Public Administration (Expedient Measures) Act of 1670

An Act to provide for the administration of public affairs during the ongoing national emergency.

Be it enacted by the Βασιλεύς’s πλέον Βασιλεύς Μεγαλειότατε, by and with the advice and consent of the Δικαστής, in this present Σύνκλητος assembled, and by the authority of the same, as follows:—


Article 1

a) The Authority shall be defined as the Autokrator unless otherwise stated.

b) All organisations, entities, terms, made reference to in this Act at any point whatsoever shall be definied as meaning whatever the commonly understood and accepted meaning for the aforesaid term.

c) In the event of a formal definition for a commonly understood and accepted term being required, application shall be made to the Autokrator for such clarification as is required.

d) Civility and decorum shall be maintained in all areas of public life.

e) Special measures to maintain universally accepted civility and decorum across all aspects of public discourse may be introduced by the Authority.

Article 2
The freedom of religion shall be defined as the freedom of a citizen or protected resident person to worship the Highest Divinity, manifestations and servitors of the Highest Divinity, venerable ancestors, the unity and perfection of the species and or the nation, and such other practices as may be approved upon application to the Authority.

Article 3
Any Standing or Select Committee, formed under the oversight of the Permanent Standing Committee of the Imperial Senate, may instruct the Government to apply any measures to give effect to any decision made in accordance with the processes endorsed by the Permanent Standing Committee in session. The Government may, upon receipt of any aforesaid instruction, then proceed, by virtue of an order published in the official Gazette, to make such provisions (including provisions having extra-territorial operation) as appear to it necessary or expedient for enabling those measures to be effectively applied, and without prejudice to the generality of the foregoing power, provision may be made for the punishment of persons offending against the order.


Article 4
Measures enacted by the Government may deviate from the constitution as long as they do not affect the institutions of the Crown, the Autokrator, or the Permanent Standing Committee of the Imperial Senate.

Article 5
Pursuant to Articles 3 and 4 above, a Rescript from the Government or the Permanent Standing Committee of the Imperial Senate shall have the effect of constituting a Measure or an Instruction as required.

Article 6
A Rescript as mentioned in Article 5 may be sought from the Government or the Permanent Standing Committee of the Imperial Senate by:

a) A subordinate agency of the aforementioned;
b) The Imperial Constancian Armed Forces or Trans-Euran Command;
c) A Corporation listed on with the Constancian Commercial Exchange Corporation, the ESB Financial Services of Raspur, or any other recognised brokerage of the Raspur Pact;
d) Private citizens.

Article 7 - Repeal, Extent, Commencement and Short Title

a) This Act extends to the whole of the Imperial State of Constancia.

b) This Act shall be amendable by the consent of the Synklētos and enacted by the Basileus.

c) This Act comes into force upon receipt of Vasilikí Singatáthesi.

d) This Act may be cited as the Public Administration Act 1670.
