THE KARAJASA, OR BLACK LAW OF THE KHANATE OF KARALAKH

Chapter 1: The Nature of the State

Article 1
The name of this state is the Khanate of Karalakh in the English language and Karalax Xanliki in the Karalakhi language.

Article 2
The Khanate of Karalakh is a sovereign necrarchy.

Article 3
The capital of the Khanate of Karalakh is the city of Kurpla.

Article 4
English and Karalakhi are the official languages of the Khanate.

Chapter 2: The Nature of Authority

Article 5
Supreme authority is permanently vested in the necrarch, Neli Khan Karalakhli, who is styled Khan of Karalakh in the English language and Karalax Xani in the Karalakhi language, with the qualification of Highness.

Article 6
The Khan possesses supreme legislative authority and no law may come into effect without her personal approval.

Article 7
The Khan possesses supreme executive authority and issues special Black Decrees, known as Karajarlik in the Karalakhi language, for the governance of the state.

Article 8
The Khan appoints and dismisses all state officials.

Article 9
The Khan is advised by the Black Jirga, or Karajirga in the Karalakhi language. The Black Jirga is an assembly of elders appointed and presided over by the Khan.

Chapter 3: The Administration of the State

Article 10
For administrative purposes, the Khanate of Karalakh is subdivided into four governorates, or gubernija in the Karalakhi language:

(i) Bajkir Governorate (Bajkir Gubernijasi), which has its seat of administration in the city of that name;

(ii) Karamola Governorate (Karamola Gubernijasi), which has its seat of administration in the city of that name;

(iii) Kurpla Governorate (Kurpla Gubernijasi), which has its seat of administration in the city of that name;

(iv) Lichorda Governorate (Ličorda Gubernijasi), which has its seat of administration in the city of that name.

Article 11
The Khan is represented in each governorate by a governor, or gubernator in the Karalakhi language, who serves at her pleasure.

Chapter 4: The Symbols of the State

Article 12
The flag of the Khanate consists of a white Akhatan Rune centred upon black field with a yellow inner border and a green outer border. The width of the Akhatan Rune is seven-fifteenths of the length of the flag and its height is three-fifths of the height of the flag. The width of the inner yellow border is one-thirtieth of the length of the flag and the width of the outer green border is one-fifteenth of the length.

Article 13
The coat of arms of the Khanate is blazoned as follows: A circular shield Quarterly, the first and fourth quarters Gules in chief two Mullets of Five Points and in base a Crescent Moon Argent, the second and third quarters Purpure a Horse forcene Argent; overall upon a circular Inescutcheon Sable an Akhatan Rune Argent. The shield encircled by the insignia of the Order of the Akhatan and for a crest, a Demilich without Jawbone Argent, the teeth Or and the eye and nose sockets inset with gemstones Gules, crowned with a representation of the Khan's Helm Proper. For supporters, on either side a Horse Argent unguled Or.

Chapter 5: Amendments to the Jasa

Article 14
The Karajasa may be changed or amended only by the Khan.
