WHEREAS, by and with the advice of Our counselors for certain arduous and urgent affairs concerning Us, the state, and defense of Our Imperial State and the Patriarchal Orthodox Faith, We have ordered a SYNKLETOS TO BE HELD at Our City of Aqaba on the 12th day of the 1st month of Phoinikaios 1686 in the 64th year of Our Reign

AND WE DO FURTHER DECLARE that proclamation of electoral winners take place as soon as possible prior to the convention of the Imperial Synkletos

AND WE DO FURTHER DECLARE that sums necessary for the conduct of this exercise as required shall be appropriated from the Treasury

AND WE FINALLY DECLARE that Our Armed Forces shall provide adequate security for all their persons

The Basileus was pleased to address the Seventh Imperial Synkletos of the Imperial State of Constancia, thusly, through the voice of the Autokrator, His Serene and Imperial Highness The Prince of Molivadia:

Imperial Senators and Dikastis of this Seventh Imperial Synkletos,

Noting Our advancement in age and grace, it is Our Command that a stronger, and more lasting Imperial State be one of Our legacies of Our Imperial House to Our beloved people. We look kindly upon Our daughter, Olympia, and desire her happiness.

We thank Our loyal Armed Forces for their service to Our Imperial State and Our Imperial House.

To this end, and towards a stronger and more lasting Imperial State, We desire the introduction of an amendment to the Magna Carta to lengthen the sitting of an Imperial Synkletos. We desire its swift passage before the adjournment of this Synkletos, thereby causing the 8th Imperial Synkletos to be one of the more productive sittings ever.

We likewise desire the review and introduction of the Magna Carta, and the result thereof of a new Instrument of Government.

We desire the review of the bureaucracy of Our government, and the restructuring thereof to ensure efficiency and effectivity in the delivery of services to Our beloved people.

His Serene and Eminent Imperial Highness The Prince of Molivadia led the Seventh Imperial Synkletos in the recitation of the required oath.

A majority of the Imperial Senators being present, and a majority of the elected Dikastis being present, in accordance with Article 46 of the Magna Carta, a quorum of the Imperial Synkletos was present.

His Serene and Eminent Imperial Highness The Prince of Molivadia declared the floor open for the election of a Speaker, in accordance with Article 40 of the Magna Carta.

Imperial Senator Garvin Hendriksson was nominated by Imperial Senator Basil Tzimiskes. No further nominations were offered by the Peers of the Imperial Senate.

Dikastis Tobias Bonilla of the Imperial Army was nominated by Dikastis Sheron Hwang of Euranikon. Dikastis Bonilla declined to be nominated.

Dikastis Claudie Perreault of the Home Guard was nominated by Dikastis Monserrate Cathey of Nisian.

Dikastis Maya Cosgrove was nominated by Dikastis Michell Bogan of Mehrshahr.

There being no further nominations, His Serene and Eminent Imperial Highness The Prince of Molivadia directed members to cast their votes.

With 227 votes for Imperial Senator Garvin Hendriksson, 42 votes for Dikastis Maya Cosgrove, 3 votes for Dikastis Claudie Perreault of the Home Guard, and 14 abstentions, His Serene and Eminent Imperial Highness The Prince of Molivadia declared Imperial Senator Garvin Hendriksson the duly-elected Speaker of the 7th Imperial Synkletos.

Imperial Senator Garvin Hendriksson was escorted to the podium to be sworn, and after being sworn, duly assumed the post of Speaker. His Serene and Eminent Highness The Prince of Molivadia, Autokrator of Constancia, took his seat as Imperial Senator.

Speaker Garvin Hendriksson thanked his fellow Imperial Senators and elected Dikastis for their support as well as the great honor done to him, and looked forward to working well with fellow members of the Synkletos.

That accomplished, Speaker Garvin Hendriksson declared that the floor was now open to elect members to the Permanent Standing Committee in accordance with Article 41 of the Magna Carta.

The session of the Imperial Synkletos was suspended for the distribution and casting of sealed ballots.

On resumption of session, Speaker Garvin Hendriksson declared the votes of each ballot, and announced the result:

Speaker Garvin Hendriksson administered the required oath to the members of the Permanent Standing Committee of the Seventh Imperial Synkletos.

On motion by Imperial Senator Theresa Leventi, it was resolved that Imperial Senators would introduce Bills by submitting written copies of the same to the Permanent Standing Committee, pending election of a Clerk of the Synkletos. Agreed to without objection.

On motion by Imperial Senator Theodora Kostopoulou, it was resolved that all members of the Permanent Standing Committee be considered Deputies to the Speaker, with authority of the Speaker in the absence of the Speaker.
Agreed to without objection.

Imperial Senator Theresa Leventi moved that the Synkletos adjourn for the day, to be summoned on the call of the Speaker or by Deputies to the Speaker, duly seconded by Dikastis Rae Cantrell of Asterapolis. Dikastis Tameka Baez of the overseas electoral district Cibola objected to the motion.

Speaker Garvin Hendriksson called the question on the motion that the Synkletos adjourn for the day, to be summoned on the call of the Speaker or by Deputies to the Speaker.

With 254 votes in favor, 24 votes against, and 5 abstentions, Speaker Garvin Hendriksson adjourned the Imperial Synkletos for the day, to be summoned on the call of the Speaker or by Deputies to the Speaker.

Speaker Garvin Hendriksson gaveled the Seventh Imperial Synkletos to order, and called the roll at 2:00 p.m.

A majority of the Imperial Senators and Dikastis being present, in accordance with Article 46 of the Magna Carta, a quorum of the Imperial Synkletos was present.

On motion by Imperial Senator Augustus Massey, seconded by Dikastis Tressa Vigil of Raspur City, it was moved that the rules utilized by the previous Imperial Synkletos, as amended, be adopted. Dikastis Vanna Nesbitt objected to the motion.

Speaker Garvin Hendriksson called the question on the motion that the rules utilized by the previous Imperial Synkletos, as amended, be adopted.

With 202 votes in favor, 78 votes against and 3 abstentions, Speaker Garvin Hendriksson announced that the rules utilized by the previous Imperial Synkletos, as amended, were adopted.

On motion by Imperial Senator Emiliano Salieri, it was resolved that there be created a post in the Imperial Synkletos to be known as the Clerk of the Imperial Synkletos, reporting to the Speaker and serving at pleasure of the Speaker; resolved further that Leon Pyle be appointed Clerk of the Seventh Imperial Synkletos. Agreed to without objection.

On motion by Imperial Senator Slavko Tadić, it was resolved that there be created posts in the Imperial Synkletos to be known as Deputy Clerks of the Imperial Synkletos, with one Senior Deputy Clerk of the Imperial Synkletos, to be appointed by, and serve at the pleasure of the Speaker, on recommendation of the Clerk of the Imperial Synkletos. Agreed to without objection.

On motion by Imperial Senator Sebastiano Sarkis, it was resolved that the Imperial Synkletos be provided with adequate security for its sittings and its members.

The First Amendment to the Magna Carta Act 1686

An Act to amend the Magna Carta

Be it enacted by the Βασιλεύς’s πλέον Βασιλεύς Μεγαλειότατε, by and with the advice and consent of the Δικαστής, in this present Σύνκλητος assembled, and by the authority of the same, as follows:—



Article 1 - Amendment of the Magna Carta

Section A) Articles 41, 42 and 45 of the Magna Carta are hereby repealed.

Section B) The First Amendment to the Magna Carta shall read as follows:

"A Synkletos that shall at any time hereafter be called, assembled, or held, shall and may respectively have continuance for seven years, and no longer, to be accounted from the day on which by the writ of summons the Synkletos shall be, appointed to meet, unless this present or any such Synkletos hereafter to be summoned shall be sooner dissolved by the Basileus, his heirs or successors.

"When the Synkletos has been ordered to conclude or dissolve, elected members shall be caused by Decree to be newly elected, and the new Synkletos shall be convoked within two years from the day of dissolution.

"There shall be a Permanent Standing Committee composed of no more than 25 members who shall represent the interests of the Synkletos when the Synkletos is not sitting."


Article 3 - Repeal, Extent, Commencement and Short Title

Section A) This Act extends to the whole of the Imperial State of Constancia

Section B) This Act comes into force upon receipt of Vasilikí Singatáthesi

Section C) This Act may be cited as the First Amendment to the Magna Carta Act 1686

Imperial Senator Acastus Vlahakis, Chairman of the Committee on Health, rose to report that the Committee on Health had considered Synkletos Bill No. 5, A Bill Providing for Rural Dentists, introduced by Dikastis Arnulfo Stovall of the Eura overseas district, and Synkletos Bill No. 6, A Bill Providing for Rural Dispensaries, Introduced by Dikastis Betsey Carde, and that the Committee on Health had voted in committee to consolidate both measures as Synkletos Bill No. 44, A Bill Providing for Rural Dentists and Rural Dispensaries, and moved that the aforementioned consolidated Bill be considered on Second Reading.

The motion was seconded by Dikastis Arnulfo Stovall of the Eura overseas district.

There being no objection, the aforementioned consolidated Bill was considered on Second Reading.

Upon direction of the Speaker, the Clerk read the title of the Bill, to wit:

As copies of the Bill had been distributed to the Members, on motion of Imperial Senator Emiliano Salieri, there being no objection, the Synkletos dispensed with the reading of the text of the measure without prejudice to its insertion into the records.

On further motion of Imperial Senator Emiliano Salieri, there being no objection, the Speaker then recognized Imperial Senator Acastus Vlahakis, Chairman of the Committee on Health, to sponsor the measure.

Imperial Senator Acastus Vlahakis praised Dikastis Arnulfo Stovall of the Eura overseas district and Dikastis Betsey Carde for authoring both measures, stating that these bills, once enacted into law, would significantly and positively impact the health of Constancians, particularly in the rural areas of the Imperial State.

Imperial Senator Acastus Vlahakis likewise thanked the members of the Committee on Health for their input during the committee hearings.

Dikastis Amie Luciano of the Imperial Navy constituency rose to move that the period for remarks of members of the Synkletos be opened, in accordance with the rules. Seconded by Dikastis Kenisha Blaylock of the Imperial Army constituency. There being no objection, the period for remarks of members of the Synkletos was opened, and Dikastis Amie Luciano of the Imperial Navy constituency was recognized.

Dikastis Luciano prevailed upon the members of the Synkletos to commit themselves to the following ten points:

First, that Constancian arms and science remain superior to any others in the world.

Second, that efforts of enemies for worldwide disarmament are a ridiculous trap of the main enemy.

Third, that Constancian diplomacy and bargaining power at any international conference, thanks to the Raspur Pact, is always more vast and flexible than that of the main enemy.

Fourth, that Peace is a but a temporary condition among states, and that preparation for aggression must be the cornerstone of defense policy, because war is direct and unambiguous.

Fifth, that every Constanciana and Raspur Pact military conflict is a moral crusade requiring the unconditional surrender of the enemy.

Sixth, that all peace-loving nations have nothing to fear in Micras, so long as the Raspur Pact prevails.

Seventh, that Constancians, especially in Eura, very much remain in danger and in the front lines, for they are not protected by time, space, and a host of allies from attack.

Eighth, that Constancia is always able to mobilize our superior economic resources and patriotic people in times of war or extended aggression by enemies.

Ninth, that the advanced weapons and continental defense systems of the Raspur Pact, established at a tremendous cost and effort, and with the triumph of the will of the loyal Constancian people, will always protect us.

Tenth, that Victory ultimately goes to the Raspur Pact, because of its uncontested triumphs with the highest national income, gross national product, and standard of living, truly, being a resident of a Pact nation is far preferable than slavery in the other decadent nations that are our enemies, or servitude in the unregulated Green, and that every Rightly-Guided Society is a shining light upon all of Micras.

On motion of Imperial Senator Emiliano Salieri, there being no objection, the Synkletos considered on Second Reading, Synkletos Bill No. 14, contained in Committee Report No. 2 as reported out by the Committee on Civil Defense and Emergencies.

Dikastis Tanja Camp of the Home Guard constituency, Chairman of the Committee on Civil Defense and Emergencies, rose to report that the Committee on Civil Defense and Emergencies had considered Synkletos Bill No. 14, A Bill Organizing the Imperial Constancian Fire Service, introduced by Imperial Senator Sapphira Demopoulou, and had voted in committee and moved that the aforementioned consolidated Bill be considered on Second Reading.

The motion was seconded by Imperial Senator Erasmus Kalfas.

There being no objection, the aforementioned consolidated Bill was considered on Second Reading.

Imperial Senator Geórgios Maniakes, Deputy to the Speaker, gaveled the Seventh Imperial Synkletos to order, and called the roll at 2:02 p.m.

A majority of the Imperial Senators and Dikastis being present, in accordance with Article 46 of the Magna Carta, a quorum of the Imperial Synkletos was present.

In accordance with Article 73 of the Magna Carta, more than two-thirds of the total membership of the Synkletos were present.

On motion of Imperial Senator Matthäus Koeppen, there being no objection, the Clerk was ordered by the Speaker to proceed with the order of business.

The session was resumed at 2:32 p.m.

On motion of Imperial Senator Acastus Vlahakis, Chairman of the Committee on Health, there being no objection, The Imperial Synkletos proceeded to the approval on Third Reading of Synkletos Bill No. 44, A Bill Providing for Rural Dentists and Rural Dispensaries, printed copies of which were previously distributed.

Speaker Garvin Hendriksson directed the Clerk to lock the doors of the Synkletos, and announced that the Imperial Synkletos would divide.

With 242 affirmative votes, six negative votes, and zero abstentions, the Imperial Synkletos approved on Third Reading, Synkletos Bill No. 44, A Bill Providing for Rural Dentists and Rural Dispensaries.

Thereafter, the following Members explained their votes:

Dikastis Ginette Snell of Arak explained that she voted against the measure because the measure does not address the needs of the people, and is vague in terms of much needed health interventions. In the absence of transparency, accountability and monitoring and evaluation provisions, she was of the mind that permitting this measure to become law would further perpetuate failed models for development and recovery.

Dikastis Dannette Cantu of Aqaba City observed that insufficient time was given to thoroughly debate this measure, and that she was casting a dissenting vote in protest.

Dikastis Shokoufeh Shahnaz Jamshidi of Raspur City explained that he cast a vote in favor because his constituency desperately needed dentists and dispensaries, and thanked all loyal Dikastis for properly interpreting the Imperial Will on this matter.

Speaker Garvin Hendriksson directed the Clerk to transmit the approved Bill to His Imperial Majesty to await His Imperial Majesty's Pleasure.

Speaker Garvin Hendriksson suspended the session.
