Yo, listen up, Your Majesty!

A High Priestess wishes to convey that she should like to, on behalf of the Imperial Storish Government, engage in talks with you about certain matters with regard to the Lake District of Hurmu, an area which is currently divided between Craitland, through its territory of Lakkvia, and Stormark, through its Jarldom of Frostarike and the Lake District.

The matters Her High Holiness should like to discuss with Your Majesty include:
  • right of pilgrimage and travel;
  • the Hurmu gate;
  • fishing zones/maritime borders;
  • lake sovereignty.
It is Her High Holiness' sincere Hope, Wish and Desire that the proposed talks between Her and Your Majesty shall culminate in a treaty betwixt the Kingdom of Craitland and the High Realm of Stormark, to be called The Lake District Treaty, in which the matters aforesaid are included.

I hope you don't mind my interruption. A reconstruction of the Hurmu Gate would be an interesting idea, I don't know what happened to the statue of Sisera they made out of it. But the Island Federation would be happy to acquire that.

Following my last message in your initial thread, thank you, High Priestess, for beginning these discussions between Craitland and Stormark.

Given the shared history our nations have in the lake district around the homelands of the former Hurmu, the four areas of matter you named are of course of paramount interest with the recent expansion to the length of the border between us. I shall cover my initial thoughts for each point below:

Pilgrimage and travel: I'd like to think that we may be able to allow for different travel restrictions for people of different descents crossing our border. For example, ethnically Hurmudan travellers could require less necessary documentation due to the traditional reaches of the Hurmu nation beyond our current national boundaries in the region.

Hurmu Gate: I'll admit I'm not entirely certain of the exact whereabouts of the Hurmu Gate, so I don't know if its site is found in current Craitish or Storish lands. However, wherever it is situated, it would indeed be important to consider certain aspects of maintenance, protection and use of the gate.

Maritime zones: I have noticed that both Craitland and Stormark were at least observers to the MTO's Conference on the Laws of the Seas, which I believe would be a factor in discussing maritime issues. With no other nations in the immediate vicinity of the land in question, however, there may be room for extra agreements in waters further afield.

Lake sovereignty: I'm not sure if any of the Hurmudan lakes have known universal names, but the most easterly two of the northern group of four are the only ones shored by both Craitland and Stormark. With both having a majority of their respective shores in one nation, the division of water for a recognised border is perhaps less clear-cut than some other shared bodies of inland water elsewhere, so they would maybe need further specification.

Thank you again for your beginning of these talks, and I hope we can pursue an agreement in which to put into official written diplomatic discourse shortly.

Yours,

Thank you for your input, Rasmus; do not think of it as an interruption. Any information that could be helpful to our and Stormark's cause with the Hurmu Gate is always welcome!

A High Priestess wishes to convey that His Majesty is exuberantly welcome! :-D

She furthermore directs His Majesty's to this topic on Shireroth's old forum where he can find the names of the six Sacred Lakes of Hurmu.

A High Priestess also should like that there be a provision in the treaty that both monarchs shall add, in accordance with the laws and customs, the title of Guardian of the Lakes of Hurmu to their titulary. Aforesaid title is the traditional title of the monarch of the country in which the Sacred Lakes of Hurmu are situated.

Her High Holiness also should like a provision to included in the treaty about certain ancient traditional holiday retreats of the High King, namely: Cashma House and Old Windmill House. The High King has been involved with those buildings ever since days long gone by when he was Prince of Hurmu. For examples of such possible provison she should like to direct the attention of the Sovereign of the Craitish Realm to Article 2 of the Riqi Adurellion-Stormark Treaty as well as Article 5 of the High Realm - Hurmu Treaty.

A High Priestess wishes to express that would be much appreciated if there could be a right for the Hurmudanic community to go on pilgrimages to the Craitish parts of the Lake District, to visit the Lakes and the places of memorial of their family members, friends and ancestors. Naturally, any Hurmudan of Craitish nationality should have similar reciprocal rights here in Stormark.

The Storish Ambassador to Craitland also wishes to bring forward that the former sovereign state of Hurmu and the High Realm had concluded the High Realm - Hurmu Treaty. In Article 8 of the aforesaid treaty the territorial waters and exclusive economic zones of Hurmu and Stormark in the north of the Heartland were defined. The western delineations would still be applicable, but following the annexation, new delineations must be made on the east side of Lakkvia.

Her High Holiness also agrees that for the two lakes that share Craitish and Storish shores, the lakes Dawnuok and Arquous, a division of the water for jurisdictional purposes would indeed be needed. For all six of the lakes she would desire strict environmental regulation.

A High Priestess wishes to convey to His Majesty that she has made a first draft of the Treaty which he may find in the post below.

Her High Holiness took the liberty to refer to the Craitish police as Royal Craitish Constabulary and she also requires a name and location for the Royal Craitish Holiday retreat in Stormark, things she would be most happy to provide you with if you wish so. The images of the maps regarding the sovereign waters are still to be made, but action has been taken with regard to their creation.

Oh wow, that's a lot more than I was expecting to return to. Thank you for your work on the treaty drafts! I'll respond to the points you raised in discussing first.

Thank you for the reference for the names of the lakes of Hurmu; I shall have to make note of them from now on.

While I am more than happy to add such a historical title as Guardian of the Lakes to my address' official long form, I hope you understand that for most documentation, I shall continue to only use King of Craitland in signatures as an all-encompassing highest ranking.

On the cause of the traditional Storish holiday retreats, I would prefer for the properties mentioned to have the same legal and territorial standing as a diplomatic embassy, rather than for the lands to have separate sovereignty from their surrounds. My main reasoning for this request is for the simplification of the legal issues of the land should either Craitland or Stormark no longer sustain their claims on Micras - with neither area of land being large enough for representation on the MCS's claimsmap, should such a situation arise, it could cause a few problems. If my request for the properties to have the same jurisdiction as embassies to amicable, that would allow for a set-up similar to that proposed in your treaty draft; with the Storish Valiant Vixens working in coöperation with Craitland's Police for the protection of said land. For Craitland's holiday retreat, if that is a requirement, I would like for you to provide a name for the property.

I would also like to thank you for your work on the maps showing the proposed territorial waters on both the coast and our shared lakes.

Aside from the points above, I feel the remainder of the treaty is perfect for our needs!

A High Priestess has amended the draft treaty in accordance with His Majesty's concerns. He may find the amended treaty in the subsequent post.

She has also chosen Hornwood House as the Craitish holiday residence in the Lands of Stormark. Hornwood House is situated in a forest called Hornwood on the Isle of Skye in the Storish Biland that is called the Earldom of the Suðreyjar. The property and its grounds neighbour the lands which surround Saint Andrews Hall, which is the residence of Your Majesty's mother-in-law Her Majesty Queen Victoria II of the former Kingdom and Empire of Victoria and Her husband Prince Alfred, the Duke of Home. Your Lady Wife and Queen Consort can therefore visit her Lady Mother without having to stay under the same roof as her mum. :-D

Her High Holiness also wishes to explain that the Suðreyjar Riges Gestir is the police force of the Earldom of the Suðreyjar. They will police the Hornwood grounds together with the Royal Craitish Constabulary for they do not permanently operate in the Storish Bilander.

Thank you for the information; the proximity to Saint Andrew's Hall shall be a great boon for Queen Anika and I when visiting Stormark at the same time as her highness' parents. While we do have an amicable relationship, it is of course nice to not get under each other's feet :wink:
Her High Holiness also wishes to explain that the Suðreyjar Riges Gestir is the police force of the Earldom of the Suðreyjar. They will police the Hornwood grounds together with the Royal Craitish Constabulary for they do not permanently operate in the Storish Bilander.
Not a problem, we are trusting of your judgement of the best means of policing your own lands. As a side-note from a Craitish standpoint, there is no such thing as a "Royal Craitish Constabulary"; the Craitish Police Force is our only domestic policing establishment. I have amended the treaty to reflect the official nomenclature and added my signature in the following post!

Fantastic, thank you. Hopefully there are no problems to proceedings! As you may know, Craitland has no parliamentary ratification process, so the addition of my signature is the final stage from our side of the treaty :)
