FRAMEWORK OF LAW

of

The Duchy of Egale


Article One: The Duchy of Egale
  1. The Duchy of Egale, or shortly Egale, is the territory under the name of Egale as constructed in the custom and tradition of the Royal Tsardom.
  2. Egale is an autonomous region within the Royal Tsardom of The Marches and The Princely Isle for as long as it is associated with that the Fundamental Royal Decree.
  3. Egale is governed in accordance with this Framework of Law and the Fundamental Royal Decree, and all applicable Ducal and Royal Decrees, and all applicable legislative acts of the Assembly of the Learned and the People.
Article Two: The Duke
  1. The Duke of Egale, or shortly the Duke, is the symbol of the Tsarina's authority in the Duchy.
  2. The Duke is appointed under the provisions of the Fundamental Royal Decree.
  3. The Duke shall have and enjoy all the privileges, rights, responsibilities and immunities of the Tsarina, unless otherwise decreed by the Tsarina.
  4. The Duke is the ceremonial leader of the government of Egale, but shall only take an advisory role in the day-to-day administration of Egale. The Duke may act as the Tsarina's representative irrespective of that.
  5. Power of the Duke. The Duke
    • Has, as the Tsarina's representative, the right to encourage, to warn, to be consulted, to provide comments, to offer support and critique in all matters of state, including the government, the Assembly, their acts and representatives and members, etc, either on the Duke's behalf or on behalf of the Tsarina.
    • The Duke has the right of veto of legislation once, in which case it shall return to the Assembly that may pass or reject it again with the same majority as it would originally.
    • The Duke has the right to dismiss the government and the Assembly, only jointly, therefore causing a fresh election.
Article Three: The Assembly of the People
  1. The Assembly of the Learned and the People, or shortly the Assembly, is the legislative chamber of Egale and the demesne's first institution.
  2. There shall be 100 members of the Assembly.
  3. The Assembly comprises of elected members.
  4. The procedure and method for electing members shall be outlined by law of the Assembly. If no such law exists, the majority bonus proportional representation system shall be used for elections.
  5. The procedures and methods for electing members shall be invoked every three Natopian years, or upon the dissolution of the Assembly.
  6. The Presiding Officer of the Assembly is the Non-Speaker. The Non-Speaker shall be a member elected by the whole Assembly.
  7. Power of the Assembly. The Assembly
    • Legislates by Act in accordance with the Fundamental Royal Decree and this Framework of Law.
    • Holds the government of Egale to account.
    • Suggests amendments to the Framework of Law.
Article Four: Autonomy
  1. The autonomy of the government of Egale and the Assembly exceeds to
    • loca administration, health, culture, education, civil law and criminal law.
  2. The autonomy of the government of Egale and the Assembly of Counts do not exceed to, being bypassed by the Royal Will,
    • Foreign policy, taxation, currency, defence, faith and religion matters and all power reserved for the Tsarski Throne, the Imperial Government, the Frenzy and the Emperor.
  3. The government and the Assembly are further empowered to legislate in any other area provided that such legislation does not contradict existing law of the Royal Tsardom.
Article Five: Amendments
  1. This Framework of Law shall be amendable by the following procedure: an amendment is adopted by the Assembly; the Duke, or the Tsarina, consents to the adopted amendment; the amendment shall then be put as a referendum question to the people of Egale; should the question be resolved in the affirmative, the amendment shall have immediate effect, if not otherwise specified.
  2. The Tsarski Throne shall have the right, in extraordinary circumstances, to suspend the Framework. In such circumstance, and if possible, the Assembly shall still need to approve policies that would normally fall within its legislative remit.
