The Euran Policy Act 1659

An Act to establish the foreign policy doctrine of the Free and Associative Kingdom of Constancia with regards to the continent of Eura

Be it enacted by the Βασιλεύς’s πλέον Βασιλεύς Μεγαλειότατε, by and with the advice and consent of the Δικαστής, in this present Σύνκλητος assembled, and by the authority of the same, as follows:—


Article 1 - Definitions and General Provisions

Section 1. The intention of the Free and Associative Kingdom of Constancia is that all nations of the continent of Eura shall be free and independent of the control of foreign colonial powers.

Section 2. The Free and Associative Kingdom of Constancia shall respect the right to national self-determination of all free and sovereign polities that reside on the continent of Eura.

Section 3. The Free and Associative Kingdom of Constancia is committed to the decolonisation of all Euran colonies presently held by non-Euran empires.

Section 4. With regards to the SANE alliance, also known as the Western Alliance, the Free and Associative Kingdom of Constancia asserts the prerogative bestowed upon it by the allied powers to be the lead nation for all military and diplomatic matters pertaining to the Trans-Euran Theatre (Eura, Corum and associated antarctic territories).


Article 2 - Freedom and Independence

Section 1. The Free and Associative Kingdom of Constancia cherishes sentiments the most friendly in favour of the liberty and happiness of their fellow-men wherever in Eura they reside, irrespective of race and creed.

Section 2. The surest manner in which liberty and the pursuit of happiness by all can be swiftly achieved is by breaking the bonds of foreign bondage and indoctrination which blemish those lands.

Section 3. Accordingly the Free and Associative Kingdom shall always give fulsome and substantial aid and assistance to all movements for national self-determination and liberation, wherever they arise on the Euran continent.

Article 3 - Self-Determination

Section 1. The territories of indigenous Euran powers, where they have been established to provide sanctuary, and to reclaim for humanity the barren portions of this cursed land, are recognised as having the precious and inalienable right to self-determination.

Section 2. However, in the struggle to survive against this hostile and ravaged biome, and in consideration of our Euran fellowship and brotherhood, it is beholden upon all Eurans, irrespective of race and creed, to set aside national differences and to work together for the common good of all Eura.

Section 3. To that end, it is manifest that all who desire to exercise their desire for lawful statehood should do so peaceably, and in a manner which is consistent with the laws of their particular home countries. This especially applies to the non-metropolitan themes of the Free and Associative Kingdom.

Article 4 - Decolonisation

Section 1. The Free and Associative Kingdom of Constancia cordially invites all non-Euran powers to review their territorial holdings on the Euran continent and to commence with programmes for the implementation of home rule and the bestowal of the recognition of full and sovereign independence upon those territories which may then take their place amongst the nations of Micras.

Section 2. With those territories and colonies hitherto held by non-Euran powers, who have declared their independence and maintain it, and whose independence the Free and Associative Kingdom has, on great consideration and on just principles, acknowledged, the Free and Associative Kingdom will not view any interposition for the purpose of oppressing them, or controlling in any other manner their destiny, by any third party power in any other light than as the manifestation of an unfriendly disposition toward the Free and Associative Kingdom, necessitating a corresponding change on the part of the Free and Associative Kingdom that is commensurate and indispensable to its own security.

Section 3. The Free and Associative Kingdom of Constancia shall no longer recognise nor make provision for the safety and security of extra-territorial roads, railway lines, or transportation corridors of any kind, established by colonial powers on the Euran continent where these overlap with or interdict the transportation routes and corridors of sovereign Euran powers.

Section 4. These extra-territorial roads, railway lines, and transportation corridors of the colonial powers shall henceforth be deemed as unlawful barriers to the movements of Euran peoples and made subject to demolition and erasure wherever they are encountered by the Constancian Armed Forces.

Article 5 - Coordination with Allies

Section 1. The Zone of Peace proclaimed by the Autokrator on 15th day of Apellaios in the year 1655, shall henceforth be known as the Sphere of Euran Sovereignty. The provisions of the aforementioned proclamation shall remain valid so long as the parties addressed therein respect and abide by the principles of the Euran Policy proclaimed by the Free and Associative Kingdom.

Section 2. All allied (Sxiro-Natopian) armed vehicles, be they aerospace vehicles, nautical vessels, or military vehicles of any description, along with all formations equal to or larger than a standard allied moíra/squadron (120 personnel), shall automatically come under the command of the Constancian Armed Forces whilst deployed to or transiting through the Trans-Euran Theatre of Operations.

Section 3. Any derogation from Section 2 of this Article must be formally sought and granted by the allied power through a formal written application to the Defence Minister of the Free and Associative Kingdom with a minimum of forty-eight hours prior notice. It shall fall within the Defence Minister's sole discretion to accept, refuse, or append conditions to any derogation thus sought.

Section 4. The limitations and restrictions of this article shall not apply to unarmed allied vehicles be they aerospace vehicles, nautical vessels, or military vehicles of any description, nor to formations smaller in size than a standard allied moíra/squadron (120 personnel), provided that the Defence Minister of the Free and Associative Kingdom is advised by the allied powers of the deployment or transit movement with at least forty-eight hours prior notice.

Section 5. The commander (Magister-Generalissimus) of the Trans-Euran Theatre Command must always be a Constancian officer of a three star rank or higher, nominated by the Defence Minister and approved by the allied Joint Military Council.

Section 6. The Free and Associative Kingdom of Constancia renounces neutrality with regards to any and all instances where an allied power has been subjected to an aggression by any third party, irrespective of any and all preexisting treaty obligations with the third party in question.

Section 7. Contingent upon Section 6 of this article, no allied attack against a third party in the Trans-Euran Theatre of Operations may be undertaken without the prior knowledge and consent of the Free and Associative Kingdom of Constancia. The Free and Associative Kingdom shall divulge no details of any such discussions to third party powers irrespective of the outcome of those discussions.


Article 6 - Repeal, Extent, Commencement and Short Title

Section 1. This Act extends to the whole of the Free Associative Kingdom of Constancia and the Trans-Euran Theatre.

Section 2. This Act comes into force upon receipt of Vasilikí Singatáthesi.

Section 3. This Act may be cited as The Euran Policy Act 1659.

- the amendment of all mentions of "Free and Associative Kingdom of Constancia " to "Peoples' Republic of Constancia"

- the amendment by inclusion of a provision for the creation and election of a Peoples' Communal Committee in every settlement throughout Eura

All motions to amend were soundly defeated when they came to a vote.
