WHEREAS, by and with the advice of Our counselors for certain arduous and urgent affairs concerning Us, the state, and defense of Our Imperial State and the Patriarchal Orthodox Faith, We have ordered a SYNKLETOS TO BE HELD at Our City of Aqaba on the 14th day of the 1st month of Phoinikaios 1694 in the 7th year of Our Reign

AND WE FINALLY DECLARE that Our Armed Forces shall provide adequate security for all their persons

The Basilinna, being seated on the Throne, and attended to by Officers of State, was pleased to address the Ninth Imperial Synkletos of the Imperial State of Constancia, thusly:

Imperial Senators and Dikastis of this Ninth Imperial Synkletos,

On this first occasion when We speak to you as Basilinna and Sovereign of this Imperial State, we express Our gratitude for your continued loyalty to Us after the demise of Our beloved Father, Petros III of blessed memory.

We have achieved much gains these past years, but recent events remind us that we all still live in a dangerous world. This is why We have elected to exercise Our sovereign Authority to dissolve the 8th Imperial Synkletos, which, although convoked in 1688 and having sat for five years, has not provided the results which Our people require. This is also why We dismissed Our Government. The Constancian people, I remind you all, is foremost in Our mind and Our care.

We recall the last words of Our sovereign father to the 7th Imperial Synkletos, when He said:

"...towards a stronger and more lasting Imperial State...We likewise desire the review and introduction of the Magna Carta, and the result thereof of a new Instrument of Government."

On this Throne We do declare Our sovereign father's words to be Our own, and advise the Imperial Synkletos to consider these matters promptly and accordingly.

We likewise desire that the 10th Imperial Synkletos shall fittingly sit in Petropolis, the new capital of Our Imperial State.

We command Our new Imperial Government to take better heed towards the defenses of the Imperial State. We command Our new Imperial Government to have a care for the welfare of Our people, ensure full employment, make provisions for national food security, encourage trade, and provide the children of Our people a sufficient education that will better their standing in the world.

We look forward to visiting our Imperial State, and to the hospitality that Raspur may provide.

We likewise thank and accept with gratitude the gracious invitation of His Majesty Manco Cápac I to visit Nouvelle Alexandrie and its many regions, and also look forward to visiting Hurmu and the Bovic Empire of the Natopian Nation.

As Our sovereign father declared during the First Imperial Synkletos, We confirm that We place without reserve at the disposal of Our Imperial Government Our interest in the Hereditary Revenues, and in those funds which may be derived from any Droits of Our Crown from any casual revenues.

In surrendering to you Our interest in revenues which have been reserved to Our Crown, We rejoice in the opportunity of evincing Our entire reliance on your dutiful regard for Our Person and Dynasty, and Our confidence that you will cheerfully provide all that may be necessary for the support of the Civil Government, and the honour and dignity of Our Imperial Crown.

We have no children to declare, and any person who dare slander the Imperial Throne by uttering that We have a child or children out of wedlock shall suffer the pains and penalties of High Treason and immediate death by any means at the hands of Our most loyal Imperial subjects.

We earnestly likewise proclaim before this Imperial Synkletos Our promulgation of Our Imperial House Law, in accordance with Article 2 of the Magna Carta which I accordingly deliver unto the Imperial Synkletos:

We declare, decree, and appoint before all of you Our Most Trusted and Honoured Loyal Servant His Serene and Eminent Imperial Highness The Prince of Molivadia, Prince Consort of Arboria, Grand Knight Commander of The Order of the Great Kingdom of Constancia, etc. Our primary heir and adopted descendant to the Imperial House of Constancia, to the everlasting detriment of all other of Our possible heirs, Our ascendants and their descendants, and in his inability, We declare, decree and appoint Our Most Trusted and Honoured Her Serene and Eminent Imperial Highness The Princess of Arboria, Princess Consort of Molivadia, Our adopted descendant to the Imperial House of Constancia, and the natural legitimate heirs of their bodies, first, His Serene and Eminent Imperial Highness The Prince Iñigo of Molivadia and Arboria, followed by Her Serene and Eminent Imperial Highness The Princess Rosamund of Molivadia and Arboria. To this end, We raise, decree and confer unto all of them and the natural heirs of their body the rank, style and title of Imperial Prince and Princess of Constancia.

We likewise confirm before you all that Our Most Trusted and Honoured Loyal Servant His Serene and Eminent Imperial Highness The Prince of Molivadia retains the State, Degree, Style, Dignity, Title and Honour of Autokrator bestowed upon him by Our dearly beloved sovereign father.

It pleased the Basilinna to command His Serene and Eminent Imperial Highness The Prince of Molivadia, Autokrator of Constancia, to preside over the Ninth Imperial Synkletos until it had duly elected its Speaker.

His duties accomplished, it pleased the Basileus and Basileusa to depart, at which time His Serene and Eminent Highness The Prince of Molivadia, Autokrator of Constancia, gaveled the Ninth Imperial Synkletos to order, and called the roll.

A majority of the Imperial Senators being present, and a majority of the elected Dikastis being present, in accordance with Article 46 of the Magna Carta, a quorum of the Imperial Synkletos was present.

His Serene and Eminent Imperial Highness The Prince of Molivadia declared the floor open for the election of a Speaker, in accordance with Article 40 of the Magna Carta.

Imperial Senator Kristiaan Vermakcilliers was nominated by Imperial Senator Garvin Hendriksson. No further nominations were offered by the Peers of the Imperial Senate.

Dikastis Ernestina Mccue of the Prosgeiosi Basileus was nominated by Dikastis Natacha Roark of the Prosgeiosi Basileus.

Dikastis Nicolaos Tassotis of the Imperial Democratic Party was nominated by Dikastis Augusto Trevino of Aqaba City.

There being no further nominations, His Serene and Eminent Imperial Highness The Prince of Molivadia directed members to cast their votes.

With 210 votes for Imperial Senator Kristiaan Vermakcilliers, 30 votes for Dikastis Nicolaos Tassotis, 5 votes for Dikastis Ernestina Mccue of the Prosgeiosi Basileus, and 4 abstentions, His Serene and Eminent Imperial Highness The Prince of Molivadia declared Imperial Senator Kristiaan Vermakcilliers the duly-elected Speaker of the 9th Imperial Synkletos.

Imperial Senator Kristiaan Vermakcilliers was escorted to the podium to be sworn, and after being sworn, duly assumed the post of Speaker. His Serene and Eminent Highness The Prince of Molivadia, Autokrator of Constancia, took his seat as Imperial Senator.

Speaker Kristiaan Vermakcilliers thanked his fellow Imperial Senators and elected Dikastis for their support as well as the great honor done to him, and looked forward to working well with fellow members of the Synkletos.

That accomplished, Speaker Kristiaan Vermakcilliers declared that the floor was now open to elect members to the Permanent Standing Committee in accordance with Article 41 of the Magna Carta.

The session of the Imperial Synkletos was suspended for the distribution and casting of sealed ballots.

On motion by Imperial Senator Matthäus Koeppen, it was resolved that Imperial Senators would introduce Bills by submitting written copies of the same to the Permanent Standing Committee, pending election of a Clerk of the Synkletos. Agreed to without objection.

On motion by Imperial Senator Amir Ali Abbasi, it was resolved that all members of the Permanent Standing Committee be considered Deputies to the Speaker, with authority of the Speaker in the absence of the Speaker.

Imperial Senator Viljo Kaljurand moved that the Synkletos adjourn for the day, to be summoned on the call of the Speaker or by Deputies to the Speaker, duly seconded by Dikastis Maryrose Atchison of Nivardom, Imperial Democratic Party. Dikastis Gonzalo Montalban of the Socialist Revolutionary Party objected to the motion.

Speaker Kristiaan Vermakcilliers gaveled the Ninth Imperial Synkletos to order, and called the roll at 2:00 p.m.

A majority of the Imperial Senators and Dikastis being present, in accordance with Article 46 of the Magna Carta, a quorum of the Imperial Synkletos was present.

On motion by Imperial Senator Basil Tzimiskes, seconded by Dikastis Vennie Cheake of Aqaba City, it was moved that the rules utilized by the previous Imperial Synkletos, as amended, be adopted. Dikastis Vanna Nesbitt objected to the motion.

Speaker Kristiaan Vermakcilliers called the question on the motion that the rules utilized by the previous Imperial Synkletos, as amended, be adopted.

With 222 votes in favor, 5 votes against and 3 abstentions, Speaker Kristiaan Vermakcilliers announced that the rules utilized by the previous Imperial Synkletos, as amended, were adopted.

On motion by Imperial Senator Viljo Kaljurand, it was resolved that there be created a post in the Imperial Synkletos to be known as the Clerk of the Imperial Synkletos, reporting to the Speaker and serving at pleasure of the Speaker; resolved further that Norman Pyle be appointed Clerk of the Seventh Imperial Synkletos. Agreed to without objection.

On motion by Imperial Senator Slavko Tadić, it was resolved that there be created posts in the Imperial Synkletos to be known as Deputy Clerks of the Imperial Synkletos, with one Senior Deputy Clerk of the Imperial Synkletos, to be appointed by, and serve at the pleasure of the Speaker, on recommendation of the Clerk of the Imperial Synkletos. Agreed to without objection.

On motion by Imperial Senator Sebastiano Sarkis, it was resolved that the Imperial Synkletos be provided with adequate security for its sittings and its members. Agreed to without objection.

On motion by Imperial Senator Antares Papadakis, it was resolved that Imperial Senators would introduce Bills by submitting written copies of the same to the Office of the Clerk of the Imperial Synkletos. Agreed to without objection.

Speaker Kristiaan Vermakcilliers gaveled the Ninth Imperial Synkletos to order, and called the roll at 10:37 a.m.

A majority of the Imperial Senators and Dikastis being present, in accordance with Article 46 of the Magna Carta, a quorum of the Imperial Synkletos was present.

On motion of Imperial Senator Slavko Tadić, there being no objection, the Clerk was ordered by the Speaker to proceed with the order of business.
