Mr. Speaker,A BILL to AMEND the CAPRINE CODE of the
BOVIC EMPIRE of the NATOPIAN NATION
To make provisions for an absent Regent
1. Section Four of the Caprine Code is amended as follows, with blue text inserted:
10. During a temporary absence of the Emperor that exceeds a duration of three Natopian months (6 Gregorian days), the Regent shall fulfill all critical responsibilities of the Emperor.
10.1 The Regent is a permanent position in the Imperial Government, serving as a deputy for the Emperor, assisting the Emperor in his daily functions, and will assume the Emperor's powers during absences declared by the Emperor.
10.2 The Regent may be directed by the Emperor or by Resolution of the Frenzy to perform Imperial duties in the Empire's name at anytime.
10.3 The Regent is appointed by the Emperor and serves at the pleasure of the Emperor.
10.3.1 Should the position of Regent be vacant, or the Regent being unable to serve as deputy for the Emperor due to absence of more than one Natopian month (2 Gregorian days), at a time of a temporary absence of the Emperor of more than three Natopian months, the Frenzy shall by a resolution appoint a temporary replacement of the Regent from amongst the Princes and Princesses of the Empire, or if not possible from amongst the citizenry.
We submit to the Frenzy a Bill which would prevent the current deadlock from happening again. Contrary to what some might think, We have not had intention to obstruct the proper functioning and defence of the Empire. But We have, do, and will intervene on such occasions as is necessary to protect the rule of law which should apply to everyone, from a simple resident to the Emperor himself.
