partial Froyalaner, or Suspected (§1-3 №.1017) who are not in the status of Community Servant.
    (b) These conurbations shall be referred to as Free Froyalanish Cities (FFC).
    (c) The Office of Colony Management (Crypteia) shall assign a detachment to each FFC.
  § 2. Labor for construction shall be provided from worker colonies located in the Froyalan National Reserve by the Office of Colony Management (Crypteia).
  § 3. The inhabitants of each FFC shall have the ability to elect residents for positions of responsibility for maintaining law and order and managing logistics for the FFC.
  § 4. Imperial Army personnel shall not be permitted within the limits of an FFC.
  § 5. All Froyalaners within the Imperial Republic shall be required to locate habitation within an FFC by the end of this year. Those found outside of these designated areas shall be guilty of the crime of reckless disregard for personal safety, to which the sentence may be rendered through Community Service.
  §6. Each Lieutenant shall establish an office for the purpose of registering those persons covered by this decree for the purpose of rapid relocation to the safety of the FFCs and report the demographic information to the Office of the Steward.
  §7. Specific cities shall be designated as Free Froyalanish Cities in a future decree, based upon the population distribution.
