Prescribing State Policy on Asylum and Refugees

His Serene and Eminent Imperial Highness the Prince of Molivadia by the Grace of the Basileus Grand Knight Commander of The Order of the Great Kingdom of Constancia, Kanikleios of Basileusa Megaliotate and Autokrator of Constancia, Co-Ruler of the Kingdom

To all whom these commands shall come, the Autokrator sends

GREETING:

WHEREAS the condition of stateless persons and the condition of the oppressed peoples of the world deserve the interest and attention of the Imperial State of Constancia,

In the name and with the authority of

Πετερ Τηε Τηιρδ Basileus, Supreme Lord of Vey, Portus Felix, Ad Pontes, Elaion, Craiss and Metaxia, Cario, Idolgi, Ithonion, Oranjesion, Nivardom, and Aqaba, Defender and Protector of the Patriarchal Orthodox Faith

LET IT THEREFORE BE KNOWN that this Decree shall codify the laws and policies of the Imperial State of Constancia with respect to exiles, refugees and asylum with respect to the Imperial State of Constancia

AND WE DO FURTHER DECLARE that interested individuals may petition for asylum in any diplomatic post of the Imperial State of Constancia, or to any diplomatic or consular official of the Imperial State of Constancia

AND WE DO FURTHER DECLARE that interested individuals may petition for asylum in any air, land, or sea port of entry of the Imperial State of Constancia

AND WE DO FURTHER DECLARE that Ministers of the Government, Ambassadors and Consuls of the Imperial State of Constancia, the Director of the Borders Control Agency, may grant applications for asylum, and place such individuals within the protection of the Imperial State of Constancia

AND WE DO FURTHER DECLARE that the Asylum and Refugees Commission is established to implement this Decree, with authority to grant applications or appeals for asylum, approve residency, and grant citizenship or denizenship in the Imperial State of Constancia, by majority vote of all its members

AND WE DO FURTHER DECLARE that the following individuals are appointed to the Asylum and Refugees Commission:

Metis Stephanidis, Chief Commissioner
Tabitha Tomara, Commissioner
Michaela Hatzi, Commissioner
Agilulf Vasilescu, Commissioner
Cal Goatmilk Kalkul Sahib, Commissioner


AND WE DO FURTHER DECLARE that the Commission may promulgate its own rules, determine its own staffing requirements, employ or dismiss employees, and establish subordinate offices as necessary

AND WE DO FURTHER DECLARE that the Commission may detail or deputize personnel or agencies from the Government of the Imperial State of Constancia to assist them in their duties

AND WE DO FURTHER DECLARE that such necessary funding for their expenses shall be appropriated from the Basileusan Bank

AND WE DO FURTHER DECLARE that the Commission shall convene at least weekly in closed session to perform its duties

AND WE DO FURTHER DECLARE that no person shall molest nor harm them under pain of my displeasure

AND WE DO FURTHER DECLARE that previous legislation on this matter remains intact and unamended, and supplementary to this Decree

AND FINALLY WE DECLARE that these commands reach all Subjects in the Imperial State and all others throughout Micras

WITNESS Ourself at Government House, this 3rd day of the 7th month of Dodekateus 1677 in the 58th year of His Imperial Majesty's Reign
