[Procedural Motion] Rules of Procedure

President Rorschach presents his compliments to the Imperial Conference and asks it to debate upon and approve the following rules of procedure, taken for the sake of consistency from the Rules of Procedure for the Frenzy.
The Laws Relating to the Structure of the Imperial Conference
(From the Caprine Code)



1. The Imperial Conference is established as a political, consultative, advisory council with limited legislative powers.
2. The Imperial Conference is subordinate to the Frenzy and supports the Frenzy's purpose of legislating for the Empire.
3. The Imperial Conference is composed of Advisers selected by active demesne, recognized political parties, religious organizations, and ethnic group associations.
3.1. Each active Demesne Union (or unattached demesne), is accorded a number of Advisers equal to the total posts in their forum divided by ten, rounded to the nearest whole number. Each Demesne Union's government may compel its Advisers to vote a certain way.
3.2. Each active political party is accorded a number of Advisers equal to the number of registered members multiplied by ten. Each political party may compel its Advisers to vote a certain way.
3.3. Each active religious organization is accorded 20 Advisers, regardless of active membership. Each religious organization may compel its Advisers to vote a certain way.
3.4. Each active ethnic group association is accorded 10 Advisers, regardless of claimed membership. Each ethnic group association may compel its Advisers to vote a certain way.
4. The Imperial Conference will debate policies and proposed laws according to their own procedures.
4.1. A President of the Imperial Conference will be elected by a majority of Advisers to serve as parliamentarian, clerk, and spokesperson.
5. Policy decisions of the Conference will take the form of non-binding resolutions that will serve to inform the Frenzy and Imperial Government of the wishes and desires of the Natopian Nation.
5.1. The Imperial Conference may pass resolutions on any topic of national or regional importance.
6. Additions to the Caprine Code may be proposed by the Imperial Conference by passing a Referendum and then presenting the Referendum to the Chancellor or Speaker of the Frenzy.
6.1. The Referendum will need to be passed as a Frenzy Bill before becoming law.
7. The Imperial Conference will be adjourned and reconvened at the same time as the Frenzy.
7.1. Adviser representation will be readjusted at the start of each new Frenzy Session.


The Rules of Procedure


1 The debating period for a Policy Proposal or Referendum Bill begins once it has been proposed, and lasts for at least 1 day.
1.1 The sponsor of a Policy Proposal or Referendum Bill may declare it to be withdrawn at any point during the period of debate.
2. The voting period for a Policy Proposal or Referendum Bill will begin after a representative moves the question, and a second representative approves. Voting will last no more than 3 days from the time of the seconding motion. The President may close a vote early if a) all representatives have voted or b) the outcome cannot be changed by uncast votes.
2.1 An Adviser may call for a vote to be passed by unanimous consent.
2.2 When seconded, motions for unanimous consent will enter into a 3 day voting period. All Advisers will be assumed to have cast an "aye" vote unless they explicitly cast a negative vote before the 3 days have ended.
2.2.1 If a negative vote is cast, then a normal voting period begins automatically at that time; voting will last no more than 3 days and all Advisers must cast their votes, affirmative or negative, for them to be counted.
3 Advisers are encouraged to remind their colleagues of proper decorum, that voting has finished, that votes cast after a deadline cannot be counted, and of any breach of procedure.
4. Any Adviser may propose amendments to a Policy Proposal or Referendum Bill while it is being debated. Grammatical, factual, stylistic, or other cosmetic changes are considered friendly by default and the Sponsor or President may freely amend such suggestions making careful note of the changes. Should a Sponsor disagree with an amendment, an amending vote will begin in which a majority of present Advisers must approve of the amended version. Amending votes will last 3 days.
5. Should a situation arise that is not defined by these procedures, the President will issue Guidance Procedures to be followed until these Rules can be amended by the Imperial Conference to incorporate the Guidance Procedures into the Rules of Procedure.
7. Aside from Guidance Procedures issued by the President, any new procedures passed by the Imperial Conference will not take effect until the next Imperial Conference session is called to order.
8. An Adviser shall be taken to be representative of his or her advisory bloc unless otherwise indicated.
A period of 24 hours is hereby conferred for the purpose of debate.

The President has responsibility to speak for the Imperial Conference on ceremonial occasions; to represent the Imperial Conference as its ambassador; to preside over proceedings of the Imperial Conference; to ensure the security of Advisers and their right to freedom of speech within proper procedure; to promote and encourage the adoption of a free, direct and democratic system for electing Advisers to the Imperial Conference.

Mr. President,

I rise in opposition to the amendment presented by Ms. Saaryan.
...to promote and encourage the adoption of a free, direct and democratic system for electing Advisers to the Imperial Conference.
The amendment presented here seems to be an effort to hijack the ability of demesnes to prescribe for themselves how their Advisers to the Conference are selected by imposing her values on the Conference.

It should be our policy to let individual Demesnes prescribe for themselves how to do this, and for each to follow a course suitable to their traditions.

A minor correction in the rules of procedure, clause 2, all references to "Representatives" should be "Advisers."

The Lengois delegation proposes that the amendments by Ms Saryaan be split and called Amedment 1, 2, and 3, and that we begin an immediate vote on amending the proposal as it now stands for each of the amendments.

Should a Sponsor disagree with an amendment, an amending vote will begin in which a majority of present Advisers must approve of the amended version. Amending votes will last 3 Gregorian days.
5. Should a situation arise that is not defined by these procedures, the President will issue Guidance Procedures to be followed until these Rules can be amended by the Imperial Conference to incorporate the Guidance Procedures into the Rules of Procedure.
7. Aside from Guidance Procedures issued by the President, any new procedures passed by the Imperial Conference will not take effect until the next Imperial Conference session is called to order.
8. An Adviser shall be taken to be representative of his or her advisory bloc unless otherwise indicated.
9. The President, who is elected to the post by the Imperial Conference, remains in office, even between sessions,until the Imperial Conference reconvenes to elect a new President, or confirm the incumbent, at the start of a new session, or until he/shethe President has met either of the following criteria: a) death, b) resignation, c) loss of membership in the Imperial Conference, or d) no longer enjoys the confidence of the Imperial Conference
10. The President has responsibility to speak for the Imperial Conference on ceremonial occasions; to represent the Imperial Conference as its ambassador; to preside over proceedings of the Imperial Conference; to ensure the security of Advisers and their right to freedom of speech within proper procedure; to promote and encourage the adoption of a free, direct and democratic system for electing Advisers to the Imperial Conference.

President Rorschach has accepted the first and third amendments proposed by Ms Saaryan as friendly and to the benefit of the Imperial Conference. The clerical amendment to clause 2 has also been accepted. There remains then the question of Ms Saaryan's second amendment concerning clause 9 of the Rules of Procedure:
9. The President, who is elected to the post by the Imperial Conference, remains in office, even between sessions,until the Imperial Conference reconvenes to elect a new President, or confirm the incumbent, at the start of a new session, or until he/shethe President has met either of the following criteria: a) death, b) resignation, c) loss of membership in the Imperial Conference, or d) no longer enjoys the confidence of the Imperial Conference.
The delegations shall have (37 Norton Days / 3 Gregorian) until 15 Dankember 1657 to vote either for (Aye) or against (Nay) the amendment.
