We're probably at the stage we could. Originally we were deliberately making it informal, now I think we've come to the stage that we agree a little formality might actually be helpful.

A Charter is like a Constitution. If you make it and it doesn't work, then you make amendments to it so that it does work. Repeat that process as necessary. It's not rocket science, people!

The original vocal members of Bastion thought that it was inevitable that all member nations would merge politically and in all other ways, and that having ANY sort of official Bastion government, be it charter or position, was the first step on that brick road to oblivion.
The original vocal members of Bastion were very, very stupid. As usual. And we're paying for it now. Also as usual. But hopefully they're not as vocal now so it won't be hard to do things right.

For as long as I've been involved with Bastion (which admittedly is not as long as most of you), the place has drifted upon a tide of inertia. A charter would at least clarify how things are supposed to work, thereby helping us to identify when they aren't.
As regards loss of sovereignty, the very fact that a member nation has to ask an admin (who may well not be a citizen of that state) to make major changes to its forum constitutes a de facto limitation upon its sovereignty. So at worse, a well-written charter won't make any practical difference and at best, it will actually reinforce the rights of each nation.

I was away while this was going on, and spotted it clearing out the admin requests forum. A charter seems to me an okay idea, an idea that isn't necessary but could occasionally make things easier. So it's less like a constitution for a state or international organisation, more like the constitution of a student society, a comparison which is probably telling.
