The Council of Raschals, governing council of the free cities of the Jacian Federation in the sight of Cato and all the saints have come to proclaim the following law which will be enforced immediately:

The Malak, being the supreme patriarch of the Jacian cities and being the father of our federation has to live his life for the cities of Jacia only and should not be chosen, elected nor appointed to any office, title or place that might compromise the position of the Malak as the representative for the Jacian people. The Malak will henceforth be assumed to always reside and stay in one of the cities alligned to the federation. Exeptions to this rule will always have to be granted by the council of Raschals.

After proclaiming this law, Aeneas Malak will be requested to relieve himself from all duties contradicting this law.
