To Allow Convenient Style Changes for the Demesnes
Section A
In Section 16 the following text is added: "7. The leader of a Demesne or Demesne Union may request that the Chancellor make amendments only to this Section for the exclusive purpose of changing the style and/or name of that leader's Demesne and/or Demesne Union.

Mr. Speaker, it has long been a tradition that each and every line of the Caprine Code is approved by a vote of this Frenzy. Should we change this for a matter which is clearly not urgent by its very nature?

The Chancellery understands the motivations behind the bill. However, the Chancellery is concerned with its language and with the potential for abuse.
The bill "may request" that the "Chancellor make amendments" that are dealt with the style or name of a demesne or demesnal union. But is the Chancellor obliged to do it? Is the Chancellor even, by the language of the Caprine Code, after this amendment, authorized to make the amendment?
Further, what if a demesne decides to call itself something that is abhorrent to Natopian values and ideals? Or something that goes against the very nature of Natopia?
I must side with Princess Olympia – a name is not an urgency, and the Frenzy is not overburdened with work. If a name change is uncontroversial it can take at the very shortest [4 IRL days] to get it done. That is not hard for a demesne to sit and wait for.
