Extending the life of the Sämling (Rules) Act 1677
An act to regulate the procedures for extending the session of the Sämling in emergencies, and for connected purposes.

1. Definitions
a) A 'session of the Sämling' shall be the time defined when the Sämling is sitting between dissolutions and elections announced by the Lord Lieutenant.
b) An 'emergency in relation to this Act" shall mean the common agreement of an exceptional constitutional crisis or emergency.
c) The 'Sämling Leadership' shall be comprised of the party leaders of parties representing no less than two-thirds of the members of the Sämling.

2. Conditions for validity of an emergency
a) The provisions of this Act may only be invoked in situations of an emergency in relation to this Act.
b) An emergency in relation to this Act may be declared by either: the Sämling, the Sämling Leadership, the Lord Lieutenant and the Faro.
c) In order for such an emergency declared by the Sämling to be valid, the Sämling should pass a motion with a two-thirds majority that shall be certified by the Lord Lieutenant. Whipping on such motions shall be illegal.
d) In order for such an emergency declared by the Sämling to be valid, there should be a credible argument as to why the Sämling cannot hold a vote under c) and the entire Sämling Leadership must be unanimous about the decision to declare.
e) The Lord Lieutenant may declare an emergency as he seems fit.
f) The Faro may declare an emergency as he seems fit.
g) The Faro may at any point terminate an emergency, and/or declare any emergency, and its effects, to be null and void.

3. Effect of the emergency
a) Any declared emergency shall waive the requirement for an election to the Sämling until the end of such emergency.
b) An emergency may not suspend any Act of the Sämling, nor any other measure in relation to the functioning of Government.
c) During an emergency, the session of the Sämling continues.
d) An emergency may not be longer than two standard terms of the Sämling.

4. Termination of an emergency
a) An emergency may be terminated, in addition to the method outlined in 2. g) by those that declared it.
b) An emergency may be terminated at any time by a two-thirds majority vote of the Sämling.

6. Enactment
a) This Act comes into force upon receipt of the Lord Lieutenant's sign-manual.
b) This Act shall be known as the Extending the life of the Sämling (Rules) Act 1677.
c) This Act supersedes any previous act of the Sämling.
