I have had the honour to call you, my royal cousins, to this meeting. Our union is new and it is always good for us to get to know each other and... uh... see how different we are... and uh... yet be able to understand each other and respect our... uh... differences.

I have a proposed agenda:

1. Present

2. Election of Emperor
Please note, only members of the house of Rossheim are eligible for emperorhood

3. Rule on proxies
When and how are proxies allowed in this Council, if at all?

I would like to thank Emperor Nathaniel for taking the initiative while I was detained with important matters. I support the proposed agenda, but would like to add one further matter of business to Item 2: the Imperial Charter states that the Emperor should hold the throne for 30 years Ab Sectora Condita, but I propose that to make things less complicated, we elect a new emperor each mundane month, with the election concluding before the current term of office expires.

I am present. And I support the agenda, subject to the proposed amendment by the Imperial Regent.

We seem to be all in order. Shall we go on to the next point of the agenda, with the amendment by the Imperial Regent?

Are there any candidates for the position?

For the convenience of the Council, I have compiled a list of the eligible members of the House of Rossheim:

• Max I, King of Leichenberg
• Max II, King of Steeria
• Sadamara, King of Riskai and the Idunn Isles
• Mira Raynora Major, Queen of Lichbrook
• Mira Raynora Minor, Queen of Lichbrook
• Lyssansa, Queen of Lichbrook
• Octavia, Princess of Highpass

I should add that our esteemed fellow, the Khan of Karalakh, while also descended from the House of Rossheim, is not considered elligible at this time.*

I wish to nominate Her Majesty Mira Raynora the Elder. Not long ago returned to us from what some call a purgatory (we all know it was different though), she has ruled Lichbrook and Shireroth through many toils and dangers. She has shown skills in diplomacy and rule, and I feel we would be very safe with her at the helm.

A fine choice! Would anyone else wish to make a nomination?

As a brief aside, it occurs to me that we may wish to consider setting down some procedure for future elections, i.e. time limits for nominations and voting etc.

Although the formidable credentials of the nominated Queen of Lichbrook cannot be denied, I wish instead to nominate His Majesty Max II, King of Steeria. He and the Princess of Highpass spent some time at the head of the Sanguno-Leichenbergish Union, and he has a continuing and recent connection with the Cibolan portion of the Empire and its affairs.

Of course. My nomination was in no way made to imply that any other potential candidates, particularly of His Majesty King Max II, was of any less worth.

It would now appear that we have to candidates. I move that once we are ready to vote, we will vote over a period of 72 hours, and that when that period is over, Her Majesty the Queen of Tieya and I will attest to the final result and proclaim the new Emperor or Empress.

Dear colleagues, my apologies for the delay!

As no further candidates have been nominated, I suggest we proceed to a vote.

It would now appear that we have to candidates. I move that once we are ready to vote, we will vote over a period of 72 hours, and that when that period is over, Her Majesty the Queen of Tieya and I will attest to the final result and proclaim the new Emperor or Empress.

I think that is a very sound idea. Perhaps we might also consider another possibility, though? It seems to me only fair the the candidates should be nominated by those members of the Council who are ineligible to occupy the throne themselves.

Each sovereign who is not a member of the House of Rossheim may nominate one candidate; once all have either submitted a name or declined to so- or a period of 72 hours has elapsed- then voting begins and last for a further 72 hours. At the end of that period, the Queen of Tieya and Prince of Walstadt shall declare the result. The emperor-elect shall then assume the throne on the first day of the next month.

If we stipulate that the voting process must begin no later than the 15th of each month, we can ensure a smooth transition of the Imperial Office.

If we are commencing with the vote, then: I submit mine for the King of Steeria.

Before I cast my vote, will the new emperor/empress assume the throne upon the vote's conclusion or on the first of December?

That depends on what the Council wants, but I feel it would be best to ensure that we have both an emperor and an election procedure fully in place by 1st December !

I support that.

I cast my vote, under the pretext that the elected emperor takes the government on Dec 1, for Her Majesty Mira Raynora the Elder, the Queen of Lichbrook.

It is a tough choice, as both candidates have shown themselves to possess statesmanship of the highest callibre. However, honour requires me to cast my vote in favour of my grandson, Max II, in gratitude for his readiness to step down from the Leichenbergish throne upon my return.

If the other royal members of this council wish to vote, they should do so before 17:30 UTC, because voting will close then.
