ROYAL DECREE Nº 21

TO ALL AND SINGULAR to whom these Presents shall come, Their Majesties the King and Queen of Leichenberg send greeting!

WHEREAS we are desirous of establishing a suitable manufacturing base for our realm;

LET IT THEREFORE BE KNOWN that we, Max, King of Leichenberg, Duke of Rossheim and Slavonia, and Mira, Queen of Leichenberg, Duchess of Rossheim and Slavonia, do by these Presents establish the Royal Leichenbergish Motor Works or Königlich Leichenbergische Motorenwerke and the Royal Leichenbergish Aircraft Works or Königlich Leichenbergische Flugzeugwerke;

AND BY THE AUTHORITY AFORESAID we do further decree that the said Royal Leichenbergish Motor Works and Royal Leichenbergish Aircraft Works shall be constituted as state-owned limited liability companies in accordance with the laws of the realm.

TO ALL AND SINGULAR to whom these Presents shall come, Their Majesties the King and Queen of Leichenberg send greeting!

WHEREAS we are desirous of renaming certain of our regiments;

ROYAL DECREE Nº 24

TO ALL AND SINGULAR to whom these Presents shall come, Their Majesties the King and Queen of Leichenberg send greeting!

WHEREAS we are desirous of establishing a new order of chivalry;

LET IT THEREFORE BE KNOWN that we, Max, King of Leichenberg, Duke of Rossheim and Slavonia, and Mira, Queen of Leichenberg, Duchess of Rossheim and Slavonia, do by these Presents establish an order of chivalry by the name of the Order of the Golden Skull or Orden vom Goldenen Schädel;

AND BY THE AUTHORITY AFORESAID we do further decree that:

1. The said Order of the Golden Skull shall be the premier order of the realm.

2. The Order of the Golden Skull shall consist of the necrarchs and thirteen knights (Ritter) or ladies (Damen) appointed by the necrarchs.

3. The badge of the order is a golden skull, crowned with a representation of the royal crown in jewelled and enamelled gold.

4. The badge shall be suspended from a golden collar of alternating firesteels and flaming flints as depicted in the Schedule to this Decree or from a ribbon of black silk, worn at the neck by knights or in the form of a bow affixed to the breast by ladies.

ROYAL DECREE Nº 25

TO ALL AND SINGULAR to whom these Presents shall come, Their Majesties the King and Queen of Leichenberg send greeting!

WHEREAS we are desirous of amending the Basic Law governing our realm;

LET IT THEREFORE BE KNOWN that we, Max, King of Leichenberg, Grand Duke of Stiermark and Südmoorland, Duke of Rossheim and Slavonia, and Mira, Queen of Leichenberg, Duchess of Rossheim and Slavonia, do by these Presents amend the Basic Law of the Kingdom of Leichenberg;

AND BY THE AUTHORITY AFORESAID we do decree that our Kingdom of Leichenberg shall be constituted henceforth in accordance with the amended Basic Law of the Kingdom of Leichenberg contained in the Schedule to this Decree.

SCHEDULE: THE BASIC LAW OF THE KINGDOM OF LEICHENBERG

Chapter 1: The Nature of the Realm

Article 1
The official name of this realm is the Kingdom of Leichenberg, or Königreich Leichenberg in the language of the Cibolan Saxons.

Article 2
The Kingdom of Leichenberg is a sovereign and indivisible necrarchy in which supreme authority is permanently vested in the necrarchs Max and Mira of the House of Rossheim.

Article 2.1
The necrarchs’ souls are magically and inseparably bound together and to the realm. The necrarchs do not represent the state, for they are the state.

Article 2.2
The necrarchs are styled King and Queen of Leichenberg, Duke and Duchess of Rossheim and Slavonia with the qualification of Majesty in the English language and König und Königin von Leichenberg, Herzog und Herzogin von Rossheim und Slawonien with the qualification of Majestät in the language of the Cibolan Saxons.

Article 3
The Grand Duchy of Stiermark and Südmoorland, while comprising an inseparable part of the realm, is governed by special degrees based on special legislation.

Article 4
The capital of the realm is the city of Leichenberg.

Article 5
English and Cibolan Saxon are the official languages of the realm.

Chapter 2: The Nature of Society

Article 6
All sapient indigenous inhabitants who are not members of the House of Rossheim are citizens of the realm and subjects of the necrarchs. Citizens belong to one of three estates:

(i) The Estate of the Living (Lebenderstand);

(ii) The Estate of the Half-living (Halblebenderstand);

(iii) The Estate of the Dead (Totenstand).

Article 6.1
The Estate of the Living consists of the Cibolan Saxons (Siebenberger Sachsen) and other sapient living creatures upon whom citizenship has been conferred.

Article 6.2
The Estate of the Half-living consists of the Dwarrowliches (Leichenzwerge) who dwell beneath the Leichenberg Mountains.

Article 6.3
The Estate of the Dead consists of the Lichknechts (Leichenknechte) and other sapient undead servants of the necrarchs.

Article 7
Any members of the House of Rossheim other than the necrarchs who are resident in the Kingdom are considered citizens of the realm but not subjects of the necrarchs.

Article 8
Alongside the three estates, there exists a servile class of non-sapient necrorobotic and necromechanical constructs known as zombots, or Zomboter in the language of the Cibolan Saxons, which are manufactured from the corpses of the living. Zombots do not possess citizenship but are considered subjects of the necrarchs.

Chapter 3: The Rights of the Living

Article 9
All sapient living beings are free and equal. No sapient living being shall be held in slavery or servitude.

Article 10
All living beings that possess sapience and are of age have the right to marry and establish a family, regardless of race or sexual orientation.

Article 11
All sapient living beings have the right to freedom of thought and conscience.

Article 12
All living citizens have the right to freedom of movement and residence within the provinces of Kronstadt, Leichenhafen and Neurossheim and in the cities of Leichenberg and Waldenburg.

Article 13
All living citizens have the right to own property within the provinces of Kronstadt, Leichenhafen and Neurossheim and in the cities of Leichenberg and Waldenburg. They may not be unjustly or arbitrarily deprived of that property.

Article 14
All living citizen have the right to work within the provinces of Kronstadt, Leichenhafen and Neurossheim and in the cities of Leichenberg and Waldenburg.

Article 15
All living citizens have the right to a standard of living adequate for their health and well-being.

Article 16
All living citizens have the right to education.

Article 17
All living citizens are exempt from royal taxation, with the exception of such temporary and extraordinary taxes as may be required in times of emergency.

Chapter 4: The Rights of the Half-living

Article 18
The half-living enjoy personal freedom in return for service to the necrarchs.

Article 19
The half-living may marry and establish a family, subject to the necrarchs’ approval.

Article 20
The half-living may own property beneath the Leichenberg Mountains or in the three surface settlements of Nordtor, Osttor and Westtor, subject to the necrarchs’ approval.

Chapter 5: The Obligations of the Dead

Article 21
Within the realm, the dead are the property of the necrarchs and are subject to their will in all things. Only the members of the House of Rossheim are free and exempt from the necrarchs’ commands.

Article 22
The corpse of a living citizen shall be converted for posthumous service as a zombot. The corpse of a non-citizen shall be returned to the next of kin upon payment of a corpse tax.

Article 23
Among the dead, only members of the House of Rossheim may own property.

Article 24
Among the dead, only members of the House of Rossheim may marry and establish a family.

Article 25
Among the dead, only members of the House of Rossheim have the right to freedom of thought and conscience.

Article 26
All humanoid undead who are not members of the House of Rossheim shall keep their faces covered at all times when in the presence of the living.

Chapter 6: The Administration of the Realm

Article 27
The realm is organised into three provinces, or Provinzen in the language of the Cibolan Saxons, and three bailichdoms, or Leichenvogteien in the language of the Cibolan Saxons:

(i) The Province of Kronstadt or Provinz Kronstadt, which has its seat of administration in the city of that name;

(ii) The Province of Leichenhafen or Provinz Leichenhafen, which has its seat of administration in the city of that name;

(iii) The Province of Neurossheim or Provinz Neurossheim, which has its seat of administration in the city of that name;

(iv) The Bailichdom of Leichenberg or Leichenvogtei Leichenberg, which has its seat of administration in the city of that name;

(v) The Bailichdom of the Oberland or Leichenvogtei Oberland, which has its seat of administration in the city of Nordtor;

(vi) The Bailichdom of the Westmark or Leichenvogtei Westmark, which has its seat of administration in the city of Waldenburg.

Article 28
Each province is administered by a governor, or Gouverneur in the language of the Cibolan Saxons, appointed by the necrarchs. The governor is responsible for maintaining law and order and safeguarding the right of the living inhabitants to good governance.

Article 29
The three provinces each have a provincial diet, or Provinziallandtag in the language of the Cibolan Saxons, which is freely elected by the living citizens of that province who are of age and good character.

Article 29.1
The provincial diet is responsible for the welfare of the living inhabitants of the province as well as the provision and maintenance of those public services and facilities required to support them.

Article 29.2
The provincial diet has the authority to appoint and dismiss living public officials within the province, with the exception of those in the necrarchs’ service.

Article 29.3
The provincial diet has the authority to levy such taxes as may be deemed necessary for the provision and maintenance of public services and facilities, subject to the oversight of the governor.

Article 30
Each bailichdom is administered by a bailich, or Leichenvogt in the language of the Cibolan Saxons, appointed by the necrarchs. The bailich is responsible for maintaining law and order and safeguarding the right of the living inhabitants to good governance.

Article 31
The cities of Leichenberg and Waldenburg each have a civic council, or Stadtrat in the language of the Cibolan Saxons, which is freely elected by the living citizens of that city who are of age and good character.

Article 31.1
The civic council is responsible for the welfare of the living inhabitants of the city as well as the provision and maintenance of those public services and facilities required to support them.

Article 31.2
The civic council has the authority to appoint and dismiss living public officials within the city, with the exception of those in the necrarchs’ service.

Article 31.3
The civic council has the authority to levy such taxes as may be deemed necessary for the provision and maintenance of public services and facilities, subject to the oversight of the necrarchs.

Chapter 7: The Symbols of the Realm

Article 32
The greater arms of the realm are blazoned as follows: Or an Eagle Displayed Gules, armed, beaked and langued Azure; upon its breast an Inescutcheon Quarterly: the first quarter Azure a Skull crowned with a Royal Crown Or, the Cap Gules (for Leichenberg); the second quarter Argent a Bull’s Head Caboshed Gules, armed Argent, ringed and crowned Or (for Stiermark); the third quarter Argent a Fess with fir-tree topped upper edge Sable (for Südmoorland ); the fourth quarter Purpure a Horse Forcene Argent (for Rossheim). The shield ensigned by a Royal Crown and encircled by the Collar of the Order of the Golden Skull and for Supporters, on either side a Horse Argent unguled Or.

Article 33
The flag of the realm is a horizontal tricolour of white, gray and black, with the three stripes representing the three estates. The width of the flag is three-fifths of its length and the width of each stripe is equal to one third of the width of the flag.

Chapter 8: Amendments to the Basic Law

Article 34
The Basic Law may be changed or amended only by the necrarchs in person and in accordance with the procedure established by them.

WHEREAS we are desirous of restructuring the military forces of our realm;

LET IT THEREFORE BE KNOWN that we, Max, King of Leichenberg, Grand Duke of Stiermark and Südmoorland, Duke of Rossheim and Slavonia, and Mira, Queen of Leichenberg, Duchess of Rossheim and Slavonia, do by these Presents decree that:

1. The 1st Lich Corps or I. Leichen-Korps shall be raised at Leichenberg and shall comprise the following units:

(i) The 1st Lich Corps Headquarters;

(ii) The Lichguard Division;

(iii) The 3rd Lich Division "Südmoorland".

2. The 2nd Lich Corps or II. Leichen-Korps shall be raised at Waldenburg and shall comprise the following units:

(i) The 2nd Lich Corps Headquarters;

(ii) The 1st Lich Division "Westmark";

(iii) The 2nd Lich Division "Stiermark".

TO ALL AND SINGULAR to whom these Presents shall come, Their Majesties the King and Queen of Leichenberg send greeting!

WHEREAS the territory of the former Duchy of Rossheim-Slavonia-Volksburg has been ceded to our realm;

AND WHEREAS we are desirous of integrating Volksburg and the provinces of the former Grand Duchy of Stiermark and Südmoorland into the administration of our realm;

LET IT THEREFORE BE KNOWN that we, Max, King of Leichenberg, Grand Duke of Stiermark and Südmoorland, Duke of Rossheim and Slavonia, and Mira, Queen of Leichenberg, Duchess of Rossheim and Slavonia, do by these Presents decree that:

1. The former territory of the said Duchy of Rossheim-Slavonia-Volksburg shall be incorporated within our realm as the Province of Volksburg or Provinz Volksburg in the language of the Cibolan Saxons.

2. The territory of the former Province of Stiermark shall be reincorporated within our realm as a crown land by the name of the Grand Duchy of Stiermark, or Grossherzogtum Stiermark in the language of the Cibolan Saxons.

3. The territory of the former Province of Südmoorland shall be reincorporated within our realm as a crown land by the name of the Grand Duchy of Südmoorland, or Grossherzogtum Südmoorland in the language of the Cibolan Saxons.

ROYAL DECREE Nº 28

TO ALL AND SINGULAR to whom these Presents shall come, Their Majesties the King and Queen of Leichenberg send greeting!

WHEREAS we are desirous of annexing those territories of the Cibolan Confederation recently left without a functioning government;

LET IT THEREFORE BE KNOWN that we, Max, King of Leichenberg, Grand Duke of Stiermark and Südmoorland, Duke of Rossheim and Slavonia, and Mira, Queen of Leichenberg, Duchess of Rossheim and Slavonia, do by these Presents annex to our Kingdom of Leichenberg those territories depicted in red upon the map contained in the First Schedule to this Decree;

AND BY THE AUTHORITY AFORESAID we do further decree that:

1. The annexed territories shall be included within the Grand Duchy of Südmoorland.

2. The settlement formerly known as New Light shall be renamed Eiswig and accorded city status, with the right to establish a civic council.

3. A new military base and research station to be known as Südkap Fortress, or Festung Südkap, shall be established at the location depicted upon the map contained in the Second Schedule to this Decree.

LET IT THEREFORE BE KNOWN that we, Max, King of Leichenberg, Grand Duke of Stiermark and Südmoorland, Duke of Rossheim and Slavonia, and Mira, Queen of Leichenberg, Duchess of Rossheim and Slavonia, do by these Presents decree that the boundaries of the various provinces, bailichdoms and crown lands of our realm shall be as depicted upon the maps contained in the Schedule to this Decree.

WHEREAS recent developments have necessitated a substantial reorganisation of our realm;

LET IT THEREFORE BE KNOWN that we, Max, King of Leichenberg, Grand Duke of Stiermark and Südmoorland, Duke of Rossheim and Slavonia, and Mira, Queen of Leichenberg, Duchess of Rossheim and Slavonia, do by these Presents rescind the current Basic Law of the Kingdom of Leichenberg;

AND BY THE AUTHORITY AFORESAID we do decree that our Kingdom of Leichenberg shall be constituted henceforth in accordance with the new Basic Law of the Kingdom of Leichenberg contained in the Schedule to this Decree.

Article 5.1
The Estate of the Living comprises all living human beings who possess Leichenbergish nationality.

Article 5.2
The Estate of the Undead comprises all sapient undead beings that are subject to the will of the necrarchs.

Article 6
Alongside the two Estates, there exists a servile class of non-sapient necrorobotic and necromechanical constructs known as zombots, or Zomboter in the language of the Cibolan Saxons. Zombots are manufactured from the corpses of the living and are the necrarchs’ possessions.

Chapter 3: The Rights of the Living

Article 7
All living human beings are free and equal. No living human being shall be held in slavery or servitude.

Article 8
All living human beings who are of age have the right to marry and establish a family, regardless of race or sexual orientation.

Article 9
All living human beings have the right to freedom of thought and conscience.

Article 10
The necrarchs’ living subjects have the right to move and settle freely within:

(i) the Provinces of Kronstadt, Leichenhafen, Neurossheim and Volksburg;

(ii) the cities of Leichenberg, Eiswig, Moorheim, Stierburg and Waldenburg.

Article 11
The necrarchs’ living subjects have the right to own property within those regions in which free settlement is permitted. They may not be unjustly or arbitrarily deprived of that property.

Article 12
The necrarchs’ living subjects have the right to work.

Article 13
The necrarchs’ living subjects have the right to a standard of living adequate for their health and well-being.

Article 14
The necrarchs’ living subjects have the right to education.

Article 15
The necrarchs’ living subjects are exempt from royal taxation, with the exception of such temporary and extraordinary taxes as may be required in times of national emergency.

Chapter 4: The Obligations of the Dead

Article 16
Within the realm, the dead are the property of the necrarchs.

Article 17
The corpse of a human being shall be surrendered to the agents of the necrarchs upon death.

Article 17.1
The corpse of a Leichenbergish national shall be retained for posthumous service.

Article 17.2
The corpse of a non-national may be redeemed by the next of kin or appropriate foreign government upon payment of a corpse tax.

Chapter 5: The Undead

Article 18
The only undead permitted within the realm are:

(i) undead members of the House of Rossheim;

(ii) undead subjects of the necrarchs;

(iii) undead possessions of the necrarchs.

Article 18.1
Undead members of the House of Rossheim have all the rights of the necrarchs’ living subjects.

Article 18.2
All other undead are subject to the necrarchs’ will in all things.

Article 19
The necrarchs’ undead subjects are further subdivided into three castes:

(i) The Lich Lords, or Leichenherren;

(ii) The Lichknechts, or Leichenknechte;

(iii) The Dwarrowliches, or Leichenzwerge.

Article 19.1
The Lich Lords are elder liches who serve as the necrarchs’ senior administrators.

Article 19.2
The Lichknechts are greater liches who serve as the necrarchs’ soldiers and agents.

Article 19.3
The Dwarrowliches are lesser liches who serve as the necrarchs’ miners and engineers.

Chapter 6: The Administration of the Realm

Article 20
The realm is organised into:

(i) Four provinces, or Provinzen;

(ii) Three bailichdoms, or Leichenvogteien;

(iii) Two crown lands, or Kronländer.

Article 21
The four provinces are:

(i) The Province of Kronstadt or Provinz Kronstadt, which has its seat of administration in the city of that name;

(ii) The Province of Leichenhafen or Provinz Leichenhafen, which has its seat of administration in the city of that name;

(iii) The Province of Neurossheim or Provinz Neurossheim, which has its seat of administration in the city of that name;

(iv) The Province of Volksburg or Provinz Volksburg, which has its seat of administration in the city of that name;

Article 21.1
Each province is administered by a governor, or Gouverneur in the language of the Cibolan Saxons. The governor is a lich lord appointed by the necrarchs and is responsible for maintaining law and order and safeguarding the right of the living inhabitants to good governance.

Article 21.2
Each province has a provincial diet, or Provinziallandtag in the language of the Cibolan Saxons, which is freely elected by the living citizens of that province who are of age and good character. The provincial diet:

(i) is responsible for the welfare of the living inhabitants of the province and the provision and maintenance of those public services and facilities required to support them;

(ii) has the authority to appoint and dismiss living public officials within the province, with the exception of those in the necrarchs’ service;

(iii) has the authority to levy such taxes as may be deemed necessary for the provision and maintenance of public services and facilities, subject to the oversight of the local governor.

Article 22
The three bailichdoms are:

(i) The Bailichdom of Leichenberg or Leichenvogtei Leichenberg, which has its seat of administration in the city of that name;

(ii) The Bailichdom of the Oberland or Leichenvogtei Oberland, which has its seat of administration in the city of Nordtor;

(iii) The Bailichdom of the Westmark or Leichenvogtei Westmark, which has its seat of administration in the city of Waldenburg.

Article 22.1
Each bailichdom is administered by a bailich, or Leichenvogt in the language of the Cibolan Saxons. The bailich is a lich lord appointed by the necrarchs and is responsible for maintaining law and order and safeguarding the right of the living inhabitants to good governance.

Article 23
The two crown lands are:

(i) The Grand Duchy of Stiermark or Grossherzogtum Stiermark, which has its seat of administration in the city of Stierburg;

(ii) The Grand Duchy of Südmoorland or Grossherzogtum Südmoorland, which has its seat of administration in the city of Moorheim.

Article 23.1
Each crown land is administered by a stadtholder, or Statthalter in the language of the Cibolan Saxons. The stadtholder is a lich lord appointed by the necrarchs and is responsible for maintaining law and order and safeguarding the right of the living inhabitants to good governance.

Article 24
The cities of Leichenberg, Eiswig, Moorheim, Stierburg and Waldenburg each have a civic council, or Stadtrat in the language of the Cibolan Saxons, which is freely elected by the living citizens of that city who are of age and good character. The civic council:

(i) is responsible for the welfare of the living inhabitants of the city and the provision and maintenance of those public services and facilities required to support them;

(ii) has the authority to appoint and dismiss living public officials within the city, with the exception of those in the necrarchs’ service;

(iii) has the authority to levy such taxes as may be deemed necessary for the provision and maintenance of public services and facilities, subject to the oversight of the local bailich.

Chapter 7: The Symbols of the Realm

Article 25
The greater arms of the realm are blazoned as follows: Or an Eagle Displayed Gules, armed, beaked and langued Azure; upon its breast an Inescutcheon Quarterly: the first quarter Azure a Skull crowned with a Royal Crown Or, the Cap Gules (for Leichenberg); the second quarter Argent a Bull’s Head Caboshed Gules, armed Argent, ringed and crowned Or (for Stiermark); the third quarter Argent a Fess with fir-tree topped upper edge Sable (for Südmoorland ); the fourth quarter Purpure a Horse Forcene Argent (for Rossheim). The whole ensigned by a Royal Crown and encircled by the Collar of the Order of the Golden Skull and for Supporters, on either side a Horse Argent unguled Or.

Article 26
The flag of the realm is a horizontal tricolour of white, gray and black, with the three stripes representing the three estates. The width of the flag is three-fifths of its length and the width of each stripe is equal to one third of the width of the flag.

Chapter 8: Amendments to the Basic Law

Article 27
The Basic Law may be changed or amended only by the necrarchs in person and in accordance with the procedure established by them.

ROYAL DECREE Nº 31

TO ALL AND SINGULAR to whom these Presents shall come, Their Majesties the King and Queen of Leichenberg send greeting!

WHEREAS we are desirous of refounding the city of Old Vladishopnuu andthe internal administration of our realm;

LET IT THEREFORE BE KNOWN that we, Max, King of Leichenberg, Grand Duke of Stiermark and Südmoorland, Duke of Rossheim and Slavonia, and Mira, Queen of Leichenberg, Grand Duchess of Stiermark and Südmoorland, Duchess of Rossheim and Slavonia, do by these Presents decree that:

1. The Bailichdom of Südkap, or Leichenvogtei Südkap, shall be established within the boundaries depicted upon the map contained in the Schedule to this Decree.

2. The city of Wladischofen shall be founded upon the ruins of Old Vladishopnuu to serve as the seat of administration of the newly-established bailichdom.

3. The said city of Wladischofen shall be granted the right to establish a civic council.

4. The Basic Law of the Kingdom of Leichenberg shall be amended as follows:

(i) Article 10: "the cities of Leichenberg, Eiswig, Moorheim, Stierburg, Waldenburg and Wladischofen" shall replace "the cities of Leichenberg, Eiswig, Moorheim, Stierburg and Waldenburg";

(ii) Article 20: "Four bailichdoms" shall replace "Three bailichdoms";

(iii) Article 22: "four bailichdoms" shall replace "three bailichdoms" and the following section shall be added:

[quote](iv) The Bailichdom of Südkap or Leichenvogtei Südkap, which has its seat of administration in the city of Wladischofen.[/quote]

AND BY THE AUTHORITY AFORESAID we do confer the aforementioned duchy upon the said Prince Igor Viktor along with the title of Duke of Rossheim-Wladischofen and the style of Imperial and Royal Highness.
