I recall Duke Balarak appointing Ric as his heir (a role he seems to have declined) and haven't heard anything since to clarify the situation. Is Balarak still duke then?

AFAIK Balarak appointed Ric as heir, but did not abdicate. Therefore Balarak is still Duke, currently without an heir because of Ric's refusal.

Fair enough. So if the Elwynnese on the other side of the border decide to open negotitians, will Balarak be representing the duchy or has he delegated that potential task to you? Because as I said in the other thread, if a deal is now a real possibility, then it's probably time for me to start taking notice of the discussions.
