The importance of registration and monitoring

Our prospective treaty partners on Tapfer have raised questions about the Jingdaoese policy to monitor the movement and consumption patterns all people residing within the Island Federation. In this document I will list the reasons why the Jingdaoese State monitors all people within its borders.

The following societal reasons exist for the monitoring system:

- To forecast, prevent and correct dangers to the stability of the state.
- To forecast, prevent and correct dangers to the health of the population.
- To forecast, prevent and correct mass-migration within the Island Federation.
- To forecast, prevent and correct the spread of false ideas throughout society.
- To gather detailed information about the behavior and yearnings of the general population and use this as a basis for government policy.

The following individual reasons exist for the monitoring system:

- To forecast, prevent and correct the development of criminal tendencies within the individual.
- To forecast, prevent and correct the development of extreme patterns of consumption.
- To forecast, prevent and correct the development of false ideas.
- To recognize and correct mental and physical illnesses.
- To make each individual reachable by relevant authorities within 2 hours at all times.

It is for this reason that any individual within the Island Federation shall have to carry his identity card with him or her at all times. This card contains a chip which can be used for an individual to register his actions in, among other occurrences, the following cases:

- Whenever entering or leaving a property that is classified as a living quarter or lodge. This includes both the primary residence of the individual as the residence of a relative or acquaintance (living quarters), as well as hotels or hostels (lodge).
- Whenever the individual wishes to purchase goods which have are considered essential, including but not limited to foodstuffs, soaps, and different varieties of fuel.
- Whenever the individual wishes to make use of public transport.
- Whenever the individual crosses the border of a district.
- Whenever the individual wishes to make use of a Wang terminal.
- Whenever the individual visits a doctor or other medical professional.
- Whenever entering or leaving a work place.

All data that is the result of these registrations, not only time and location, but also for example the route of travel, details of a medical examination, activity on a Wang terminal will be stored for 10 daor. This data will be analyzed. All data will be automatically scanned for discrepancies. Data showing discrepancies or data of individuals of interest will also be manually reviewed by the Tegong.

Certain unloggable actions, such as the use of analogue media like vinyl music disks, stationary and paper books are strictly prohibited. Please check with your local Compliance Officer for more information.
