Daocheng Construction program

Update concerning the construction project of Daocheng. The City itself has reached, at the moment, reached 2 million citizens. The current region (which can be seen on the map) lies between the Yellow and White River and mostly depicts Daocheng City itself: the Restricted City, Outer and Inner City.

Goal is to finish the territories within the Restricted City and expand the countryside (with exception to the territory north of the Golden Gate, which acts as the food supply within the walls).

A short explanation
Daocheng Palace
1. Inner Forbidden City, or Administration City (Xíngzheng): home to Emperor. No Jingdaoese or foreigner can set foot into this part of the city without having underwent rigorous screening. Servants in the Inner City hardly ever leave the premises and live in the Outer City. In most cases, their children succeed their parents.

2. Outer Forbidden City, or Heavenly City (Tianshang): while a bit more accessible, only higher ups are allowed to enter. Important diplomats and bringers of tribute are welcomed in the Halls of Eternal Peace. It houses several administrative buildings, including the Pagoda of the War Council.

Restricted City
3. The Restricted City (Xianzhì) is the home to over more than 2 million Jingdaoese. While open for both visitors and non-Jingdaoese, there are certain restrictions: one must purchase a Residence Pass to enter, non-Jingdaoese can not purchase property within the Wall and Rivers and foreigners can not rent a home or room in this part of the city (instead they are obligated to seek a hotel in other districts).
The City is overcrowded, but houses a large number of monuments, parks and museums. It's both the administrative as cultural centre of the Empire, which is reflected into its many important buildings.

4. Imperial Procession Boulevard: an important boulevard, which leads from the Palace to the riverside, where the National Museum is housed. Military parades and the imperial procession (when an emperor ascends the throne) passes this boulevard.

5. The Great Catodral is the largest catodral in the world. A huge statue of the mythological Ying Emperor can be found inside. Statues of each Heavenly Light is placed in the catodral. Tombs of important nobility can be found below.

6. Colonial Exposition Park: with the ascension of the Chidao Emperor on the Throne, orders were given to construct a location where the citizens could enjoy the riches and specialities from all over the Realm. Both the oversea territories and provinces made contributions to expand its collections. Plans are made to move the Batavian crown jewels from Tianhoucheng to the Batavian Exposition Building. A whole city quarter was demolished and its citizens moved to other city districts.

7. Huise Castle: one of the few buildings which predates the founding of Daocheng in this region. Once a castle which dominated the river, later a hospital, then a penal colony and now a prison for dangerous criminals and opponents. The island falls under jurisdiction of the Tegong.

8. Haigui Palace: constructed on the orders of the Haigui Emperor in 1623 AN. The small ducal residence was expanded and transformed into the summer residence of the Emperor. It housed both the Imperial Yuan and Seanad, until its abolishment by the Chidao Emperor. Today, the Seanad - acting as an advisory council concerning regional matters - had moved to the Yuan building, while the Seanad hall (which also acted as the entrance to the palace) is transformed into the welcoming hall of the Imperial Household (effectively moving a part of the imperial administration to the Haigui Palace).

9. Jade Palace: home of the Second Prince(ss). Purchased and rebuilt by Second Princess Yuling (the Meiyo Emperor).

10. Central Station: one of the largest stations of Jingdao and worthy of its name: from all directions, trains enter the capital and end up in this station.

11. Golden Gate: the main entrance of the capital city. It gives access to the countryside.

Outer City
12. Huangdi Palace or Quarter: the residence of the First Prince(ss) (the crown prince). It has large gardens, is protected by both a wall and the river and canal and only accessible through a ferry.

13. Dasha Quarter: built on a hill, lives the richer elite of the Empire. Governors, important officers, diplomatic personnel,... most of them have access to this city district. Lake Zettai (artificially made on orders of the Dashi Emperor and finished during the reign of the Zettai Emperor) at the bottom of the hill is a popular place to enjoy nature within the City Walls.

Looks great. I imagine other cities in the empire have bigger populations?

Once finished, the city as a whole should count around 8 million civilians, which would be comparable with the Chinese city of Wuhan. I imagine that certain city quarters outside of the Restricted City is even more overcrowded than what we have here already. Especially after the War and integration of the eastern tribes, I imagine an influx of refugees and immigrants.

That being said, Daocheng is - in the end - a relative young city (40 AN years).
