1. The territories of the Elian Lands in and around Cibola are reorganized under a Viceroy of the Two Martyrs – Saints Elijah and Asara – and the territory combined shall be known the Viceroyalty of the Two Martyrs.
2. The capital of the territory shall henceforth be known as Asara Eliana and shall comprise two lordships – Asaraburg/Asarashi and Kinnladehügel/Gakkotsuzuka (Mandible Hill).
3. Appointed as Vicereine of the Two Martyrs: Juana Beazcoetxea Hernández
4. The Viceroyalty consists of two Provinces:
   
   
   1. Asara Eliana – consisting of the territories of the Elian Union on the Cibolan mainland – which shall be divided into nine lordships.
   2. Jazâ’ir an-Noor – consisting of the islands south of the Cibolan mainland – which shall be divided into three lordships.
5. These are the lordships of the Viceroyalty:

From the Rasmus days – Light (previously a Jingdaoese territory) and Walstadt were merged into a demesne under a "great enlightened king" in exchange for Asherland (in New Aquitane) going to Jingdao.
