A Decree of The Princess of Arboria in Council


Whereas it has pleased His Most Bovic Majesty to grant Assent and Approval for the Consensus of Government 1676 and our government of this Demesne Union, and

Whereas We have taken into consideration recent interventions of the Imperial Government regarding the cataclysm and destruction of the Vanic source and reconstruction plans for West Tapfer, including the West Tapfer Claim and Reconstruction Bill now pending in the Frenzy

NOW, THEREFORE , by virtue and in exercise of our vested powers, we are pleased, by and with the advice of our Council, to order, as follows:

1. Baudrix-su-mere, Isabellatun, Alexanderplatz, Milarosa, Gumaro, and San Pedro as outlined in the West Tapfer Claim and Reconstruction Bill are reconstituted as cities, effective immediately.
2. In accordance with our Decree in Council bearing date at Astérapolis, the 16th day of Geburtsber 1683, a Mayor and Deputy Mayor of each city shall be elected, and shall assume office upon the effectivity of the West Tapfer Claim and Reconstruction Bill into Imperial Law. Until then, the senior officer of the Arboreal Guard assigned therein shall assume the powers of Mayor as Military Governor.
3. Residents of the aforementioned cities as of the 15th day of Dankember in the year 1685 are automatically enrolled into the voter roll for the respective cities. No further enrollments shall be permitted until 10 days after the effectivity of the West Tapfer Claim and Reconstruction Bill into Imperial Law. The Commission on Elections is empowered to promulgate further regulations on this matter.
4. The constituencies of the Lower House of the Frenzy under Article 4 of our Decree in Council bearing date at Astérapolis, the 16th day of Geburtsber 1683 are further amended to read as follows:
   
   Transegale: Laguna, Marinette, Cape Isabella, Fort Jan-Jak, Kalfu, Nerthus, Tethys, Bight Bay, Bronze Coast, Duck Head Bay, Woodport, Brunopolis (5), Baudrix-su-mere, Isabellatun, Alexanderplatz, Milarosa, Gumaro, and San Pedro, Transegale at large (4)
   
   Universalis: Nandaton, Zoom City, Estatia, Miria, Koloniatsk, Aristarchus (5), AD Center (8), Universalis at large (4)
   
   Arboria Proper: Relgannan, Tylmarinnyn, Vinopolis, Meridosa, Duilne Doras, Eocharis, Tirlar (5), Fort Nider (8), Arboria Proper at large (5)
5. The subsequent election to Senators and Representatives of the Principality to the Frenzy shall be upon dissolution of the Frenzy. The Commission on Elections is empowered to promulgate further regulations on this matter.
6. The elected Senators of the Principality shall constitute a committee of Our Council of Arboria
7. The elected Representatives of the Principality shall constitute a committee of Our Council of Arboria
8. There is constituted a West Tapfer committee of Our Council of Arboria to superintend matters pertaining, chaired by the Minister of Transegale, Carl Taylor-Citron.
9. We have considered the representations of our people, and approve the planned construction and maintenance of the Brunopolis International Airport, and direct Our Senators and Representatives to secure the adoption of a Bill of the Frenzy to designate the same as an International Airport.
10. We have considered the representations of our people, and approve the 50-year service contracting of power production, supply, and distribution within the Principality to the ESB Group, provided that 10 percentum of gross revenues in the management thereof in Arboria Proper, Transegale, and Universalis shall accrue to the respective treasuries thereof, and that 2 percentum of gross revenues in the management thereof shall accrue to the treasury of the Principality as respective franchise taxes in lieu of all other taxes.
11. We have considered the representations of our people, and approve the planned upgrading of the Port of Aristarchus, as well as the development and expansion plan of Aristarchus.
12. We have considered the representations of our people, and approve the planned upgrading of the Port of Cape Isabella, as well as the development and expansion plan of Cape Isabella.
13. We have considered the representations of our people, and approve the planned upgrading of the Port of Fort Jan-Jak into a naval station for the Imperial Navy, as well as the development and expansion plan of Fort Jan-Jak in light of the West Tapfer developments.
14. We designate the military fortress northeast of Fort Jan-Jak as Fort Liberty, and direct its occupation by the Arboreal Guard, and permit its use by the Imperial Forces.
15. We designate the military fortress near of Kalfu as Fort Independence, and direct its occupation by the Arboreal Guard, and permit its use by the Imperial Forces.
