The session was resumed at 3:18 p.m. with Imperial Senator Geórgios Maniakes, Deputy to the Speaker, presiding.

A majority of the Imperial Senators and Dikastis being present, in accordance with Article 46 of the Magna Carta, a quorum of the Imperial Synkletos was present.

In accordance with Article 73 of the Magna Carta, more than two-thirds of the total membership of the Synkletos were present.

On motion of Her Serene and Eminent Imperial Highness Imperial Senator Princess Esmeralda of Molivadia, there being no objection, The Imperial Synkletos proceeded to the approval on Third Reading of Bill No. 25, A Bill to Amend the Magna Carta, introduced by Decree, printed copies of which were previously distributed.

The motion was seconded by Her Imperial Highness Imperial Senator The Princess Olympia.

Imperial Senator Geórgios Maniakes, Deputy to the Speaker, directed the Clerk to lock the doors of the Synkletos, and announced that the Imperial Synkletos would divide.

With 243 affirmative votes, four negative votes, and zero abstentions, the Imperial Synkletos approved on Third Reading, Synkletos Bill No. 25, A Bill to Amend the Magna Carta, introduced by Decree.

Imperial Senator Geórgios Maniakes, Deputy to the Speaker, directed the Clerk to transmit the approved Bill to His Imperial Majesty to await His Imperial Majesty's Pleasure.

Imperial Senator Geórgios Maniakes, Deputy to the Speaker, suspended the session.

Imperial Senator Viljo Kaljurand, Deputy to the Speaker, gaveled the Seventh Imperial Synkletos to order, and called the roll at 2:26 p.m.

A majority of the Imperial Senators and Dikastis being present, in accordance with Article 46 of the Magna Carta, a quorum of the Imperial Synkletos was present.

On motion of Imperial Senator Amir Ali Abbasi, there being no objection, the Clerk was ordered by the Speaker to proceed with the order of business.

The Clerk reported that the following Bills had been submitted:

A Bill Establishing the Ministry of Culture. Introduced by Dikastis Raisa Kee of the Apollonia overseas district.

A Bill Providing for the Gulf of Aqaba Development Authority. Introduced by Dikastis Gayle Thurston of the Euran University Alumni district.

A Bill Providing for the Nisos Aigon Medical Center. Introduced by Dikastis Gracie Harms of the Oranjesion district.

A Bill Providing for Wildlife Resources Conservation and Protection. Introduced by Dikastis Lavonne Laflamme of the Aqaba City district.

A Bill Providing for Universal Healthcare. Introduced by Imperial Senator Theresa Leventi.

A Bill Providing for a Medical Center in Ithonion. Introduced by Dikastis Leesa Lutz of the Ithonion district.

A Bill Ensuring Coastal and Seaboard Defense. Introduced by Dikastis Javed Fatemah Attar of the Raspur City district.

By order of the Deputy to the Speaker, the introduced measures were referred to the appropriate committees.

On motion of Imperial Senator Alexios Paxos, there being no objection, the Synkletos considered on Second Reading, Synkletos Bill No. 35, contained in Committee Report No. 13 as reported out by the Committee on Health.

Imperial Senator Acastus Vlahakis, Chairman of the Committee on Health, rose to report that the Committee had considered Synkletos Bill No. 35, A Bill Institutionalizing the Constancian Cancer Center, and had voted in committee and moved that the aforementioned consolidated Bill be considered on Second Reading.

The motion was seconded by Imperial Senator Matthäus Koeppen.

There being no objection, the aforementioned consolidated Bill was considered on Second Reading.

Upon direction of the Speaker, the Clerk read the title of the Bill, to wit:

“A Bill Institutionalizing the Constancian Cancer Center”

As copies of the Bill had been distributed to the Members, on motion of Imperial Senator Emiliano Salieri, there being no objection, the Synkletos dispensed with the reading of the text of the measure without prejudice to its insertion into the records.

On further motion of Imperial Senator Sebastiano Sarkis, there being no objection, the Deputy to the Speaker then recognized Imperial Senator Acastus Vlahakis, Chairman of the Committee on Health, to sponsor the measure.

Imperial Senator Acastus Vlahakis sought the support of distinguished colleagues on this measure pending before this Imperial Synkletos, declaring that cancer was a scourge on the nation and ought to be addressed accordingly, and that this Bill would aid greatly in this effort.

On motion of Imperial Senator Dmitri Stavros, Chairman of the Committee on Trade, Industry, & Economic Development, there being no objection, The Imperial Synkletos proceeded to the approval on Third Reading of Synkletos Bill No. 46, A Bill Prohibiting the Importation of Waste and Garbage, printed copies of which were previously distributed.

The Deputy to the Speaker directed the Clerk to lock the doors of the Synkletos, and announced that the Imperial Synkletos would divide.

With 250 affirmative votes, three negative votes, and zero abstentions, the Imperial Synkletos approved on Third Reading, Synkletos Bill No. 46, A Bill Prohibiting the Importation of Waste and Garbage.

On motion by Imperial Senator Dmitri Stavros, there being no objection, the Synkletos adjourned for the day, to be summoned on the call of the Speaker or by Deputies to the Speaker.

On motion of Imperial Senator Alexios Paxos, there being no objection, The Imperial Synkletos proceeded to the approval on Third Reading of Bill No. 55, A Bill Declaring Election Day as a National Non-Working Holiday, printed copies of which were previously distributed.

The motion was seconded by Imperial Senator Geórgios Maniakes.

Imperial Senator Basil Tzimiskes, Deputy to the Speaker, directed the Clerk to lock the doors of the Synkletos, and announced that the Imperial Synkletos would divide.

It has been regretfully reported to the Speaker of the Imperial Synkletos, that Marlena Freund, Dikastis of the Cibola overseas district, has been arrested for engaging in acts of anti-state subversion including correspondence with dissident exiles, the utterance of expressions of sympathy for the enemies of the Raspur Pact, and the submission of a "Bill Prohibiting Discrimination On Ethnic Origin and Religious Belief" to the Seventh Session of the Imperial Synkletos that contained a number of concealed measures that would, if enacted, have proven injurious to the harmonious society that was established in the Imperial State of Constancia through the benevolence of the Autokrator.

Dikastis Freund is presently detained by representatives of the Honourable Company at Chur, on a writ of detention issued by the Most Serene Regiment of the Optimatoi, and awaits the pleasure of the attendance of representatives of the State Protection Authority.
